PART II - WORK STATEMENT

A. Background The PPQ-PHP-National Identification Services National Taxonomic Specialists are responsible for providing final identification on pest interceptions at U.S. ports of entry. Many determinations of small and cryptic pests are made to the genus level. The only way for the National Specialists to achieve identifications to species-level accurately for these cryptic organisms is through high powered, topographical imaging scopes such as Scanning Electron Microscopes. The identifications made by the National Specialists are the final determination for our ports of entry and quarantine decisions are made on the commodities that enter U.S. borders. When species-level identifications are made, accurate quarantine decisions are also made which facilitate trade.

NIS is requesting the purchase of two Desktop SEMs to provide National Specialists in Beltsville MD and Philadelphia, PA the required tool to make detailed topographical images at high resolution, 20x-60,000x, of pest organisms for accurate species-level identification. This tool will allow the national specialists to see detailed characters not visible using dissecting scopes or by viewing slide mounted specimens using compound microscopes. National specialists will be able to make species-level identifications of small and cryptic pests, build taxonomic keys to help identifiers at ports of entry and to reduce the number of quarantine mitigations at the ports of entry.

B. Scope of Work USDA APHIS intends to establish a firm-fixed price PO. The awardee shall deliver all components listed in Part I, Pricing Schedule, to the respective delivery location listed below. One complete setup will be delivered to the Maryland location and the other to the Philadelphia location. After delivery has been made and items have been received, the vendor and field office POC shall mailto:Jeremy.pouliot@aphis.usda.gov

AG-6395-S-16-0236 Page 5 of 29 9/23/2016 coordinate the time and location for the on-site setup, demonstration, and training session for each location/ microscope.

C. Period of Performance The effective period of performance (POP) for the contract shall be from date of award through sixty (60) days to allow for delivery. If a greater lead time is required to provide the items requested, USDA APHIS may find the quotation packet failing to meet the maximum lead time (non-responsive). Delivery, setup and Training will be coordinated with the local field office POCs listed below in the delivery section.

D. Compound and Stereo Microscope Specifications and Requirements
