The Contractor must follow the instructions on how to register and submit invoices via IPP as prescribed on the IPP website. All invoices are to be submitted via the electronic Invoice Processing platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website: https://www.ipp.gov/index.htm.

Please make sure that your business entity has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account.

GUARANTEED MINIMUM

The guaranteed minimum amount for this contract, inclusive of the base and all option periods, shall be $10,000.00 and will be initiated by a task order issued at the time of award.

ORDERING PROCEDURES

1. This Contract is an IDIQ contract as defined in the clause entitled 52.216-22, Requirements.

2. Task Orders shall be issued by the Contracting Officer using an SF1449 Commercial Delivery Order, pursuant to the clause entitled 52.216-18 Ordering. Oral orders shall not be issued.

3. SRS Contracting Officers are the only individuals authorized to place orders against this contract. The SRS Contracting Officer may delegate ordering authority, in writing, on a per task order basis, to other USDA Contracting Officers.

4. This contract consists of a 12 month ordering period, and allows for separate ordering period pricing to be established at time of contract award. Performance occurring during each ordering period will be subject to the ordering period pricing applicable to the period of time and detailed under the extended description of each CLIN.

5. The performance period under all orders must end not later than August 31, 2022.

6. Estimated quantities and pricing associated within the ordering period is specified in the extended description under CLINs 001.

7. The maximum contract value is based on the total price for the maximum quantity of each CLIN, combined for the ordering period.

8. Each Awardee will be afforded fair opportunity to submit a response to the Task Order in accordance with FAR 16.505 and exceptions to Fair Opportunity as cited in this section.

9. When proposing, Offerors shall not exceed the fully burdened hourly rate in Schedule B and corresponding CLINs.

10. Offerors shall propose on a Firm Fixed price basis but may be required to provide pricing back-up which includes hours and rates.

11. The Government reserves the right to order up to the maximum 5 year value of the contract in earlier Option Years without exercising the Option Periods. For example, even if the Base Year, and each Option Period have a maximum amount of $25,000.00 each, $150,000.00 in orders may be placed during the Base Year and Option Period 1. If this were to happen, the contract would reach its maximum capacity in Option Period 1, no further orders could be placed, and a new contract would be resolicited.

12. If contract clause FAR 52.217-8 is exercised, the corresponding increase in contract ceiling would apply for the amount of time exercised under the clause. If the full 6 months were exercised under FAR 52.217-8 prior to the end of Option Period 4, the value associated with the 6 month period would be ½ the maximum contract value associated with Ordering Period 4.
