Attachment 2 Statement of Work Appalachian Ranger District, Pisgah National Forest Project: Hazard Tree Removal Project Scope: The Appalachian Ranger District is soliciting bids for hazard tree removal on forest system roads located in Buncombe, Madison and Yancey counties. The forest system roads are as follows: Big Ivy, NFSR#74 located in Buncombe County; Hickey Fork, NFSR# 465 located in Madison County; Neals Creek, NFSR#2074 and South Toe River road, NFSR#472 both located in Yancey County.

Contract Specifications: Cut all dead standing trees within 125 ft of road prism edge with a DBH (diameter at breast height) of 12 inches and greater. Remove only the hazard tree woody material from clearing limits of road including all road ditch drainage lines and culvert intake or culvert head. All forest service structures including gates, drainage structures including ditch lines, culverts and culvert intakes must be protected while falling trees and removal of material from road prism. The road prism will be shaped to address all damage to the road during the falling and removal of material. All material must be outside of road clearing limits including ditch line to ditch line and 6 feet outside of ditch lines for sight distance and road mowing. Any directional falling equipment including block and tackle, pulleys, cables and chains can be utilized and must be placed to protect live standing trees. Material must be left on site and scattered to a height of no greater than 5 feet. All equipment used for clearing hazard tree material from road prism is required to stay within the establish road prism and no ground disturbance outside of clearing limits of the road unless directed otherwise by an authorized forest service representative.

The contractor is required to provide all safety equipment including personal protective equipment to employees working on site. The contractor is required to have on site a hazard material containment kit including supplies and materials to absorb hazard materials associated with equipment.

The roads will remain closed with a gate during the hazard tree removal process and it will be the responsibility of the contractor to keep the gate closed and post road guards while falling hazard trees.

Road Lengths and estimated number of hazard trees:

1). Big Ivy, NFSR# 74: 9.0 miles in length and estimated 600 hazard trees 2). Hickey Fork, NFSR# 465: 4.0 miles and estimated 450 hazard trees 3). Neals Creek, NFSR# 2074: 2.4 miles and estimated 450 hazard trees 4). South Toe River, NFSR# 472: 4.2 miles (road section above Black Mt Campground) and estimated 500 trees with 1.0 mile directional falling associated with utility line protection ( Frontier telephone line).
