2.4 AREA SAFETY AND HEALTH MANAGER (ASHM):

3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with the requirements as described herein and on attached documents.

3.1 Background: USDA-ARS Daniel K. Inouye Pacific Basin Agricultural Research Service requires the construction of approximately 550 sq ft. of concrete sidewalk, 1880 sq ft. roof covering with a 49’ x 9’ exterior T1-11 plywood wall, 16 concrete footings to accommodate 4 – government furnished 20’ x 8’x 8’ steel shipping containers, installation of the containers, an electrical service panel and electrical tie-in to supply power to the containers. Note: The shipping containers will be utilized as research laboratories. All conceptual drawings are to be used a reference guide only. Vendors are responsible for verifying all measurements.

3.2ITEM 001Turnkey supply and installation of 16 concrete footings for 4- 20’ x 8’ x 8’ steel shipping containers placed side by side. (See attached diagram 1 for specifications.)
3.2.1Concrete footings shall be constructed to support 5000 lbs. steel shipping containers.
3.2.2Footings shall be installed with 2’ spacing between containers.
3.2.3Footing shall provide proper anchoring of containers if required.
3.2.4Contractor shall ensure construction site is graded and that all footings are level to grade and aligned with one another.
3.2.5Contractor shall provide all the necessary excavation or fill requirements to meet concrete footing specifications.
3.2.6Minimum of 4 footings per container, 1 footing per corner.
Note:Exact location shall be pre-approved by the COR.
3.3ITEM 002Installation of 4-20’ x8’ x8’ steel shipping containers.
3.3.1Contractor shall move containers from on-site location and position the containers on designated pre-positioned concrete footings IAW specifications. (See diagram 1 for specifications.)
3.3.2Containers shall be centered on concrete footings.
3.3.3Containers shall be level and positioned in a straight line with one another
3.3.4Containers shall be spaced 2’ part.
3.3.5Contractor shall provide all necessary lifting equipment and associated hardware and assume responsibility for damages that occur during movement.
Note:Exact location shall be pre-approved by the COR.
3.4ITEM 003Turnkey supply and installation of a 550 sq ft 4” thick concrete sidewalk set above grade with reinforced concrete mesh to include grading, forming, pouring, and finishing.
3.4.1Light broom finish to prevent slipping
3.4.2Contractor shall provide all the necessary excavation or fill requirements to meet sidewalk construction specifications.
3.4.3Contractor responsible for verifying proper grade, size and slope to meet ADA requirements.
Note:Exact location shall be pre-approved by the COR. (See diagram 1 for anticipated locations.)
3.5ITEM 004Turnkey supply and installation of an 1880 sq ft. lean-to style corrugated roof covering with a 46’ x 9’ T1-11 panel wall enclosure adjoined to the backside of the roof posts supports, to include all associated framing members, rafters, purlins, posts, beams, hurricane ties, piers, footings, flashings, metal roofing material and hardware.
3.5.1Roof shall be constructed on the same plane with an intersecting roof line
3.4.1.1Lean-to roof shall be constructed to tie in to the existing 20’ x 20’ roof.
3.4.1.2Roof covering shall be constructed to cover the sidewalks and containers.
3.5.2Roof material shall be corrugated 26 gauge metal roofing of the manufacturer’s premium quality trade sale.
3.4.2.1Corrugated roofing shall be coated with a premium finish designed to provide maximum protection from acid rain and corrosive environments.
3.4.2.2Roofing shall be fastened with stainless steel roofing screws.
3.4.2.3Roof color shall match the existing roof.
3.4.2.4Roof shall have a 2’ overhang at the bottom edge.
3.5.3All framing members shall be pressure treated.
3.5.4Posts shall be fastened to concrete footings.
3.5.5Wood fasteners and construction ties shall be galvanized.
3.5.6Panels shall be pressure treated 9’ x 4’ x 5/8” T1-11 plywood with 8 “spacing.
3.5.7Roof structure shall be constructed to meet or exceed Hawaii hurricane building code specifications.
3.5.8Containers shall have a minimal overhead clearance of 18” from the top of the container to the roof.
3.5.9Wall enclosure shall be framed to withstand high wind conditions with a 1’ ventilation opening at the top and bottom of the wall. (See attached conceptual drawings for reference.)
3.6ITEM 005Turnkey supply and installation of a 100 amp, 120/240 single phase exterior electrical panel to provide power for 3 steel shipping containers to include an exterior weather resistant electrical enclosure, breakers, conduit, fittings, connectors, wire, and associated hardware.
3.6.1Electrical supply lines shall be buried below grade, weather proofed and water tight.
3.6.2A dedicated circuit shall be provided for each container.
3.6.3Contractor shall perform all electrical connections and tie-ins to containers.
3.6.4Contractor will re-connect existing dedicated electrical supply to the irradiator container.
3.6.5Contractor shall test all electrical circuits and equipment to ensure electrical supply requirements are met.
3.6.6Electrical work shall be IAW the NEC, State and federal electrical standards.

Additional information is forthcoming.

4.0 GENERAL REQUIREMENTS:

4.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

4.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

4.3 Submittals: Manufacturer's descriptive literature/shop drawings for all materials shall be submitted to the CO for review. The descriptive literature/catalogue cuts shall be annotated/ highlighted with sufficient clarity so as to identify the products proposed for this project and show its conformance with contract requirements.

Submittals are required for all building materials. Also submit:

(a) Contractor’s construction schedule

(b) List of subcontractors.

(c) Weekly construction reports recording events at site/project status.

(d) Shop drawings/product data/ samples, highlighting specific part numbers proposed, along with all selected options.

4.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

5.0 Construction shall comply with the requirements of ARS Facilities Design Standards Manual 242.1, ARS Energy Management Plan 134.2 and all other applicable federal, state and local code requirements as well as current industry standards, (i.e. UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA. etc,) and health and safety codes, in effect at the time of contract award. 6.0 This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably prices. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designed though the USDA BioPreferredSM Program, such as:

· Roof Coatings Coatings formulated for use in commercial roof deck systems to provide a single-coat monolith coating system.

20% - Minimum Biobased Content Products that are designed to clean and/or prevent deposits on surfaces found in bathrooms and spas including, but not necessarily limited to, bath tubs and spas, shower stalls, shower doors, shower curtains, and bathroom walls, floors, doors, and counter and sink tops. Products in this item may be designed to be applied to a specific type of surface or to multiple surface types. They are available both in concentrated and ready-to-use forms.

74% - Minimum Biobased Content

· Concrete and Asphalt Release Fluids Products that are designed to provide a lubricating barrier between the composite surface materials (e.g., concrete or asphalt) and the container (e.g., wood or metal forms, truck beds, roller surfaces).

87% - Minimum Biobased Content Products that are designed to clean, condition, or otherwise affect the quality of the laundered material. Such products include but are not limited to laundry detergents, bleach, stain removers, and fabric softeners. These are laundry products specifically used to pretreat laundry to assist in the removal of spots and stains during laundering.

46% - Minimum Biobased Content

· Fluids that are designed to provide cooling, lubrication, corrosion prevention, and reduced wear on the contact parts of machinery used for metalworking operations such as cutting, drilling, grinding, machining, and tapping. Metalworking fluids that are not diluted with water prior to use and are generally used for metalworking processes that require lubrication rather than cooling.

66% - Minimum Biobased Content

· Wood and Concrete Sealers - Membrane Concrete Sealers Products that are penetrating liquids formulated to protect wood and/or concrete, including masonry and fiber cement siding, from damage caused by insects, moisture, and decaying fungi and to make surfaces water resistant. Concrete sealers that are formulated to form a protective layer on the surface of the substrate.

11% - Minimum Biobased Content

· Wood and Concrete Sealers - Penetrating Liquids See www.biopreferred.gov for a complete listing.Top of Form Products formulated to provide light lubrication and corrosion resistance in close tolerant internal and external applications including frozen nuts and bolts, power tools, gears, valves, chains, and cables.

68% - Minimum Biobased Content Products that are penetrating liquids formulated to protect wood and/or concrete, including masonry and fiber cement siding, from damage caused by insects, moisture, and decaying fungi and to make surfaces water resistant. Wood and concrete sealers that are formulated to penetrate the outer surface of the substrate.

79% - Minimum Biobased Content Bottom of Form

Products formulated for personal care use in removing a variety of different soils, greases, and similar substances from human hands with or without the use of water.

64% - Minimum Biobased Content
