Statement of Work USDA-ARS El Reno, Oklahoma Electrical Project
Solicitation # AG-32SD-S-16-SR12
Proposals Due: July 22, 2016 at 10:00 AM (MST)
A. GENERAL: It is the intent of these general conditions, specifications, together with the contract, to include all labor, materials, equipment, transportation, permits and fees, temporary protection and supervision necessary to complete the required work. All work shall be done under the direction of and completion to the satisfaction of the Contracting Officer.
B. BACKGROUND: The USDA, ARS, Grazinglands Research Laboratory was directly affected by a tornado May 24 2011. Several structures were damaged or destroyed as a result of this storm. Livestock feeding facility EC 18 was completely destroyed leaving only the foundation and damaged cattle feeding system.
1. Project Description:
The USDA, ARS, Grazinglands Research Laboratory, located at 7207 W. Cheyenne Street, El Reno, Oklahoma 73036, requires reconnection of electrical wiring for single phase 200 amp service, and installation of electrical wiring and equipment to the new building.
Work includes:
1-1 Supply breaker box and Connect power supply to breaker box (220v) with breakers as needed with enough space for supply to future feed system.
1-2 Install 2 rows of overhead 6 bar F54T5HO light fixtures 8/row 16 total. Row over pens will be on a photocell located with switch on the east end of the barn. Rows will have a separate switch.
1-3 Install conduit and wire for 4 drops with double receptacle on each drop for work areas on North side of barn (120v) (Fig. 1)
1-4 Install conduit and wire for one 220 volt receptacle North wall.
1-5 Install 3 inch conduit 16 inches above ground along front of feed pens as shown in appendix A for Grow Safe feed system.
1-6 Install conduit and wire to 4 drops with switch to Richie water troughs with heaters
(120v) and double receptacles. Switches and receptacles will be at a height of 7’ 6” to be out of the reach of livestock.
1-7 Install conduit and wire for receptacle for heat tape on flush tank water supply line (120v) on west end of barn.
1-8 Install conduit and wire to 2 drops for Grow Safe feed system at locations indicated in appendix A (drops will be from ceiling not floor as indicated in diagram).
1-9 Install vapor light on exterior of the east end of Barn.
2. Site Visit/Pre Bid Meeting: 7-13-16 at 10:00 AM (local time)
A Pre-Proposal Site Visit and Conference will be held at 10:00 AM (Local Time) on July 13, 2016 at the USDA, Agricultural Research Service, The USDA, ARS, Grazinglands Research Laboratory, located at 7207 W. Cheyenne Street, El Reno, Oklahoma 73036. No advance notice of participation in the Pre-proposal Conference is required. General questions regarding the proposal process will be answered at this meeting. Contact Clendon Tucker at 405-262-5291 ext.227 for information on the walk through. Technical questions regarding the project will not be addressed at the meeting, but must instead be submitted in writing to the Contracting Officer.
3. Codes and Standards: Construction shall comply with the requirements of ARS Facilities Design Standards Manual 242.1, ARS Energy Management Plan 134.2 and all other applicable federal, state and local code requirements as well as current industry standards, (ie. UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA., etc,) and health and safety codes, in effect at the time of contract award. 4. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the responsibility of the Contractor.
5. Installation: It shall be the responsibility of the Contractor to perform all work in accordance with the manufacturers’ recommendations and Industry Standards. If any item specified herein and/or on the drawings conflicts with applicable codes and recommendations, the contractor shall bring it to the attention of the Contracting Officer for immediate resolution.
SECTION 01050 ‐ FIELD ENGINEERING/INSPECTION OF SITE
A. The Contractor shall be responsible for verifying site conditions, making quantity take‐offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.
SECTION 01300 ‐ SUBMITTALS
A. Manufacturer's descriptive literature sufficient to determine conformance of the proposed product to the contract requirements shall be submitted to the CO for review and approval. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements. Shop drawings/literature is required for ALL materials to be installed.
B. Installation procedures supplied by the manufacturer.
SECTION 01400 ‐ QUALITY CONTROL
A. GENERAL: To satisfy the requirement for Quality Control, the work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
B. FINAL ACCEPTANCE: Acceptance of the completed work will be based upon its conformance to the contract.
C. WARRANTY: The warranty period for workmanship shall be for one (1) year from the date the government accepts the work.
SECTION 01525 ‐ SAFETY REQUIREMENTS
A. The Contractor shall implement, and provide to the Contracting Officer (CO) for review, a site specific, SITE SAFETY AND HEALTH PLAN in accordance with all local, state and federal regulations. The plan shall address, at a minimum all responsible parties by name, all safety/health hazards, personal protective equipment and other hazard controls, all required training, emergency procedures, and other required information to perform the work. The plan shall be implemented by contractor supervisor signature. Two copies shall be provided to the Contracting Officer and one copy will be maintained at the site. In the event of changing site conditions or hazards, the plan shall be appended in writing and a copy of the change provided to the CO and COR.
SECTION 01545 ‐ PROTECTION OF WORK AND PROPERTY
A. The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work.
Any damage to property shall be repaired at the Contractor’s expense, to pre‐damaged condition to the satisfaction of the COR.
(a) Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.
SECTION 01560 ‐ TEMPORARY FACILITIES
A. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through is own negligence.
B. Should the Contractor require any power or utility shutdown during construction, he shall receive approval for such shutdown from the COR three working days prior to this need.
SECTION 01600 ‐ MATERIALS AND EQUIPMENT
A. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer's latest standard design.
B. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind whatsoever to the materials and equipment. All materials and equipment furnished by Contractor shall be subject to inspection and approval by the CO/COR.
C. Subject to compliance with requirements, available manufactures offering products that may be incorporated into the work include, but are not limited to, the following:
D. EXECUTION:
(a) The Contractor shall provide the necessary tools, equipment, labor, shoring, scaffolding, coordination, and related materials necessary for the completion of work.
(b) Erection techniques employed by the Contractor must be in accordance with the manufacturing company's suggested erection procedures.
SECTION 01710 ‐ CLEANING
Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the
COR.
SECTION 01711 – WARRANTY
Submit data concerning the standard one year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses and telephone numbers.
Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one‐year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
