BASIS OF AWARD: Award will be made based on the Best Value to the Government. The information you provide in your technical submission, Past Performance, and the information in the Experience Questionnaire is equal to price or cost. The offeror may provide any format they wish to address the elements listed. Evaluation of offers may be made based on the information available, without further discussions or clarifications. Technical submissions should address all areas of the specifications and other items noted throughout this solicitation.

Mobilization is considered an indirect cost of this contract and will not be compensated as a separate work item. Mobilization consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of permits, insurance, and bonds.

All equipment and trailers shall be washed with all mud, debris, weeds, grasses, and seeds removed prior to being allowed on the project. Mower decks and equipment shall be cleaned of grasses, weeds, and seeds prior to leaving one area and moving to another. The Forest Service shall inspect all equipment prior to being unloaded off the transport vehicle.

Prequote Meeting The Government is planning a prequote meeting, during which potential Offerors may obtain a better understanding of the work required. The meeting will be June 15, 2015 at 9:00a.m. local time at the Mississippi Bluffs Bluffs Ranger District Office, 521 North Main Street, Jonesboro, IL 62952. For directions contact Andrea Wallis at the Mississippi Bluffs Ranger District at (618) 833-8576 ext. 113.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SCOPE OF CONTRACT

Timber Stand Improvement (TSI): The contractor shall furnish all labor, materials, equipment, transportation, and supervision to perform all work required to complete Timber Stand Improvement, on 400 acres, by felling or girdling trees with chainsaws and other cutting devices in accordance with terms, provisions, and specifications of the contract.

LOCATION AND DESCRIPTION

The areas are located on Forest Service lands within the boundaries of the Shawnee National Forest, Mississippi Bluffs Ranger District with in the Big Muddy River bottomland areas in Jackson, County, Illinois. All units are located in floodplains and can be inundated with water. Controlled flooding of units generally occurs between October and April; natural flooding caused by annual precipitation may happen at any time. Designated areas are accessible via gravel road and woods roads. The annually designated ‘flooding compartment’ boundaries are defined by natural features or ribbon where natural features are not evident (See attached map). The area has had previous TSI or timber harvests as denoted by the white areas on the attached map, TSI will not be done in these areas. In addition some areas have very few trees to cut or girdle due to past fire damage.

TSI The intent of the TSI is to girdle or cut all soft mast species (maple, elm, ash, etc.) in Units 1, 2, 3, and 4 and reduce the number of soft mast trees present in Unit 10 to a total hard mast and soft mast tree density of 30 BA.

Units 1, 2, 3, 4:

For these units all soft mast species (e.g. maple, elm, ash, etcetera) are to be girdled or cut to promote growth and regeneration of existing hard-mast species (e.g. oak, hickory, etcetera). No oaks, hickories, persimmon, cypress, hackberry or other tree species designated by the Contracting Officer Representative (COR) are to be cut in any of the units.

Unit 10:

Soft mast trees in Unit 10 will be cut or girdled down to a total hard mast and soft mast tree density of 30 basal area (BA) using a 10 factor prism. No oaks, hickories, persimmon, cypress, hackberry or other tree species designated by the Contracting Officer Representative (COR) are to be cut or girdled in this unit. If few or no hard mast tree species are present then soft mast trees may be left standing in order to attain 30 BA of standing trees. Examples would be if three oak and five maple trees were in a plot, all maple would be cut, leaving the three oaks which result in a BA >30, or if five oak and three maple trees were in a plot, the maple trees would be cut leaving the five oaks. If one oak and five maple trees were in the plot, and the oak was only 20 BA then enough maples would be left to attain approximately 30 BA.

Trees that meet the technical specifications listed below may be cut or double girdled; girdling of the larger trees is preferred to promote Indiana bat habitat. The goal of this project is the release of oak/ hickory (hard mast) from soft mast overstory and understory competition.

Contractor will give a minimum of three (3) days’ notice to COR or designated inspector before commencing work or continuing after a stop work order in designated units. A Pre-work meeting will be scheduled at the beginning of the project.

TECHNICAL SPECIFICATIONS

TSI:

1) Cut or girdle all soft-mast trees 2”-9” DBH with in the TSI area, leaving a stump height of approximately 3 feet, to release existing hard-mast species.

2) All competing soft-mast trees > 9” DBH are to be double girdled (minimum of 1 ½” between chainsaw cuts) and the phloem layer removed between girdles to ensure disruption of sap flow. The final width of the girdle should be no less than 1 ½”. Trees may only be cut down rather than girdled between November 15th and April 1st.

3) No dead trees or trees with exfoliating bark are to be cut.

4) No trees with a cavity are to be cut or girdled. A cavity qualifies as any space within a living or dead tree in which a living creature can inhabit.

EQUIPMENT SPECIFICATIONS

The contractor shall furnish power saws, axes, and any other tools used in the performance of this contract. Power saws must have approved mufflers meeting Forest Service standards.

INSPECTION AND ACCEPTANCE

Inspection:

1) TSI: Inspection of the work shall be made by the COR or designated inspector as the work progresses at such intervals as are necessary to ensure compliance with the contract specifications and provisions. The inspection process will include the installation of survey plots by the COR or designated inspector. Any trees missed or trees mistakenly cut by the contractor will be noted. The contractor must achieve a passing score prior to full acceptance. Contractors failing to achieve an acceptable score must complete necessary work needed to attain a passing score or accept a reduced payment based on the score received. The score for the inspection will be calculated using the following formulas:

Individual plot score: 100 X Number of trees acceptably cut – Number of trees unacceptably cut

Total number of trees acceptably cut

Item score: Sum of acceptable plots in area/ Total number of plots in area

Plots will be established at varying densities and random locations within an item based on the acreage of the item. The densities will be one plot per ten acres. The contractor may request a re-inspection of an item(s). Should the re-inspection result in a score varying by more than ten (10) points from the original score the re-inspection score shall be used to determine payment. Should the re-inspection result in a score within ten (10) points of the original inspection the contractor will be required to pay the cost of the re-inspection. The Contractor may be assessed actual damages which may include but are not limited to wages of the COR and Government inspector(s) incurred due to the rework and costs of vehicles that are incurred while administering the contract during the rework.

Contractor will be required to submit technical proposal for quality control methods at time of quote. The general Quality Control Plan must demonstrate how the Contractor will assure quality to meet the requirements and specifications of the contract. The Plan shall describe how quality will be monitored to assure the performance standards are met, the supervision of crew and work, and personnel that will be performing the quality control. Quality control shall include monitoring quality while completing any work associated with this contract. To ensure quality of the work required by the contract the Contractor shall keep on staff a person with at least one of the following qualifications: Associate’s Degree in Forestry, Bachelor’s Degree in Forestry, or field/work experience commensurate to one of the two previously stated qualifications.

Upon completion of an area the contractor shall notify the COR so they may make an inspection of that phase of the work. If work is unacceptable the contractor shall complete any remedial work required for acceptance prior to commencing work on the next area. If the inspection results are unacceptable to the Contractor, a re-examination may be requested. Requests for reinspection must be made in writing within 5 days after receipt of initial inspection results. The same inspection procedure will be used. The inspection pattern will be shifted so new inspection plots will not overlap previously inspected plots.

MEASUREMENT AND PAYMENT

Acreage: Acreage computation is based on horizontal projection. Accuracy for the acres stated in the project locations are within +5 percent.

Measurement: Payment will be based upon acres completed, submitted, and accepted by the COR. Requests for re-measurement from the contractor, must be in writing. If acreage remeasured have a variance greater than five (5) percent, payment by the government will be made based upon the new acreage. If acres remeasurement is less than (5) percent the cost of the re-measurement will be deducted from the contract amount.

Payment:

1) TSI: Payment for work will be based on actual acres treated by the contractor and the score resulting from inspection by the Government. Payment will be adjusted based on the results of the inspection of the acres treated using the following schedule if rework is not completed:

Score resulting from site specific inspection
Percentage of bid rate paid to contractor
> 90
100%
80 to 90
90%
< 80
No payment for work

The contractor may return to the work area and conduct additional work to improve the score with permission of the COR.

CLEAN-UP

All trash and debris generated by the Contractor's operation shall be removed daily from National Forest land. Final acceptance and payment may be withheld until such materials are removed.

3. Defective or damaged personal protective equipment shall not be used.

4. The contractor shall assure that each employee wears foot protection that provides adequate traction and ankle support.

5. The contractor shall provide, at no cost to the employee, and assure that each employee who works in an area where there is potential for head injury from falling objects or flying objects wears a hard hat that meets the minimum requirements of American National Standards Institute (ANSI) standard Z89.1-1997.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
