SECTION 1
GENERAL SPECIFICATIONS - CADASTRAL SURVEY
DIVISION 1000 - DEFINITIONS
Wherever in these specifications the following terms are used, the intent and meaning shall be interpreted as follows:
Acquisition Survey: A survey establishing the boundaries of a parcel of land, which the Forest Service is considering acquiring.
Boundary Line: The line as described in the legal instrument separating ownership of real property.
Disputes: When the adjacent landowner disputes the boundary line or corner location.
D.B.H.: Tree diameter measured at breast height (4-5 feet).
Encroachment: Physical evidence reflecting that the adjacent landowner is occupying Forest Service land.
Exterior Line: The line separating Government land from its adjoiners as described in the legal instrument establishing Government ownership.
Interior Line: A line separating two contiguous tracts of land both being owned by the Government.
Monumented Corner: A monument having physical objects and accessories whose relationship to a property corner is known, and is marked according to the Forest Service Standards.
Remonumentation of a Corner: To replace an existing monument or establish new bearing trees, and/or accessories. (Corner card is required).
Retracement Survey: A survey made to re-establish the boundary line of an existing Forest Service tract of land.
Tie Line: A survey connecting an existing monument (or a monument set) or point to an existing monument or point whose geometric relationship is required. This includes centerline surveys of existing road, easements etc., where the survey line is not a property boundary line. Tie line is also used to coordinate to existing U. S. A. tracts. Lines or work performed only for closure or accuracy of survey will not be included as "Tie Line".
DIVISION 1100 - SCOPE OF CONTRACT
The intent of this contract is to obtain land surveying services in accordance with these Specifications and Exhibits(see note 1). The Contractor shall furnish all labor, materials (except Government-furnished materials), transportation, equipment, tools, operating supplies, and incidentals to complete the work as specified.
All work shall be performed by or under the direct supervision of a person licensed to practice surveying in the State(s) where the project is located. UNLESS OTHERWISE AGREED, A LICENSED
SURVEYOR MUST BE PRESENT DURING THE PERFORMANCE OF ALL FIELD WORK WHICH
INVOLVES MEASURING, TURNING ANGLES OR ESTABLISHING SURVEY LINES.
DIVISION 1200 - PROJECT DESCRIPTION AND LOCATION
See the Schedule of Items for each project description and specific requirements.
DIVISION 1300 - INSPECTION AND ACCEPTANCE
Inspection: The Contracting Officer's Representative (COR) or the designated Inspector may make periodic inspections of any phase of the work as it progresses. The Contractor shall, without charge, make available for inspection, originals or copies of such items as field notes, working plats and drawings, research material, computation sheets, computer printouts, correspondence to and from adjoining landowners, and any other item deemed necessary to ensure contract compliance and verify accomplishments.
The Contractor shall request an inspection upon completion of the fieldwork as outlined in the contract.
Acceptance: Acceptance of the work will be made only after the Government has inspected and accepted the work and submittals from the Contractor and determined them to fulfill all specifications, terms and conditions of this contract.
DIVISION 1400 - MEASUREMENT AND PAYMENT
Payment for contract work will be made only for items listed in the Schedule of Items. All other work will be considered incidental to and included in the payment of the items listed in the Schedule of Items.
Measurement: Measurement will be made for each item or unit of work as shown in the Schedule of Items, completed as described in these specifications and Supplemental hereto.
Payment: Payment at the contract unit price will constitute full compensation for all materials, labor, and incidentals required to complete the units or items of work.
DIVISION 1500 - MATERIALS
Materials, if and when required, shall be furnished by the contractor or the Government as shown, and shall conform to the following:
I. CONTRACTOR FURNISHED MATERIALS
1. Field notebooks: Hardbound with "Rite in the Rain" weatherproof pages.
2. Sign Posts to be placed at road or trail crossings shall be one of the following:
A.) Square wood posts 4" x 4" treated w/CCA type 2 or 3 to a minimum 0.40 lbs. per cu. ft.
retention.
B.) Round wood posts with a minimum of 3" diameter treated w/CCA type 2 or 3 to a minimum
0.40 lbs. per cu. ft. retention.
II. GOVERNMENT FURNISHED MATERIALS
3. Nails:
A. Aluminum nails, minimum 2-l/2" long.
B. Common, 40d to be placed in the bottom of all post which are incorporated into the work.
4. 3/16" diameter (minimum size) bolts to attach signs to aluminum post, or drive rivets.
5. Metal posts: Aluminum channel groove style.
6. Blank Corner Cards: FS 7l00-52 and/or Electronic Corner Card.
7. Paint: Red with tracer or other as appropriate.
8. Signs:
A. Property Boundary - 54-2.
B. Bearing Tree - 54-3.
C. Land Survey Monument - 54-9.
D. Property Boundary - Center of Creek, Road, Ridge or CDA.
9. Monuments, to be placed at corners, EXCEPT steel rebars when required.
10. “Mag-Nails” and washers for bearing trees.
DIVISION 1600 - GOVERNMENT FURNISHED MATERIALS
The Government will deliver to the Contractor those materials, supplies, property or services (hereinafter referred to as "Government-furnished materials") at the places and times listed in the Supplemental Specifications or as agreed.
The Contractor shall be liable for all loss or damage of such delivered Government-furnished property until completion and acceptance of the work required under this contract.
All unused or excess Government-furnished property shall be returned prior to final payment.
Reference Division l500: "Materials". Government furnished items are numbered 3, 4, 5, 6, 7, 8, 9, 10 contingent upon the items of work ordered from the Schedule of Items.

SECTION 2
TECHNICAL SPECIFICATIONS - CADASTRAL SURVEYS
DIVISION 1700 – SURVEYS
All surveys necessary to define National Forest boundaries shall comply with applicable state law and regulations.
Where state laws and regulations are less restrictive than the specifications contained herein, these specifications shall apply.
l. Acquisition Survey: The Contractor shall research and obtain all necessary descriptions of adjoining land as they pertain to the common boundaries, in order to determine conflicts. He/She shall contact adjacent owners, witnesses, and other surveyors having knowledge of the correct location of boundaries, corners and all interest in the land being surveyed.
2. Retracement Survey: The Government shall furnish the Contractor available copies of the descriptions and plats of the Forest Service boundary lines to be surveyed. This description shall be reproduced on the ground to as close as possible, without regard to adjoining descriptions, deeds or plats.
3. Adjoining Landowners: Prior to the start of field work, the Contractor shall notify affected adjoiners of Government land or optioned lands as to the proposed activity as shown in Exhibit 04. Permission from the adjoining landowner shall be in accordance with Exhibit 05.
The contractor shall in the prosecution of the work, resolve all conflicts that are found along the boundary, within the contractor's authority as it occurs within the rules, regulations and laws which pertain to boundary line establishment, at no additional cost to the government. Any unresolved conflicts or disputes shall be reported to the COR in writing within five working days from its discovery. To report disputes (conflicts), the Contractor shall use a format similar to that shown in Exhibit 06. The Contractor is not required to resolve disputes except as stated above, but is required to report facts, and any professional opinions related to the dispute. The Contractor shall, in the area of dispute, perform only those items of work as directed by the COR.
DIVISION 1800 - SURVEY METHODS AND PROCEDURES
Contractor shall begin the survey at an identifiable point and proceed clockwise around the tract, when practical, numbering each corner sequentially. If "corner set" data is not shown along with main survey notes then reference to page number shall be shown next to the recording of "corner found" information. If corners used in the final description (traverse) are not occupied, then a method of double ties shall be utilized to check for side shot mistakes.
The Contractor shall locate and tie the following items to the control survey system he has selected to use and record them in the field notebook.
l. All corner monuments, including accessories, and other evidence indicating a previous survey, whether recorded or not, along the boundary line.
2. Visible signs of possession (encroachment), such as improvements, limits of timber cutting, mining operations, fields, gardens, fences, etc., which are within 20' of the boundary line on the private side and within 100' of the line on the Government side.
3. Major topographic or cultural features, such as highways, roads, railroads, trails, streams, and ridges, etc., which are within 20' of the boundary line.
FIELD NOTES: Field notes shall be recorded with a 3H pencil in the field notebook or by electronic data collectors, and furnished to the Government upon completion of the project. The method used shall provide a complete and accurate record of all fieldwork. All recordings, whether written or electronic, shall be made neatly and logically to insure legibility and any errors lined-out instead of erasing. They shall contain in addition to above information the following data:
l. The contract number and name shall be printed in ink on the first page of each book and each book shall be numbered as directed.
2. Each book shall contain an index page in the front of the book, which will include a brief description of work and the corresponding page numbers.
3. Names and duties of each party member, weather conditions, instruments used, the location of the work performed, and the date shall be recorded each day work is performed.
4. Field data collection and boundary layout notes shall be recorded in such a fashion as to allow another technically qualified person to retrace the survey without consultation with the Contractor.
5. Basis of bearing data shall be recorded in sufficient detail to permit an independent check.
6. Statements by adjoiners or interested parties relative to boundary line and corner locations.
7. Field record of all corners monumented with a description of the monument and accessories established.
8. Surveyor's Certificate - The following certification is to be made immediately following the last page used in the notebook: I hereby certify that the foregoing notes represent work done under my direct supervision.

ELECTRONIC DATA COLLECTORS: If the Contractor uses an electronic data collector; the data file, all field books describing work performed, and a hard copy containing the original field data prior to any manipulation or adjustments shall be furnished to the Government with a separate written report showing the following:
l. The data format used describing the data on the hard copy by line and column.
2. All descriptive codes and their meaning.
3. A small sketch of the project with an index showing the data contained in the data file.
COMPUTATIONS: A legible copy of all computations shall be furnished to the Government.
Computation sheets shall list survey control point names or numbers, survey field data and coordinate values, both raw and adjusted, for survey points and corner ties. Relative error of closure before angular adjustment shall be shown along with total angular error for each loop. Survey standards shall be in accordance with Exhibit 07.
DETERMINATION OF BEARING: The survey bearing shall be coordinated (rotated) to an adjoining USA Tract record bearing, unless otherwise agreed. The method used must be capable of establishing azimuth (astronomic or geodetic) within 2 minutes of arc.
MARKING THE SURVEY POINT: Survey points shall be marked and identified in the field notes. These points shall not be disturbed until the COR or inspector has been given opportunity to confirm the field information.
BRUSHING LINES FOR SURVEY OPERATION: Brushing shall be kept to the minimum necessary for the survey. Survey operation should be kept on Government land whenever possible. Permission shall be obtained from adjoining landowners before any surveying or brushing is performed on their land.
MEASUREMENT FOR PAYMENT: The unit of measurement is designated in the Schedule of Items. The method of measurement will be the distance measured along the boundary lines between corners, rounded to the nearest l/l00 mile.
1840 - TIE LINE
Tie lines to be run and paid for are shown in the Schedule of Items.
MEASUREMENT FOR PAYMENT: The final quantity will be the straight line distance between the designated tie points measured to the nearest l/l00 mile.
1850-SURVEYOR'S REPORT
For each survey completed under this section, a surveyor's report shall be completed in accordance with exhibit 23 and as a minimum shall include
A. Dates of Survey.
B. Method used to determine bearing basis.
C. Method used to determine geometric coordinates.
D. Which lines were surveyed.
E. Methods of establishing each corner.
F. Existence of conflicts or encroachments.
G. Pertinent contacts with adjoiners.
H. Statement that "No other evidence of adverse possession except that which is noted above was found at the time of survey".
l880 - BASIS OF PAYMENT
The accepted quantities will be paid for at the contract unit price for the items shown in the Schedule of Items.
Payment for record research, notification to adjoiners, reporting conflicts and preparation of surveyor's report will not be made separately, but will be considered incidental to the overall project.

DIVISION 1900 - CORNER MONUMENTATION AND ACCESSORIES
MONUMENTATION: All corners requiring monumentation in this contract shall be established, reestablished, or perpetuated, using a monument provided or specified by the Government. Placement shall be in accordance with Exhibit 09. Brush and debris within a radius of 4 feet of the corner shall be cleared away when the monument is set.
Corners shall be marked and stamped as shown in Exhibit 13. Signing shall be as shown in Exhibit 18. If a tree is used as a corner it shall be as shown in Exhibit 10. Unless otherwise agreed, an aluminum pipe with cap stamped "TREE" shall be placed beside the tree.
Where existing monuments are found, the COR will determine whether or not they are acceptable or require remonumentation. Corners with unacceptable existing monuments are those that are easily moved, temporary in nature or difficult to identify. They include, but are not limited to, such items as wooden post and stakes, iron pins, water and gas pipes, and small or loose-planted stones. The items removed shall be either buried at the corner site or placed in a position so as not to be confused with the new corner monument.
REFERENCE OR WITNESS MONUMENTS: Where a corner monument cannot be placed in the true corner location, a reference or witness monuments shall be set in accordance with Exhibit 11.
BEARING TREES: All corners shall be referenced by at least three healthy bearing trees, 6 inches in D.B.H. or larger, and preferably located at not less than 30 degrees apart in angle as measured from the corner. If such trees are not available, bearing objects may be substituted. Where conditions permit, bearing trees or objects shall be on Government land. All bearing trees shall be described by species and by D.B.H. to within plus or minus 2".
All bearing trees shall be described by bearing and distance measured from the corner (not a reference monument) to the center of the bearing tree or to the identified point on the bearing object. Distance shall be a horizontal measurement and be measured to the nearest 0.l foot. Bearing shall be measured to the nearest degree.
Basis of bearing shall be recorded in the field notes.
Blazing, scribing and painting shall be in accordance with Exhibit 14. Tract and corner number etched or stamped on 54-3. (Band shall not be painted on trees, which are on private property.) In lieu of scribing, “mag-nails” with washer (both furnished by government) may be driven into the base blaze as low as possible to the ground.
SIGNING: Signs to be used are shown in Exhibit 17. Sign placement and attachment shall be in accordance with Exhibit 14.
CORNER RECORD CARD (Form FS-7l00-52): One original form FS 7l00-52 shall be completed for each corner monumented or remonumented. All applicable sections of the card shall be completed in accordance with Exhibit
15. The latitude and longitude of the corner shall be recorded on the 7100-52 Corner Card by the contractor.
Latitude and longitude may be observed in the field via GPS (i.e. handheld Garmin) if work is not conducted as a part of a GEO referenced survey. Electronic Corner Cards may be used to enter data; however submittal of a hard copy card is required. The format for Electronic Corner Cards, provided by the Government shall be used.
MEASUREMENT FOR PAYMENT: Measurement will be for the number of corners monumented or remonumented and accepted.
BASIS OF PAYMENT: The accepted quantities will be paid for at the contract unit price for the pay item shown in the Schedule of Items:

When specified, certain corners typically those associated with ridge or fence meander boundaries will be monumented by an iron pin or rebar (per VA/WV State survey standards) without “Bearing Trees” or a “Corner Record Card”.
SIGNING: Signs to be used are the 54-9 and 54-2. Sign placement and attachment shall be in accordance with Exhibit 18.
MEASUREMENT FOR PAYMENT: Measurement will be for the number of corners monumented and accepted.
BASIS OF PAYMENT: The accepted quantities will be paid for at the contract unit price for the pay item shown in the Schedule of Items:

DIVISION 2000 - BOUNDARY LINE MARKING
The Contractor shall mark the boundary lines shown in the Schedule of Items in accordance with the following specification. Original markings found on boundary line trees (corner, witness, line, etc.) shall not be obliterated or altered.
CLEARING: Boundary lines shall be brushed for a distance of 2 feet on each side, unless it is defined by such features as roads, hedges, fences or streams. No merchantable trees shall be cut and under no circumstances should clearing be done on private land if the owner objects.
BLAZES AND HACKS: All trees over 3" in diameter and within 3 feet of the line shall be blazed and/or hacked in accordance with Exhibit 16.
PAINTING: All blazes and posts will be painted in accordance with Exhibit l6 and 18. Paint placed by the Contractor in an improper location shall be removed (blacked) at the Contractor's expense. Where the property boundary lies along the centerline of a stream or improved road the trees along the Forest Service side shall be smoothed and painted as if having quarter blazes, but no blazes will be used.
SIGNING: Signs shall be placed on post, 50-l00 feet (within sight) in each direction from each corner and also at ridges, streams, roads, trails and at a maximum spacing along the line of 250 feet. Where the property line crosses a road or major trail, the sign shall be placed on a wood post or a line tree. Where signs are attached to trees, aluminum nails shall be used and left protruding at lease one inch. Signs will be placed in accordance with Exhibit 16 and 18.
MEASUREMENT FOR PAYMENT: The unit of measurement is designated in the Schedule of Items. The method of measurement will be one or more of the following.
l. The final quantity will be the total of the distance along the boundary lines between corners to the nearest l/l00 mile.
or
2. The final quantity will be one job completed and accepted.
3. No separate measurement and payment will be made for corners and accessories marked and painted.
BASIS OF PAYMENT: Payment will be made for lines actually painted and accepted at the contract unit price.
Payment will be made under one of the following:

DIVISION 2050 - MAINTENANCE OF BOUNDARY LINES AND CORNERS
The contractor shall remark the boundary lines, corners and accessories as shown in the Schedule of Items in accordance with the following specifications. Original markings, and any evidence found which indicates a previous survey or perpetuation of a previous survey shall not be destroyed.
LOCATION: Location of work shall be as shown on 1"=2000' scale map and described by tract and corner.
Contractor shall find on the ground location of work without assistance and verify its location by field evidence. The Government will furnish available deed description and retracement information of lines to be maintained.
CLEARING: Boundary lines shall be brushed to a distance of 4 feet (2 feet each side of the line); unless it is defined by such features as roads, hedges, fences or streams. No merchantable trees shall be cut and under no circumstances should clearing be done on private land if the owner objects.
BLAZES AND HACKS: Existing blazes where found shall be "freshened" and repainted. Hacks shall not be disturbed.
PAINTING: All blazes and posts will be painted in accordance with Exhibit 16 and 18. Where the property boundary lies along the centerline of a stream or improved road the trees along the Forest Service side shall be smoothed and painted as if having quarter blazes, but no blazes will be used. Paint placed by the Contractor in an improper location shall be removed and blackened at the Contractor's expense.
SIGNING: Signs shall be placed on post at each corner and also at ridges, streams, roads, trails where line trees or old post are found. Replace sign and/or post as needed. Where the property line crosses a road the sign shall be placed on a wood post or a line tree. Where signs are attached to trees aluminum nails shall be used and left protruding at least one inch. Signs will be placed in accordance with Exhibit 16 and 18. Old signs, which are in good condition, shall be renailed with aluminum nails left protruding 1".
CORNERS: Under no circumstances shall corners or accessories be disturbed. Brush and debris within a radius of 4 feet of the corner shall be cleared away. Missing stones around corners shall be replaced and painted. Post and/or signs shall be replaced as needed. Bearing trees shall be repainted and 54-3 sign placed on tree if needed (tract and corner number etched on sign). If BT signs are in good condition, renail with aluminum nail protruding 1".
RECORDS: Field notes shall be recorded with a 3H pencil in the field notebook and furnished to the Government upon completion of the project. A record of work shall be kept ongoing as work progresses noting condition of lines, corners, and accessories. Documentation shall also be made of deficiencies such as obliterated corner monuments, lost accessories, and/or lost line markings. Notation shall be made to indicate trespasses, encroachments or anything that would indicate a disagreement with the maintained line. The information collected at a trespass, encroachment or anything that would indicate a disagreement with the maintained line will include the Latitude and Longitude as observed in the field via GPS (i.e. handheld Garmin) and a digital photograph depicting the situation. Notation shall also be made of any discussion with adjoiners, which affects government ownership, including name, address and phone number.
REPORT: A written narrative report of the work will be provided at the completion of the project. The report will clearly define the lines submitted for payment by USA Tract and Corner Number with any deficiencies noted. Any photographs collected will be included in the report with a description of the illustration and the Latitude and Longitude.
MEASUREMENT FOR PAYMENT: The unit of measurement is designated in the Schedule of Items. The method of measurement will be one or more of the following:
1. The final quantity will be the total of the distance along the boundary lines between corners to the nearest 1/100-mile.
2. The final quantity will be one job completed and accepted.
3. No separate measurement or payment will be made for corners and accessories maintained in accordance with these specifications.
BASIS OF PAYMENT: Payment will be made for lines actually painted and accepted at the contract unit price.
Payment for records and report will not be made separately, but will be considered incidental to the overall project.
Payment will be made under one of the following:

DIVISION 2100 - OBLITERATION OF ERRONEOUS LINES
ERRONEOUS LINES: Government signs and sign posts previously placed which are not on the correct USFS / Private Boundary line or a line that is now interior to USFS lands shall be removed from the site by the Contractor and shall remain the property of the Government.
OBLITERATION: USFS paint on the Government side of erroneous USFS / Private Boundary lines or a line that is now interior to FS lands shall be removed and/or blacked from the trees.
MEASUREMENT FOR PAYMENT: The unit of measurement is designated in the Schedule of Items. The method of measurement will be the total of the distance along the boundary lines between corners to the nearest l/l00 mile, or will be one job completed and accepted.
BASIS OF PAYMENT: The accepted quantities will be paid for at the contract unit price for the pay item shown in the Schedule of Items.

DIVISION 2200 - PLAT
The Contractor shall prepare plats as noted in the Schedule of Items and similar to that shown in Exhibit 20. The plat will be prepared using a CADD system and printed on Mylar or non-acid paper using ink that is compatible with paper used. Plats will conform to the Virginia or West Virginia State Regulations for Land Surveyors Standards of Practice and fulfill requirements for recordation in the Register’s Office of the County where the survey is conducted. An electronic copy of the plat may be submitted to the COR for review prior to acceptance (typically a pdf). After acceptance, in addition to the printed plat an electronic copy (typically a PDF) and the CADD drawing (typically a DXF) shall be furnished to the Government. If work is conducted as a part of a GEO referenced survey then a GEO referenced electronic copy (typically a DXF) shall be furnished to the Government.
CONTENT: The information shown on the plats shall include, but is not limited to, the following:

____ B. State and County, Forest and District.
____ C. Source of Title (Name, Deed Book and Page).
____ D. File Designation: (5420, 5430, 5440, 5450, or 5460).
____ E. Date of Survey.
____ F. Latitude and Longitude. or State Plane Coordinates with Grid system denoted.
____ G. Surveyor's Certificate and Seal.
____ H. Adjoining owners or Forest Service Tract Numbers ____ I. Precision Statement.
____ J. Scale ( bar and fractional) ____ K. Corner Description (by notes or symbols).
____ L. Bearing and distance for each line ____ M. Distance in U.S. survey feet or meters.
____ N. North Arrow and basis of bearings.
____ O. Found gaps, overlaps, encroachments.
____ P. Topographic features and improvements-Power lines, roads ____ Q. Geodetic control stations if tied to with coordinates ____ R. Sheet number if multiple sheets.
____ S. Status Atlas sheet Number.
____ T. Statement of Request by a Line Officer.
____ U. Acreage in Acres or Hectares.
MEASUREMENT FOR PAYMENT: The measurement of quantities will be the number of original plats completed and accepted. A plat containing more than one sheet will be measured as one plat. In the event of the Government preparing the plat, the Contractor shall place his seal upon the plat at no additional cost to the Government.
Contractor shall "proof read" the plat to insure that it represents the work which he has performed.
BASIS OF PAYMENT: The accepted quantities will be paid for at the contract unit price for the item shown in the Schedule of Items. Payment will be made under:

DIVISION 2300 - SURVEY DESCRIPTION
When included in the Schedule of Items, the Contractor, in acquisition or exchange surveys, will furnish an original and one copy of the description of the land surveyed. The descriptions will be in accordance with Exhibit 22.
DESCRIPTION shall contain:
I. Cover Sheet:
A. Tract Name and Number(s).
B. Acreage.
C. County and State.
D. File Designation.
E. Surveyed By and Date.
F. Book Number and Map Number.
II. Body: (All information should coincide with plat).
A. Correct Name and Forest Service Tract Number.
B. State, County, Civil District, Forest and District.
C. Source of Title (Name, Deed Book and Page.)
D. Survey Calls (Bearings and Distances).
E. Acreage.
F. Reference to Plat of Survey.
G. Adjoining owners or Forest Service Tract Numbers.
MEASUREMENT FOR PAYMENT: Measurement shall be for the number of descriptions prepared and accepted.
BASIS OF PAYMENT: The accepted quantities will be paid for at the contract unit price for the pay item shown in the Schedule of Items.
