Forest-wide NNIS IDIQ
Ironton Ranger District, Ironton Unit (IR) Spur D Sample Task Order 2016-1

IR 2.3 – Trees and Large Shrubs – Hack-and-squirt application of herbicides (Selective and/or Non-selective). Treatments involve hack cuts into the connective tissues and herbicide application into the cuts. Treatments will occur in the growing season only. All targets > 2’ height/length shall be treated. Target species for this task order include tree-of-heaven and princess tree. Contractor will treat at least 95% of targeted species in the contract area, with acceptable control rates between 90-95% of the total infestation within the contract area.

Task Order General Information:
As specified in the contract, the contractor will complete a daily dairy with information requested (refer to C.4.3; C.4.4) and provide a copy to the COR no later than with the final invoice of the task order.
Other Task Order Requirements:
The performance period for this task order is 150 - calendar days, upon issuance of a Notice to Proceed.
As indicated in Section C.6 of the Contract, upon issuance of the task order the Contractor will then submit a final site-specific Work Plan and Schedule for approval by the COR. The contractor will submit a Work Plan and Schedule, which optimizes the effectiveness of the foliar application for each target NNIS species as specified by the individual Contract Line Item Number (CLIN) in the task order.
The approved Work Plan and Schedule will indicate how the Contractor intends to meet the required Acceptable Quality Level (AQL) values, as referenced in the Quality Assurance Plan, as well as the contract specifications. The Work Schedule will provide dates of work for each Contract Line Item Number (CLIN) addressed in the TO, to include completion of all work before the required final date specified. The Contractor shall inform the COR of completion of each TO line item. The Work Plan for the awarded TO shall include any changes in values or proposed chemicals differing from the initial Work Plan, and the Contractor will inform the COR of any relevant changes to the technical specifications when performing work under the TO.
Statement of Work (Sample)
Spur D Invasive Tree Control
The purpose of the project is to perform non-native invasive species (NNIS) control within the 20.4 acre Spur D contract area. All Tree-of-Heaven (Ailanthus altissima) and Princess tree (Paulownia tomentosa) trees and saplings ≥ 2 feet in length/height shall be treated via the Category 2.3 (hack-and-squirt) treatment method. The contractor shall place a horizontal series of downward sloping cuts into the trees and saplings that sever the connective tissue (xylem and phloem) of the target species. Within two minutes of the cuts, the contractor shall apply FS-approved herbicide at label directed strength to the cuts. The herbicide will then translocate through the connective tissues, causing eventual mortality to the above and below ground tissues. Contractor must achieve, at minimum, 90% mortality rate on the entire infestation of Tree-of-Heaven and Princess tree within the contract area. COR and designated contract inspectors will carry out inspections 14 days after treatment completion to allow for herbicide translocation and assess mortality.
The contract time period is slated to begin on June 1, 2016. A total of 60 working days are allotted for this contract. Contractor shall mobilize all equipment and supplies to site. Maps shall be provided by USFS. Before implementation, the contract officer’s representative will meet the contractor on site.
Ingress to site is marked on the project map via Forest and County roads. Available parking is also marked on the maps.
COTR would like to award on best value to the government rather than minimum bid. Past performance will be factored into the award. Also, application technique knowledge, technical bid proposal, spill prevention, and tree identification skills will be factored into the award decision.
Contractor shall notify Wayne NF personnel no less than 48 hours prior to the planned start of contract work. Contract will be awarded on the basis of best value to the government, and not strictly by lowest price.
