EXCEPTION TO STANDARD FORM 30

A site showing was held on the RELOCATION from City Center to Marketridge on September 1, 2011. The Service was represented by Andrew J. Thompson, CO, Jackson, MS, James A. Lowe, COR, Relocation, Jackson, MS, and Rosie Thomas (not present), COR, Personal Property and Personal Property Disposal, Jackson, MS.

The contractors were informed that an amendment to the solicitation would be sent out and that the amendment would include any corrections and/or changes to the solicitation, in addition to answers to questions asked concerning the solicitation. The following information was reviewed with the contractors at the site showing, covering the State of Work, Map (s), and the site visit.

SOLICITATION:

1. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK - There are 90 calendar days of performance time. Period of Performance is from October 1 through December 31, 2011.

2. WORKWEEK RESTRICTION – All Federal holidays will be observed. Due to facility location and the availability of no loading docks, work will have to be accomplished during the evening hours after 5:00 PM or during the weekend

3. MINIMUM LIABILITY INSURANCE AND ACCIDENT PREVENTION, - The Contractor will comply with applicable OSHA safety regulations.

4. PROTECTION OF GOVERNMENT BUILDINGS, EQUIPMENT, AND VEGETATION -

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

5. CLAUSES INCORPORATED BY REFERENCE - Have the same force and effect as if given in full text. Referenced clauses are available for review on the internet at www.acquisition.gov

6. 52.204-7 CENTRAL CONTRACTOR REGISTRATION - If not already register in the CCR database, you can register at www.ccr.gov. Registered in the CCR database means that — (1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and

(2) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record “Active”. The Contractor will be required to provide consent for TIN validation to the Government as a part of the CCR registration process.

(b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

7. 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS: – The online Representation and Certification (ORCA) must be completed and submitted with the Offerors' bid/quote. Electronic copies can be completed at orca.gov. An offeror must complete their Central Contracting Registration (CCR) prior to their representations and certifications.

An amendment to the Solicitation will be issued addressing this site showing and any necessary changes to the Solicitation. It is important that the Contracting Officer has your correct email and mailing address with fax number if available.

Bid Schedule – all blanks MUST be completed to be responsive.

Contractor Financial Information: which includes contract DUNS Number and Tax Payer Identification Number (Tax ID): The DUNS number is a nine-digit number assigned by Dun and Bradstreet, see FAR Clause 52.204-6 for direction to obtain a DUNS number.

Change to Read: No Change. Due date for Quotes remain September 14, 2011.

Correction to page 3, AG-447U-S-11-0038, Bid Schedule.

Remove Bid Schedule page 3 and Replace with revised Bid Schedule attached as enclosure.

Changes include adding the disassembly of two workstations and reassembly at Marketridge as well as relocating the Mississippi Interagency Coordination Center (MICC) from its current location at 3139 Highway 468, Pearl Mississippi to new location at Marketridge. Approximately 80% office items are in storage. The approximate weight is 20,000 lbs. Please contact Jason Winston at
