PART II – STATEMENT OF WORK
A. SCOPE OF WORK
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Port of Sweet Grass, Montana, intends to secure a contract for a barn cleaner and office janitorial service. The Contractor shall furnish all management, supervision, and qualified personnel in accordance with the statement of work. The USDA will provide all materials and equipment.
B. PERIOD OF PERFORMANCE
The period of performance for this contract shall include a base year with the option to extend the contract for four (4) one-year option periods.
C. PERFORMANCE REQUIREMENT
Clean in and around the USDA PORT OF Sweet Grass, Montana animal inspection facility.
Duties include manual removal of bovine waste from a 5,400 square foot facility, hosing down concrete floors and walls, metal gates and pens, opening drains and flushing out lines leading to the septic tank and weekly steam pressure wash the inspection area, clean and pressure wash in and around the outside cattle chutes and the cemented area directly outside the facility; remove weeds directly next to the building.
Clean the port office: 544 square feet, once per week, or as required; mop floors, wash windows, clean and sanitize toilets and bathroom sinks, empty office trash to the outside garbage container.
The contractor shall observe and notify the veterinarian in charge of any facility structural problems found due to usage and normal aging of the facility.
The contractor shall have a background in working with and understanding the movement of cattle and basic concepts of fecal/oral transmission in livestock.
The contractor shall be qualified to operate a diesel steam pressure washer, experienced and proficient in the operation of a tractor with front end loader.
Requirements include – at least 5 years of sanitation experience at a port of entry animal inspection facility. The contractor shall be in adequate physical condition to manually haul manure to the outside holding area.
Hours are sporadic and can vary from 2 hours up to 30 hours per week. The work can only be accomplished when there are no livestock in the facility. Due to the nature of the work, the contractor shall be on call every day of the week (excluding weekends) for all 52 weeks of the year. The contractor may call in to determine when there are no livestock in the facility to begin the cleaning.
D. INVOICES AND PAYMENT FOR SERVICES
Invoices shall be prepared in accordance with FAR 52.212-4 (2)(g) and provided on a monthly basis.
OFFEROR NOTES
Per the Department of Labor Wage Determination No. 2005-2317, Rev. 12, dated 6/13/2012, occupation code 11150 (janitor) shall be paid a minimum wage of $10.58 per hour and occupation code 23470 (laborer) a minimum wage of $11.88 per hour, plus health and welfare of $3.71 per hour. See the Uniform Allowance information also. Contractors may be requested to provide proof that all laborers/ janitors are paid appropriately.
