NOTES TO QUOTERS:
1. USDA, Animal and Plant Health Inspection Service (APHIS), has a requirement for a new Scanning Electron Microscope (SEM). The Government published an intent to sole source for a tabletop model and identified Hitachi Tabletop SEM (TM‐3030 Plus) as the only brand that would meet the need. A response was received from another manufacturer so there may be non‐tabletop SEMS that could meet the requirement. These SEM’s will be considered if they are no larger than 100cm x 63cm (LxW); if an SEM fits into this space and meets all other indicated requirements, it need not be a desktop model. (see also 52.211‐6 ‐‐ Brand Name or Equal)
2. ANY QUESTIONS PERTAINING TO THIS Request for Quotes (RFQ) SHALL BE DIRECTED TO PATRICIA SIMON, BY EMAIL TO patricia.m.simon@APHIS.USDA.gov.
3. YOU MAY EMAIL YOUR QUOTE DIRECTLY TO PATRICIA SIMON before the time specified on the solicitation. Send quotes to: patricia.m.simon@APHIS.USDA.gov.
4. USDA IS AN AGENCY OF THE FEDERAL GOVERNMENT, TAX‐EXEMPT. FEDERAL TAX. I.D. NO. 41‐ 0696271.
5. This solicitation is being issued and will be evaluated under FAR Part 13. See 52.212‐2 at the end of this document for evaluation criteria.
6. Vendor shall submit: 1) Completed Pricing schedule (price must include all costs necessary to supply and deliver); 2) A complete and detailed description of the product being offered to include manufacturer, features, and any warranty information. All features listed in the statement of work must be indicated in the description provided to show the product meets all of the requirements of the solicitation; 3) A statement that, if considered for award, the contractor is willing to demonstrate their product on‐site (at the Edinburg facility) at no cost to the government if they have not done so previously; 4) Proposed delivery date; and 5)
DUNS number and confirmation of SAM registration. Vendors are responsible for ensuring completeness of quotations. The Government may evaluate solely on the information provided in the initial quotation and not assume the Vendor possesses any capability that is not specifically identified in the quotation. If an SEM is considered for award that has not previously been demonstrated to the program, an onsite demonstration will be required at the vendor’s expense to verify image quality and compatibility with the Government systems before an award can be made.
7. This solicitation is being issued unrestricted. The NAICS code for this solicitation is 334516 with a small business size standard of 1000 employees.
1.0 Statement of Work
1.1 BACKGROUND: APHIS, Plant Protection and Quarantine (PPQ), S&T, CHST Mission Lab requires a new tabletop scanning electron microscope (SEM) to support several programs, including but not limited to, Brevipalpus mites (vectors of Citrus leprosis virus), SIT Mexican fruit fly program, and the study of parasites and microbes.
The CPHST Mission Lab must precisely identify characters that cannot be seen through conventional microscopy of the Brevipalpus mites, vectors of Citrus leprosis virus (CiLV). These mites have recently been identified by the use of an SEM which allows us to see new characters that now show that there are species groups that have been historically misidentified for the past 50 years. In order to know which species are the vectors of the CiLV, we need to be able to handle our work load in a quick, efficient manner.
The Government intends to award a firm fixed price contract. Price must include shipping FOB destination to the Edinburg, Texas, delivery address.
1.2 REQUIREMENTS: The SEM must be a tabletop unit and must have the following features (non‐ tabletop SEMS will be considered if they are no larger than 100cm x 63cm (LxW). If an SEM fits into this space and meets all other indicated requirements below, it need not be a desktop model.):
A. a charge reduction sample holder
B. temperature controlled sample holder (Peltier stage)
C. a motorized tilt and rotation sample holder
D. stage capable of supporting large specimens (70mm)
E. hardware and software for running the SEM and taking images
F. functions as a peripheral on APHIS approved Windows operating system
G. produce high resolution images
H. capable of magnification at 15x
I. capable of magnification at 60,000x
J. back scatter detector
K. secondary electron detector
L. capability to combine back scatter and secondary electron detector
M. secondary electron detector functions at low vacuum
N. charge reduction functions at low voltage (5kV)
O. rapid establishment of vacuum following power loss
P. image quality must be equal to or greater than Hitachi Tabletop SEM (TM‐3030 Plus)*
Q. must be compatible with Government IT requirements*
The Government published an intent to sole source notice for a tabletop model and identified Hitachi Tabletop SEM (TM‐3030 Plus) as the only tabletop SEM that would meet the need. A response to that notice was received from a full size manufacturer so there may be non‐tabletop SEMS that may meet the requirement. These SEM’s will be considered if they are no larger than 100cm x 63cm (LxW). If an SEM fits into this space and meets all other indicated requirements, it need not be a desktop model.
*If an SEM is considered for award that has not previously been demonstrated to the program, an onsite demonstration will be required at the vendor’s expense to verify it is compatible with the
Government systems and to verify image quality before an award can be made.
