AMENDMENT 000001
UNIT: NRS
PROJ NAME: Spatial Data Services
This Amendment 000001 DOES NOT extend the proposal due date of 14 September 2015 at 11:00 AM Eastern Time.
The following were received and are hereby answered by this Amendment 000001:
INQUIRY 1
Can the work be managed from a location other than Amherst? Am I correct that the work base is to be completed in one year, with a possible year extension?
RESPONSE 1
This is a one-time delivery of data. It is not for services to obtain the data over a one year period of performance. Therefore, the files will be delivered to the COR in Amherst. The Option is for a one-time data update of the files obtained in the first delivery.
INQUIRY 2
First, how are the properties for which ownership and current contact information is needed determined? Would it be up to the bidder that is awarded the contract to locate these properties or will they be provided in a list?
Second, is there is a ball park figure for the number of properties for which this data is needed?
RESPONSE 2
We are seeking a data layer that has all parcels in a state. We will then use the data to extract the information we need. Our sampling intensity varies by state, but is somewhere between one sample point (covering at least one parcel and likely a few parcels) every 35,000 to 60,000 acres.

INQUIRY 3
It sounds like the bidder has to obtain the properties that are forested areas. Is that correct? Or will the bidder be provided the list of properties, based on a previous year, and then just provide the current owner and current owner's contact information?
RESPONSE 3
Neither of those assumptions are correct. We are expecting the successful bidder to supply us with a GIS layer for the US that has all of the property boundaries. We will then overlay our sample points and extract the ownership information for the points.
