Statement of Work

1. Background The Food Safety and Inspection Service (FSIS), a public health regulatory agency of the U.S. Department of Agricultural (USDA), protects consumers by ensuring that meat, poultry, and egg products are safe, wholesome, and accurately labeled. The agency laboratories perform regulatory testing of meat, poultry, and egg products for the presence of biological pathogens. Autoclaves (steam sterilizers) are used in the preparation of sterile media and equipment used in testing, as well as decontamination of samples and test items prior to disposal.

Proposals need to be based on the following:

2. Requirements The contractor shall provide scheduled maintenance service where required and available, as well as any additional repair/maintenance/services required for the Steris Sterilizers. This includes optional components installed within the instruments. The contractor shall furnish all labor to perform 4 quarterly preventative maintenance services and operational performance on all listed instruments in subsection J. The Period of Performance is for 12 months. The task order will be firm-fixed price.

a. Service is provided during normal business hours (8:00 AM – 5:00 PM, local time, Monday – Friday).

Performance maintenance (PM) will be provided at a mutually agreed upon time, during which PM kits (where available) will be installed.

b. The contractor shall provide on-site call maintenance to include all labor, travel and replacement parts (excluding expendable operating supplies). Repairs shall be made in accordance with manufacturer specifications, including all available firmware updates. The contractor shall respond on-site within 24 hours after notification of the repair call. The contractor shall be responsible for assuring repair is accomplished within 8-working hours of the onsite service visit unless circumstances such as part(s) needed prevails.

c. The contractor shall perform preventative maintenance 4 times per contractual period, at 3 month intervals.

A preventive maintenance schedule shall be provided. All preventive maintenance must be documented and the documentation must be provided to the COR within 10 days of the maintenance services.

d. The contractor shall assist the COR or designee in maintaining an adequate inventory of spare parts to accommodate the repair of equipment within time limits specified above. Parts will be ordered under a separate mechanism.

e. Parts and materials used for repairs/maintenance shall be new and meet manufacturer specifications. The contractor shall maintain an adequate inventory of spare parts to accommodate the repair of equipment. The contractor shall pay charges to ship replacement or repaired equipment to the customer. The contractor shall also pay shipping charges for the return of equipment to the contractor.

f. The equipment shall be fully operational according to laboratory specifications and serviceable after completion of maintenance and repairs. Prior to leaving the area, the contractor shall demonstrate to the COR or designated representative that the equipment is operational. The COR or designated representative will certify the equipment is performing satisfactorily.

g. If unit(s) does not meet its annual verification of calibration and temperature uniformity, contractor shall repair unit to ensure the equipment is performing at the level of performance set by the manufacturer.

h. The contractor shall support any equipment listed in becomes legacy equipment and out-of-support instruments on a best effort basis.

i. Limited changes could be made to the listing of equipment that needs to be maintained. If changes need to occur the Government will contact the contractor and discuss pricing for the new equipment. In addition, some pieces of equipment may be removed from the list depending on whether they are obsolete or not in use any longer.

j. The maintenance contract shall also include any emergency repair service calls that would be required for the following equipment located at:

The Midwestern Laboratory will receive all PM Service and Calibration, PM parts, unscheduled, repair labor and unscheduled repair parts on all Steris Sterilizers located at the St. Louis, MO Laboratory.

3. Existing Warranties The proposal shall discuss how maintenance and repair services will not void the warranty of the instruments.

4. Past Performance The proposal/quote shall discuss the offeror’s history of maintaining each of these instruments. The proposal shall demonstrate ability to complete maintenance and repairs, without voiding any of manufacturer’s warranties of the instruments.

5. Security:

The contractor shall provide the COR with information on the names of all employees who will require access to the facility in order to perform work on equipment, including approximate date and time of arrival. This should be provided at least 24 hours in advance of work being performed. All employees provided by contractor must have valid picture identification before being allowed onto the premises.
