SPECIFICATIONS
PINE RELEASE BY HAND CUTTING TOOLS
419 AC ON CHEOAH RANGER DISTRICT
DIVISION 100 - GENERAL SPECIFICATIONS
100 - Scope of Contract
Contractor shall furnish all equipment, materials, labor, transportation, supervision, and all other incidentals necessary to perform Pine tree release by use of hand cutting tools on 419 acres of National Forest land.
120 - Description and Location
The contract areas consist of stands with variable densities of trees, stems, and brush. All areas are located within the boundaries of the Nantahala National Forest, Cheoah Ranger District, Graham County, North Carolina (see attached maps).

-Boundaries are uncut Timber Stand along the edge of the units.
DIVISION 200 - TECHNICAL SPECIFICATION
210 - Trees to be Released
Shortleaf pine to be released will be on approximately a 15x15 spacing and average of approxmately (223 or less trees per acre).
If the planted pine is not present. Release a undamaged healthy Hardwood saplings (prefer oak).
220 - Vegetation to be Cut
Vegetation competing with the pine trees will be cut. Competing vegetation must meet the following criteria:
--- Be at least half as tall as the pine trees and within 5 ft.radius around the seedling.
--- Cast shade on the pine trees when the sun is directly overhead.
--- Cannot be high commercial value, generally undamaged vigorous healthy timber over 6 inches DBH will not be cut.
__ Vines that are attached to Pines shall be severed completely from the root system.
230 - Cutting Methods
Cutting shall be done with any hand cutting tools such as brush axes or chain saws.
All vegetation designated for cutting shall be severed completely 4 to 7 inches from the ground.
All precautions shall be taken to prevent any unnecessary damage to trees being released.
All vegetations that are cut shall not be left resting on, over, or against any pine trees that has been released.
240 - Resource Protection
241 - Erosion Control
Contractor will not operate any equipment on Forest Service roads during extended or extensive wet weather periods where excessive erosion may occur.
242 - Protection of Streams, Lakes, and Reservoirs
The contractor shall take precautions to prevent pollution of streams by fuels, oils, other chemicals, silt, or other harmful materials. All contractor-generated debris and brush will be removed from and no machinery will be operated in natural watercourses. Natural watercourses are those having a well-defined channel.
243 - Protection of Improvement
The contractor shall protect all trails, roads, ditches, fences, and other improvements in the project areas. Roads and trails shall be kept free of logs, slash, and debris. Any road or trail used by the contractor that is damaged by his operations shall be promptly repaired by him. Access guidelines will by provided by the COR.
244 - Protection of Trees
Contractor shall use every precaution necessary to prevent damage to pine trees being released.
245 - Protection of Archaeological/Historical Resources The contractor, upon discovery of suspected archaeological or historical materials shall cease work in the vicinity of such materials and immediately notify the COR.
DIVISION 300 - INSPECTION AND ACCEPTANCE
310 - Inspection Procedures
Inspection of the work performed under this contract shall be made by the Contracting Officer's Representative or the designated inspector as the work progress at such intervals as are necessary to ensure compliance with the contract specifications and provisions.
Upon completion of work on an area, the contractor shall notify the COR that work on the area is completed. If the work completed is accepted, the contractor shall proceed with work on the next area. If the work is not accepted by the COR, the contractor shall complete any remedial work required for acceptance prior to commencing work on the next area.
DIVISION 400 - MEASUREMENT AND PAYMENT
410 - Method of Measurement
The acreage of each area has been determined by GPS Mapping system and for purposes of this contract is considered actual acreage and not an estimate.
420 - Basis of Payment
Payment will be made at the unit price bid for the total number of acres completed and accepted.
