DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SCOPE

It is the intent of this contract to secure labor, equipment and supplies necessary to accomplish timber marking in Red Pine stands scheduled for timber harvest on the Baldwin/White Cloud Ranger, Cadillac/Manistee, Mio and Huron Shores Districts of the Huron-Manistee National Forests. The five areas (Chase Red Pine, Bigelow Red Pine, Red Zone, Hardy Haack RP and Silver Creek RP) involve timber marking only on approximately 2,490 acres.

Work will consist of painting trees in accordance with the technical specification outlined below.

DESCRIPTION AND LOCATIONS

Three proposed Timber Sale Areas are located on the Manistee National Forest. The Bigelow Red Pine Area is east of Newaygo, MI. and located in Sections 1, 2, 25, 26, 27, 34 and 35, T12N, R12W, and is accessed from M-82 and Oak Rd. The Chase Red Pine Sale Area is east of Baldwin, MI. and located in Section 23 of T17N, R12W and is accessed from US 10 and Kings Highway Rd. The Red Zone area is southwest of Cadillac in Sections 19, 27, 29, 30, 31, 32, 33 and 34, T21N, R10W and is accessed from County Roads 48, 48 ½ and 50 ½.

Two areas are located on the Huron National Forest. Hardy Haack RP is west of Mio, MI and located in Sections 25, 26, 27 and 34, T27N, R4E and Sections 30 and 31, T27N, R5E and is accessed from M-72 and Hardy Grade Road. Silver Creek RP is located west of Oscoda, MI in Sections 15, 21, 22, 27 and 28, T23N, R7E and is accessed from Monument Road.

Working Area Boundaries – Forest Service has painted and numbered payment unit boundaries using 2 or 3 Orange slashes and orange painted unit numbers on Silver Creek RP, Hardy Haack RP and the north portion of Bigelow. The boundaries for the south portion of Bigelow, Chase Red Pine and Red Zone are deliniated by roads and plantation edge. Those portions not so deliniated will be flagged and/or painted prior to and during marking. These unit boundaries will then be traversed using GPS to establish actual acreages for payment. Acreage will not be less than that shown in the Schedule of Items.

Marking Guides

General Marking Instructions

These timber sales will be cut tree marked using the national designated paint scheme. All paint provided will be accounted for through out the life of this contract. The designated COR and district paint custodian will oversee the accountability procedures and go over in detail the exact procedures to be used prior to issuing any tree marking paint. If a problem is discovered by either party that party will notify the other immediately so corrective action can be taken.

Basal Area is generally the most important criteria for choosing how many trees to mark for harvest. Residual BA for each stand is given in the attached prescriptions. The criteria for selecting which trees to harvest depends on a number of factors that are described in these prescriptions. Overall, it is the quality of the residual stand that is most important.

Only timber marking will be done on these sale units. Volume determination is not required. Along with timber marking the contractor will be required to keep a count of trees marked per area by specie and product. Products to be counted include:

· Softwood Sawtimber > than 9 inches DBH

· Hardwood Sawtimber > than 11 inches DBH

· Softwood Pulpwood > 5 inches DBH and < 8.9 inches DBH

· Hardwood Pulpwood > 5 inches DBH and < 10.9 inches DBH

The specific merchantability specification and minimum piece specification requirements for each sale will be gone over in detail by the COR prior to starting the first area.

DBH Marks:

All DBH, diameter breast height, marks will be slashes at least 2” (inches) wide and will cover approximately 75% of the trees circumference. This will require 2 or 3 swipes of paint for each slash. DBH marks will be made at not less than 4 feet and not higher than 5 feet from the ground. This technique will be used on both pulpwood and sawtimber. Marking timber should be avoided during extreme wet weather, or when the boles of standing timber are saturated and wet to the touch. The contractor should contact the COR for site specific details and direction when this saturation occurs. Paint will be expected to last a minimum of 4 years. If the contractor fails to use good judgment, he/she will remark the problem area with no adjustment in total acres. The Forest Service will supply only additional paint. The COR will review marking language and technique with contractor prior to starting first unit.

Stump Marks:

All marked trees require stump marks. Stump marks must intersect the ground and be located in a moss free area, on the downhill side of the stump. This may require scraping off moss/debris prior to painting the stump.

· Where possible cut 1 leave 3 rows, allowing for twelve feet for equipment access. If required to maintain twelve foot equipment access, cut 2 and leave 4 rows. Remove sweep and crook culls in remaining rows to meet BA target range.

· 66 feet (1 chain) in width of the east edge along the existing prairie will be clearcut, mark all trees in this strip.

Leave tree Priority

· Leave all pulpwood Oak unless logging operations require removal.

Detailed Marking Instructions: This is a 1st entry into a heavily stocked Red Pine plantation and it is important to remove no more than 1/3rd of the stocking with this entry. Rows are too close together and often indistinct. Remove 2 rows and leave three where the row structure is visible; where it isn’t just extend the cut strip at the same width and with the same distance between cut strips. Maintain Oak where possible, especially White Oak but don’t make convoluted cut strips to do it. Reserve White Pine.
