Statement of Work Prescribed Burning for Wisconsin

Government Furnished Documents Project Area Boundary Maps & GIS Shapefiles

Technical Direction Technical direction for projects will be provided by a designated NRCS representative. Each task order award will indicate a specific designated NRCS representative and contact information.

Task 1: Prescribed Burn Plan A Prescribed Burn Plan shall be prepared for the designated areas at assigned locations according to NRCS Standards and Specifications Prescribed Burning Code-338 (Attachment 2). All acreage to be burned will be documented utilizing (all but not limited to) a Geographical Position System (GPS) Unit, digital camera and map delineations. Typical size of prescribed burn units will range between 20 and 200 acres. The Prescribed Burn Plan will be provided to the designated NRCS representative in both hard and electronic copy formats for review and acceptance prior to burning authorization.

Task 1 shall be submitted to the designated NRCS representative for review and approval before Task 2 is initiated.

Task 1 shall be completed within 14 calendar days of receipt of a signed task order award.

Task 2: Application of Prescribed Fire The application of prescribed burns and associated conservation practices (e.g., Firebreak - Code 394, see Attachment 3) shall be performed in accordance to the accepted Prescribed Burn Plan for the designated areas at assigned locations according to site-specific specifications. Upon the completion of the initial treatment, the effectiveness of the treatment will be assessed and reported to NRCS. The time frame for assessing and reporting the treatment success will be outlined in the Prescribed Burn Plan.

Contractors conducting prescribed burn planning and/or implementation of this practice shall be under the direction of a designated Fire Boss.

The planning and application of prescribed burning shall comply with Wisconsin Statute Sections 26.11, 26.12 and Chapter NR 30 of the Wisconsin Administrative Code (WAC) grant the Wisconsin Department of Natural Resources (WDNR) the authority and responsibility to regulate prescribed burning in Wisconsin.

Task 2 shall be completed in the phonological condition specified by NRCS and within 18 months of awarding the task order.

Contractor's Responsibility The Contractor is responsible for obtaining all permits and authorizations, planning and implementing prescribed burns in accordance with NRCS conservation practice standard and specifications, Prescribed Burning - Code 338 (Attachment 2).

The Contractor shall be responsible for the professional quality and technical accuracy of all work performed and documentation submitted. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in submittals including drawings, maps, etc. All GPS equipment shall be of such design and in such condition and adjustment that results obtained will fulfill and maintain the degree of accuracy required.

Practice Implementation Prior to the performing the prescribed burn, a mandatory conference will be conducted by the designated NRCS representative to:

1. verify all required permits have been obtained

2. review of burn plan with designated NRCS representative and landowner

3. determine any needed plan modifications

4. review compliance issues with all federal, state, Tribal, and local laws, regulations and NRCS policies during installation

5. document in writing and with photos to convey implementation challenges and successes.

Practice Implementation Check Out:

1. Post-burn documentation:

a. Extent of practice units applied (example: acres burned or linear feet of fire break)

b. Written documentation as to the fire effects

c. Final quantities and qualities of associated practices applied for the prescribed burn.

2. Certification that the installation meets Wisconsin NRCS standards and specifications and is in compliance with permits and authorizations.

3. Exit conference with NRCS.

4. Map or GIS Shapefile of the location of the burned land.

Deliverables The Contractor will submit one hard copy and one electronic copy of all final reports to the designated NRCS representative. All pictures and maps will be submitted in a hard copy and electronic format. The GPS points will be provided in an electronic format. The deliverables will be presented in the following formats:

1. Reports, certification of completion, photos, etc.: Microsoft Word document

2. Maps - PDF document and GIS polygon shapefile referenced to the Wisconsin State Plane Coordinate System, North American Datum 1983, local zone.

Inspection and Acceptance of Deliverables The designated NRCS representative will accept or reject the deliverables in writing. If deliverables are rejected, specific reason(s) for rejection will be provided by the designated NRCS representative. The Contactor shall have seven working days to correct and resubmit all rejected deliverables.
