Questions and Answers Pre-Proposal Conference and Site Visit
Structure Demolition and Floodplain Restoration
July 27, 2010
Question 1: Are the Liquidated Damages actual or fixed?
Government Response 1: The Liquidated Damages are actual damages as defined by the contract provisions.
Question 2: Do the sites have enough borrow material to provide backfill as shown on the drawings?
Government Response 2: When the quantities of suitable material obtained from the specified excavations are insufficient to construct the specified fill, additional material shall be obtained from other sites in this contract as approved by the engineer.
Question 3: Is the contractor required to move the construction rubble from site to site?
Government Response 3: When the quantities of suitable material obtained from the specified excavations are insufficient to construct the specified fill, additional material shall be obtained from other sites in this contract as approved by the engineer.
Question 4: If we find something we want to salvage, can we keep it?
Government Response 4: The contractor may salvage material from the site for his use; however, no payment will be made for any salvaged material not taken to the landfill.
Question 5: Do we remove the asphalt driveways?
Government Response 5: Yes. All structural works of improvement shall be removed.
Question 6: What do we leave under the asphalt?
Government Response 6: The base material shall be removed and the excavated area backfilled to original ground with soil material for seeding.
Question 7: Will anything be built on the property as a replacement?
Government Response 7: No.
Question 8: Can we bury the asphalt on site?

Government Response 8: No. Asphalt material shall be removed from the site to an approved landfill.
Question 9: Can we access the inside of the houses at a later date?
Government Response 9: No. The buildings will remain locked and the government will not conduct any additional site showings.
Question 10: Where is the property line for the Underwood property?
Government Response 10: The property lines for each site are staked in the field with iron pins and metal witness posts.
Question 11: What are the house dimensions?
Government Response 11: The approximate dimensions are shown on the drawings.
Question 12: On the Colbird property, can the manufactured stone be used for fill?
Government Response 12: Yes, as long as it does not contain any hazardous materials.
Question 13: Does the fence on the Colbird property have to be removed?
Government Response 13: Yes, as shown on the drawing.
Question 14: There may be safety issues with material testing on the Colbird property. How will this be handled?
Government Response 14: Safety is of the utmost concern for NRCS. Based on discussions with the contractor and the testing personnel, a decision will be made on how to proceed with this property.
Question 15: What will be the quantity for the Hazardous Material Removal item?
Government Response 15: The quantity for the Hazardous Material Removal Item has been revised based on the removal of the Watkins property from the contract as shown on the revised Bid Schedule.
Question 16: Is the van on the Pack property included in the contract?
Government Response 16: No.
Question 17: Do we have to dewater the basement on the Pack property before we put in fill?
Government Response 17: Yes. Dewatering and compaction requirements are included in the contract.
