O & R WRP Site Showing Minutes
A Site Showing was held on June 23, 2016 at 10:30 a.m.
The attendees met at the Shawnee Field Office.
The following comments were made regarding the contract provisions:
· Introductions of NRCS Personnel.
· Solicitation to furnish all materials, services, equipment and labor for O & R WRP Project.
· Estimated performance time will be 10 days.
· Bid opening will be at the 1700 hour local time on June 30, 2016.
· Bids are due 7/5/16, 0900 PT (See Amendment 0001)
· Mail quotes BIDS to Dale Clark, 230 N 1st Ave., Suite 509 Phoenix, Arizona 85003
· Maximum workweek schedule approved is 8 hours. Workweek Monday through Saturday.
· Discussed Special Provisions section, OSHA requirements and Wages rates
· Clauses incorporated by reference.
· Discussed bid schedule, explain each bid item listed and the items of work required
· Discussed the plan map and work area requirements
At 11:15 a.m. participants and contracting officer representative left to the site. Participants signing sheet will be provided in a separate document.
On site it was discussed that the ingress/egress will have to be left as good as or in better conditions that it was before mobilizing to the site. A written plan prior to beginning work will need to be submitted to the COR on how the ingress/egress will be maintained.
Contractors and COR looked at site work areas.
Questions
1. What about wage rates?
a. Yes they are posted in Fedbizopps on a separate document
2. Is the connection of the valve vulcanized or welded?
a. Welded
3. Is there information on catwalk? Can grating be galvanized or painted?
a. Grating needs to be galvanized
4. On swales, does the area below structure-water need to be excavated 6” then replaced with grass and top soil?
a. Reviewed swale specification, only areas above the excavation will be vegetated
5. How will the dewatering be approved?
a. Dewatering plan will be reviewed by COR
6. If an item of work is completed and certified, and a storm event damages the work is the contractor responsible to fix it again?
a. See FAR Clause 52.236-7 - Permits and Responsibilities The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
7. Does pipe need to be coated?
a. No
8. What do we do with the trees?
a. Referred to specification debris needs to be buried.
9. Can sod mulch be harvested on site?
a. Yes it can be obtain from site
10. Can we use sod mulch if it’s August when we complete the construction?
a. We will follow planting dates specified in the specifications
11. Can borrow material be excavated next to the embankment?
a. Yes 50’ of distance from the embankment with 4:1 slopes and no depth greater than 2’
12. Will we have to stake or will the Government stake the work?
a. Government will stake the original work, then any damage stakes will need to be replaced by the contractor
13. Will there be liquidated damages for not completed the work on time?
a. No
