PART II - Site Specific Information A. Background The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ), in Oregon intends to secure services including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying Dimilin 2L over a specific area, located in Andrew OR. The type of service is a FULL SERVICE rangeland Treatment using Dimilin 2L. The contractor will provide all required Dimilin 2L, clean crop oil, buffering agents and water. The General Statement of Work lists general specifications, terms and conditions applicable to any contracts awarded under this solicitation. In addition, the following terms and conditions apply to the specific sites listed herein:
B. Scope of Work
The USDA, APHIS, Plant Protection and Quarantine requires aircraft, personnel, facilitating equipment, and services to apply pesticides. The objective is to reduce the grasshopper population in the project area, which is estimated to be 30,000 acres with an estimated 15,000 estimated treated acres, using alternating swath application.
C. Performance Requirement The type and amount of equipment and personnel needed to accomplish the contract work; including satellite geo-positioning guidance and recording device is the responsibility of the Contractor. The aircraft must have flat fan nozzles, the ability to accept/read shape files and the ability to overlay spayed areas on a map after treatment. The work shall be done in strict compliance with the specifications provided by terms, specifications, conditions, and provisions of this solicitation and Statement of work.
The Contractor shall be required to commence work under this contract within as early as June 21, 2016 (report on site June 20) or upon official notification by the Contracting Officer. The Contractor shall be liable for default unless non performance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the U.S. Federal Government in either its sovereign or contractural capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
The application will occur in approximently 60 miles SE of Burns OR. The COR will provide more detailed information, including a map of the flight lines.
The nearest airstrip is located in Burns and has 60 mile ferry to the block. Other airports and private strips may be available and can be used at the discretion of the contractor.
The rate of application will be 31 total ounces per acre: 1 ounce of Dimilin 2L, 10 ounces crop oil concentrate, 20 ounces of water.
Offerors are reminded that there are numerous biological and entomological factors that determine the time and sequence of treatments. The importance of starting and completing a program within specified limits is critical. The objective of each program is to achieve the desired coverage of the designated geographic areas within specified time frames.
No adjustment will be made in the contract price for providing additional aircraft beyond the number and category of aircraft required by the contract or in the number of gallons or acres to be sprayed.
In this acquisition, the Government will obtain the lowest price technically acceptable by using the lowest price technically acceptable source selection process to evaluate quotes as defined in FAR 15.101-2; i.e., as an approach where the best value is expected to result from selection of the technically acceptable product with the lowest evaluated price. In this approach proposals are evaluated for acceptability but not ranked using the non-cost/price factors. Technical acceptability is based on prior approval with an Aerial application that was previously submitted and approved in accordance with the attached prospectus. Award will be made to the lowest priced technically acceptable offer for this application.
