Chickasawhay Ranger District

Culvert Replacement and Road Decommissioning

The purpose of this contract is to decommission 1.75 miles of road and replace culverts at 7 locations on

National Forest System Roads (NFSRs) in the Chickasawhay Ranger District, De Soto National Forest.

This contract has 0.7 miles (1280 Tons) of crushed aggregate spot surfacing on 207 East as optional work. If/When funding comes available this Optional work will be completed.

The Contractor shall provide all equipment, labor, supervision, transportation, materials, tools and other incidentals to complete all work.

Location and Description

This project is located on National Forest land within the boundaries of the De Soto National Forest, Chickasawhay Ranger District in Jones, Wayne and Greene Counties, Mississippi. The roads included in this contract are NFSRs 202E (Wayne Co), 202T (Wayne Co), 206 North (Wayne Co), 213 (Jones Co), 220B

(Wayne Co), 229A (Wayne Co), 274D (Greene Co), and Gravel Pit Rd. (Jones Co). Optional Work for NFSR

207 East is located in Wayne County.

The following Description of Work is to be completed according to the Activity Code Specifications attached in this contract and also in accordance with the Standard Specifications for Construction of

Roads and Bridges on Federal Highway Projects (FP-03) and the attached Forest Service Supplemental

Specifications as applicable.

Utilities

Contractor is responsible for locating all utilities before beginning work. The list below contains some names and numbers of underground utilities. The Government is not responsible for locating any utilities as part of this contract. The Contractor is responsible for any damage to utilities as a result of his actions.

Description of Work

All work performed is to be done in accordance with the attached drawings and specifications of this contract.

NFSR 202T: Remove three existing failed culverts and replace with 3-72” x 68’ PCCMPs. Removal of marked trees may be required.

NFSR 206 North: Remove and replace one 36” and two 18” PCCMPs. Clearing and grubbing cost to cover all three culvert installation locations.

Culvert Locations:

3.075 miles North of NFSR 201 Remove/Replace 36” x 36’

2.944 miles North of NFSR 201 Remove/Replace 18” x 32’

3.557 miles North of NFSR 201 Remove/Replace 18” x 32’

NFSR 213: Remove three 18” culverts and replace with two 24” x 32’ PCCMPs. Removal of marked trees may be required.

NFSR 220B: Remove two existing failed ~60” culverts and replace with two 72” x 62’ PCCMPs.

NFSR 229A: Remove existing military bridge and replace with two 72” x 60’ PCCMPs. Removal of berm at road entrance may be required. Old bridge components will become property of the Contractor and is to be disposed off Forest Service Land.

NFSR 274D: Remove existing 36” culverts and replace with two 48” x 42’ PCCMPs.

NFSR 202 E: 202E is approx. 1.25 miles in length. The last mile of this road is to be decommissioned by seeding/fertilizing/mulching and sub soiling the roadway according to the Activity Code Specifications

1090(01A) Sub Soiling Roadway and Closure and 3010 Seeding/Fertilizing/Mulching.

NFSR Gravel Pit Road: Gravel Pit Road is approx. 0.5 miles in length. This road is to be decommissioned by seeding/fertilizing/mulching and sub soiling the roadway according to the Activity Code Specifications

1090(01A) Sub Soiling Roadway and Closure and 3010 Seeding/Fertilizing/Mulching.

OPTIONAL WORK:

NFSR 207 East: 1280 Tons of #610 Crushed Aggregate is to be placed over 0.7 miles. Actual locations will be flagged by the COR. Depth of crushed aggregate should be approx. 4”. Actual mileage may be reduced to ensure an approx. 4” depth. Crushed Aggregate to be placed in accordance with the

Roadway Aggregate, Aggregate Surfaced Roads, Type #610 Specifications.

EQUIPMENT REQUIREMENTS and SPECIFICATIONS

REQUIREMENTS

All equipment proposed to be used for performance of the work shall be of the size, type and in such condition to properly pursue the requirements of this contract. Equipment specifications and minimum requirements are given in the Equipment Specifications.

The Contractor's proposed equipment shall be made available to the Contracting Officer for inspection prior to award of the contract, should the Contracting Officer deem necessary.

If at any time during the course of this contract any equipment is deemed unsatisfactory, the

Contracting Officer may order removal and may require a satisfactory replacement, at Contractor's expense.

Any movement or transportation of equipment to or from the work area(s) required to pursue the work, repair or replace, or for Contractor's convenience shall be at the Contractor's expense.

Activity Code 1090A and 1130 - Roadway Reconditioning and Roadway Aggregate, Aggregate

Surfaced Roads

A motorgrader meeting the following specifications will be required:

Wheels: 6 with 4 drive wheels

Horsepower: 120 flywheel

Gross Weight: 27,000 lbs.

Blade: 12 ft. width, capable of side shifting, rotating, tilting and down pressure GVW of 14,000 lb.

Activity Code 1090(01A) - Ripping Traveled way

A wheeled machine with a sub soiler will be required:

Horsepower: 90 flywheel minimum

Sub soiler(ripper): capable of reaching and maintaining a 12” depth while being pulled,the traveled way should be ripped with a minimum of two passes. The ripper shanks should be a minimum 20” to a maximum 30” in width.

SPECIFICATIONS

Activity Code 1090 - Road Reconditioning – 8 site (202T, 213, 220B, 274D, 229A, and 3 locations on

206 North) to receive approximately 660’ of Road Reconditioning. Blading operations to remove ruts, potholes, corrugations and unnecessary berms. Road Reconditioning includes reconditioning of leadoff ditches and other ditches within the reconditioning area.

All suitable dislodged aggregate shall be smoothly spread over the entire traveled way to produce proper cross slope or crown. (1/4” to ½” per foot of width).

All suitable aggregate which has been worked onto road shoulders by traffic or maintenance activities shall be reclaimed onto the traveled way. A definite, continuous, and smooth line between aggregate surface and road shoulder shall be obtained. Grass, pine needle, or leaf litter to be evenly spread within the traveled way after sifting out the surface aggregate. Care shall be taken to assure proper surface drainage following this operation. Excessive amounts of grass or leaf litter containing aggregate may be placed in areas designated by the COR.

Berming of litter and litter balls containing aggregate along the road shoulder(s) will not be allowed.

The contractor shall make as many passes as necessary to assure that the aggregate is sifted out of the grass and leaf litter.

If erosion has removed gradable material to the extent that there is not sufficient material within 300 feet to provide the surface smoothness or cross-section specified, notify the Project Inspector prior to proceeding. The inspector or COR may allow a modified cross-section and/or surface smoothness that effectively utilizes available material. The Contractor will not be held responsible for substandard work that results from the lack of suitable material.

Undercutting of road surface at the shoulder will not be allowed.

Blading operations exercise caution to prevent material from falling into watercourses. It includes removing sand and/or debris from the weep holes on the bridge decks and depositing the removed material in a location along the roadway that will not allow it to enter waterways or stream courses.

Removal of any down trees, branches, or other obstacles in the traveled way or shoulders that interfere with the specified work are considered incidental to Road Reconditioning and shall be removed from the traveled way and shoulders. Disposal shall be on National Forest land unless otherwise agreed upon by

COR. Disposal shall not impede traveled way, shoulders, stream courses, or flow lines.

Roadway widths shall be maintained no wider than 20’. No wide blading will be allowed. Culverts damaged due to wide blading will be fixed at the Contractor’s expense. Dips and swales within the traveled way designed to control surface drainage shall be maintained.

Quality Standard

• Road bed is firm, smooth, and finished to the intended width and cross slope, including turnouts. Aggregate surface material (if present) is uniform depth. Surface is free of ruts, potholes, washes and washboarding.

• Road surface drains completely. Cross slope or crown is ¼” to ½” per foot of width or existing slope if steeper than ¾” per foot of width.

• Intersections are smoothly blended. No abrupt grade breaks.

• Ruts, potholes, washboards and wash outs are scarified to the bottom of the defect. No areas of high blading exist.

• No loose rocks larger than 3” in its largest dimension remain on the traveled way and shoulders.

• No debris, trash, or otherwise unsuitable material exists on the traveled way and shoulders.

• Leaves and pine needles generated from ditch(es), traveled way and shoulders are evenly spread over traveled way unless otherwise directed by the COR.

• Ditches shall be cleaned to a minimum depth of 1 foot (12”) below the edge of shoulder or to rock and the slope of the ditch from the road shoulder to the bottom of the ditch is 2:1 or flatter. Transitions to 18” and 24” culverts are smooth and transition from normal ditch depth to the invert of the culvert in 20’ +/- 5’. Ditch debris shall not be left piled at or around culvert entrances. In no case shall ditches deeper than 24” be cut with a grader blade.

• Ditches shall not allow water to stand, except where existing ground conditions prevent water to drain.

• Loose rocks that are impeding proper drainage, dirt, slough, debris and deposits are removed from the ditch, including foreslope and backslope. Additional tools may be necessary to clean ditches with depths greater than 12”.

Maintaining all ditches in their original location to the shape and grade required to ensure roadway drainage. Clean associated lead-off ditches.

All ditches shall be maintained in their original location to the shape and grade required to ensure roadway drainage. Drainage structures and road appurtenances shall not be damaged during this operation. Handwork required to properly connect ditch flow to drainage structure inlets is considered a part of this activity. Cleaning lead-off ditches to drain is included in this item of work.

If erosion or other existing condition, has removed gradable material to the extent that the specified ditch depth or cross section cannot be maintained, notify the Project Inspector prior to proceeding. The inspector or COR may allow a modified cross-section and/or ditch depth that effectively utilizes available material. The Contractor will not be held responsible for substandard work that results from the lack of suitable material.

Unless otherwise directed all suitable material having the same character as the road surface excavated through ditch cleaning shall be reclaimed and used within the traveled way. Unsuitable material from ditches shall be spread along backslopes, in depressions, or on fill slopes in a manner which will not affect watercourses and drainage from the road surface. Unless otherwise directed, required to meet culvert inverts, or required to maintain positive flow of water, ditches shall be cleaned to a depth of 1 foot (12”) below the shoulder of the road and the slope of the ditch from the road shoulder to the bottom of the ditch is 2:1 or flatter. Deeper ditches may be required to maintain positive drainage or to match culvert entrances. No debris from ditches shall remain in or around culvert entrances.

The contractor is responsible for locating all utilities before beginning work. Any handwork required to properly connect ditch flow lines to drainage structure inlets is considered a part of this activity.

Care shall be taken to prevent unsuitable material being pulled onto aggregate surfaces.

Tail and Furrow Ditches.

All such ditches shall be opened to provide proper drainage away from the roadway. No material excavated from these structures shall be reclaimed onto the roadbed, no material will be allowed to be piled at the tail of the furrow ditch, the material will be scattered. A crawler tractor with dozer blade may be required to properly open these ditches during periods of wet soil conditions, or to remove brush and small trees.

Removal of any down trees, branches, or other obstacles in the ditchline, traveled way or shoulders that interfere with the specified work are considered incidental to Cleaning and Reshaping Ditches and shall be removed from the ditch line. Disposal shall be on National Forest land unless otherwise agreed upon by COR. Disposal shall not impede the traveled way, shoulders, or stream courses.

Method of Measurement

Measurement shall be made to the nearest tenth (0.1) of a mile using an odometer calibrated over a measured mile.

Basis of Payment

Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following pay item(s) and the bid unit price.

1090A Road Reconditioning Mile

Activity Code 1090(01A) - Sub Soiling Roadway and Closure - The contractor at his own expense will be required to properly open these roads to remove brush, earthen berms, small trees etc. Closure device installation is considered part of this pay item after seeding, mulching, fertilizing, and sub soiling.

Sub soiling operations shall be conducted in such a manner as required to penetrate the traveled way to a 12” depth and maintain that depth. Shanks should be a minimum of 20” wide to a maximum of 30”.

Seeding and Fertilization is required with this activity and will be paid for under Pay Item 3010.

It is permissible to waste these roots and debris over the road away from drainage ditches. The traveled way should be left in a rough condition.

All traveled way widths shall be perpetuated as existing. Do not sub soil through dips, waterbars or swales.

Close the roads after completion of listed work. Closure shall be effective and includes the installation of earth barricades at the point of closure. As required below, closure will include seeding. Earthen

Mounds will be constructed using a bulldozer.

Materials

Final barricades: Materials must be approved by the Forest Service prior to delivery and installation.

Materials may be obtained from Forest Service land upon prior approval. Except as otherwise agreed, barricades, signs and other devices must be in accordance with the "Manual on Uniform Traffic Control

Devices for Streets and Highways."

Final closure device requirements: Closure devices must be constructed to prevent motorized vehicular access through, over or around the device.

1090(01A) Sub Soiling Roadway Mile and Closure Device

Activity Code 1130 - Roadway Aggregate, Aggregate Surfaced Roads - Work to be done under this activity includes existing surface preparation, furnishing and spreading specified aggregate material (see

Materials Specifications), finish blading and compaction.

Remove, by cutting out, all damaged areas of surface and work material smoothly over entire traveled way width. Prevent disturbing base or subgrade material. Deposit new aggregate in section being worked to achieve proper grade, thickness, and template. Spread material evenly across traveled way and finish blade entire disturbed area in accordance with Activity Code 1090. Contractor will maintain the travel way until visual compaction is completed with compaction equipment. No material shall be allowed to remain in ditch lines as a result of Contractor's operations. Areas to be repaired will be flagged and/or mile post stated in work order by COR or the Inspector. Material deposited from

Contractor’s operations shall be removed from ditch foreslopes.

Placement of Spot Surfacing thru subbing out existing road surfacing may be required. Contractor shall sub out 1”-2” of road surface into two berms on either side of the traveled way prior to new surfacing being put down. Contractor shall then work the berm material back over the new surfacing and finish blade the entire disturbed area in accordance with Activity Code 1090.

• Leaves and pine needles generated from ditch(es), traveled way and shoulders are evenly spread over traveled way unless otherwise directed by the COR.

• Spot surfacing is complete when the designated quantity of the ordered material has been placed, spread, smoothed and compacted by running equipment over the full width of the placement.

• Material is compacted so no displacement occurs under heavy equipment traffic.

• New material transitions to adjacent road surfaces without abrupt changes.

• Surface material meets specifications.

• Improper placement procedure will result in Contractor providing proper placement at the

Contractor’s expense.

• Material in ditchline and foreslope due to Contractor’s operations have been removed.

Method of Measurement

Aggregate shall be measured by cubic yards or ton as indicated in the bid schedule. Measurement shall be made to the nearest pay unit. All materials supplied shall be measured at the time of delivery by the contractor. Material receipts shall be furnished by the Contractor for each truck load delivered.

The COR or the Inspector may inspect or measure loads at either the point of Aggregate source, loading of trucks for delivery or at Forest Service Roads were material is being delivered.

Payment shall be made for all work of this activity, inspected and accepted in accordance with the following pay item and the bid unit price.

1130(02) Roadway Agggregate, Aggregate Ton

Surfaced Roads Type #610

Activity Code 3010 - Seeding, Fertilizing and Mulching:

Before the traveled way is sub soiled the traveled way will be seeded and fertilized. The contractor will only be allowed to seed and fertilize one working day prior to the sub soiling operation. If the contractor allows the seed to sprout before the sub soiling operation occurs, the contractor will reseed and fertilize the traveled way at his own expense. The contractor will be responsible for planting disturbed areas outside the traveled way if the damage was caused by the contractors operation. The traveled way will be fertilized and grassed.

Seeding: Annual grasses to be used are Brown top Millet (20 lbs./ac.), Wheat or Oats (80 lbs./ac.)as directed by the COR

Ferilizing: Place 500 lbs. of 13-13-13 per acre at time of planting.

Mulch: Straw – Furnish weed free straw from oats, wheat, rye or other grain crops that is free from mold or other objectionable material. Furnish straw in an air dry condition suitable for placing with mulch blower equipment.

3010 Seeding, Fertilization, and Mulch Acre

Activity Code 3020 - Equipment Rental -Furnish and operate equipment listed in the Equipment

Specifications according to specifications listed below.

• Equipment is capable of operating at least 95% of the time.

• Operator is trained, qualified and competent.

• Equipment is clean and free of weed seeds.

• Equipment is well-maintained.

The contractor shall furnish the equipment when ordered within four calendar days after being ordered.

The accepted quantities will be paid for at the contract unit price. Quantities will include the actual hours, to the nearest half hour, that the equipment is in operation performing the required work. The actual hours the equipment is in operation on the required work will be recorded daily.

POINT OF HIRE/RELEASE: Moving equipment to and from the job for each task order issued shall be at the expense of the contractor. Moving the equipment from one portion of the job to another after it has been initially delivered to a working place will be paid for at the contract price per hour for the particular equipment item moved.

There is no guarantee of the estimated hours of use.

Measurement will be made per hour of actual work. Portions of an hour will be rounded up to the next half hour.

Do not measure time for non-operable equipment or equipment dependent on another piece of non-operable equipment.

Pay for moving of equipment at the established hourly rate if it is moved using its own power (crawling).

Time in excess of 40 hours per week will be paid for at the same rate as the first 40 hours. The accepted quantities will be paid at the contract price per unit of measurement listed in the schedule of items.

Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following pay item(s) and bid unit prices. Payment will be full compensation for the work prescribed in this section including operator/driver and moving.
