SPECIFICATIONS

STATEMENT OF WORK

WFM-0900-1-HFR-725-0921-01 Mow/Brush Allot (NZ1)

SCOPE OF WORK:

The services covered in this solicitation and resultant contract require the contractor to furnish all labor, equipment, mobilization, move between sites, supervision, transportation, operating supplies and incidentals necessary to perform machine mowing/brush cutting on Grazing Allotments located on the Monongahela National Forest.

PERIOD OF PERFORMANCE

The mowing season shall be from date of award or August 15 through the end of the vegetative growing season (usually October 15.) The allotment will be mowed one time between this timeframe. The date will be set by mutual agreement between the contractor and the COR.

TECHNICAL SPECIFICATIONS

The primary purpose of this project is to reduce hazardous fuels in the Monongahela National Forest Grazing Allotments. Herbaceous and small diameter woody vegetation that can be mowed with a brush hog style piece of equipment will be cut and mulched by the mower in place.

The Contractor(s) shall mow/brush herbaceous vegetation and small diameter shrubs in the listed Grazing Allotments for areas specifically designated for mowing/brushing in the attached maps. Grass will be mowed to a height of 3 inches to 5 inches. Shrubs less then 3” in diameter or less at the base will be cut and mowed over.

Mowing/Brushing in allotments with special emphasis for wildlife habitat for listed bird species: Coberly Sods Allotment will be used as an example allotment to demonstrate desired edge effect and patch mowing techniques that are utilized to enhance habitat for specific bird species. These allotments with this special style of mowing are noted in the Schedule of Items. The mowing patterns in these allotments are considered non-traditional for pasture management; however, this style of mowing results in a great benefit to wildlife species. The method of mowing will be displayed at the Coberly Sods Allotment and the COR will provide direction on the pattern of mowing at each of these allotments to the Contractor.

Do not mow/brush within stream channel buffers to preserve the role of these areas in protecting stream resources and riparian functions. Channel buffer delineation shall be consistent with 2006 Monongahela Forest Plan direction (Standard SW37) and in accordance with the following table:

Stream Classification
Channel Buffer Width
Perennial and Large Intermittent - stream channels that flow the entire year or nearly so
100 Feet on each side of the channel
Small Intermittent - stream channels that are dry during portions of every year
50 Feet on each side of the channel
Ephemeral - stream channels that only flow in direct response to rainfall
25 Feet on each side of the channel

METHOD OF MEASUREMENT AND PAYMENT

Acreage of mowing was determined by using aerial photography and GIS calculations by GIS and Range Staff. No on the ground measurement will be taken before or after mowing. Payments shall be based upon completed mowing of all the sites in a Bid Item.

Acreages are approximate. Actual contract area is determined by the lay of the land, restricted buffer zones around stream channels, hazard areas where it is unsafe to operate mechanized equipment or slope steepness does not allow for safe operation of equipment. Mowing/brushing work for each allotment is depicted on the maps. If leave clumps are designated for wildlife habitat in the allotments, they will be well marked with flagging. Please see the attached area maps to locate these sites within each allotment. Please note that there may not be any such items or concerns listed for that allotment; however this does not imply that they are not present. More information will be provided at the Pre-bid meeting.

No Government supplies will be furnished.

Payments shall be based upon completed mowing of all the sites in a Bid Item.

INSPECTION

Inspection of the work shall be made by the Contracting Officer’s Representative (COR) or the Designated Inspector as the work progresses at such intervals as are necessary to insure compliance with the contract specifications and provisions. If work is unacceptable, the Contractor shall complete any remedial work required for acceptance.
