The Solicitation and all associated files needed to complete a bid can be found on the Federal Business Opportunities website (www.fbo.gov). Any amendments resulting from the site showing or follow-up questions, will be posted.

Bids are due to Sharla by 2:00 PM local time on September 7, 2015. Bids may be submitted my mail or email. Sharla’s mailing address and email are found on page 1 of 37 of the Solicitation.

The Schedule for the project is found on page 4 of 37 of the Solicitation. Note that all units of measurement are lump sum. All questions regarding the solicitation and contract clauses shall be directed to Sharla.

Once the contract is awarded, the contractor will be notified when site conditions are favorable for construction activities. Once the Notice to Proceed is issued, the contractor will be given 5 calendar days to commence work. The contractor will be allotted 56 calendar days to complete the project.

The Construction Specifications and Construction Drawings were covered in detail. Specifically, the Items of work and construction details section of each specification. Note the Subsidiary Items of each construction specification to determine the associated Schedule Line Item. Page 3 of 15 of the Construction Drawings includes a Table of Quantities. The table represents design quantities in which to base bids. As-built quantities will not be measured. Direct any questions http://www.fbo.gov/ regarding the Construction Plans and Construction Specifications to Brian Severin. Brian may be reached by phone at 620-343-7276 (Extension: 114) or email brian.severin@ks.usda.gov.

The in-office meeting adjourned at 10:35 AM to travel to the site location. The group arrived on-site at 11:10 AM. The ingress/egress location was pointed out. While on site, the planned location of each item in the Construction Drawings and Price Schedule was discussed. The group had specific interest in the existing embankment located directly downstream of Dike 1. The group inspected the pipeline through the embankment to clarify the coupler requirements (see Question and Answer 3 below).

The on-site meeting adjourned at 11:45 AM.

Question and Answer:

Q1) Can the performance time calendar days be stopped for weather conditions or to meet seeding date requirements?

A1) Yes. Average condition weather days are accounted for in the performance time. However, if extreme wet conditions exist for extended periods of time (i.e. seasonal flooding, extreme rainfall amounts) the contract performance time can be stopped. See Section F.3 Time Extensions for Unusually Severe Weather, Pages 8 and 9 of 37 of the Solicitation for further detail. The performance time can also be stopped and restarted to meet the seeding dates.

Example: All construction is completed by October 31. The contract could then be stopped until December 1 when the Range Seeding can be drilled.

Q2) Can the base stripping of Dike 1 be used as topsoil?

A2) Yes. However, the topsoil material shall have minimal vegetation to ensure adequate compaction and finishing.

Q3) What is the pipeline material through the existing embankment downstream of Dike 1?

A3) The group inspected the pipeline during the on-site visit. The existing pipe is 10” dia. PVC.

A flexible coupler shall be installed between the new 10” dia. PVC pipe and existing 10” dia.

PVC pipe.

Q4) If cultural resources are discovered during construction and progress is effected, will the contractor be compensated for the time lost and/or additional work associated?

A4) COR will refer the question to the CO for clarification.

The contract has a Suspension of Work Clause (52.242-14) in Section F.1 on Page 8 of 37 in the solicitation. This allows the contracting officer to suspend, delay, or interrupt all or any part of the work for a period of time for the convenience of the government. Work may continue on other areas of the construction site while the affected area is being investigated.
