STATEMENT OF WORK

REPLACE ROOFS, BLDGS 8, 22, 33 and 37 USDA Subtropical Horticulture Research Station, Miami, FL

February 28, 2017

The contractor shall provide all materials, equipment (including dumpster), labor, and supervision to replace the shingles and underlayment on the roof and gutter system of the Bldgs. 8, 22, 33, and 37 for USDA ARS Subtropical Horticulture Research Station located at 13601 Old Cutler Road, Miami, FL 33158 in accordance with the requirements indicated below. The contractor is not confined to the items of work listed and shall propose any additional items that are determined to significantly impact function, aesthetics, or low maintenance objectives.

Approximate square footage of the buildings are as follows:

• Bldg. 8 – 1842 sf

• Bldg. 22 – 2711 sf

• Bldg. 33 – 1514 sf

• Bldg 37 – 2150 sf

Roofing, Gutter System and Attic Insulation

Replacement shall include, but is not limited to the following:

• Inspect decking to identify any damaged sheathing. Contractor shall anticipate replacing 10% of the 5/8” plywood sheathing.

• Remove shingles, existing underlayment, gutters and downspouts.

• Replace all damaged decking and secure any loose sheathing.

• Install new white 0.032” aluminum metal roofing to match Bldg 55 (Englert Series 1300 in

Stone White). New roofing system shall meet ENERGY STAR requirements for initial solar reflectance of 0.25 and 3-year aged solar reflectance of 0.15 and be rated by the Cool Roof Rating Council (CRRC). Material and roofing assembly shall have a current Notice of Acceptance (NOA) from the Miami-Dade County Product Control Section. Roofing assembly, including decking, underlayment, fire barrier, metal panels, and accessories shall be installed in accordance with the NOA. Warranty shall be 20 years standard manufacturer’s warranty.

• All insulation, rather in attic spaces or above drop ceilings shall be removed and replaced with R-30 batt insulation, kraft-faced.

• Replace existing gutters and downspouts with new aluminum gutters and downspouts of equal size of existing. Concrete splash blocks shall be provided for each downspout to divert rainwater from the building foundations.

Roofing fasteners, adhesives, flashing, etc., shall all be manufactured by a single manufacturer.

Pre-manufactured vent pipe boots shall be installed on all vent pipes to ensure leak-tightness.

The contractor shall submit to the Government and receive approval of all materials, NOA

[2] documentation for product, and warranty information for roofing assembly to be installed under this contract prior to purchasing.

The contractor shall provide a means of capturing or preventing the accumulation of fine grit and debris expected to fall into any attic space.

The contractor’s proposal shall include separate line items for each building with costs for sheathing repair, underlayment, gutters and downspouts, etc., inclusive of indirect costs such as overhead and profit.

New Ceilings and Insulation, Bldgs 22 and 33

The contractor shall furnish materials, equipment and labor to remove existing and install new ceiling tile, ceiling grid, and insulation at the height of existing ceilings in Bldg 22 (approximately 2,000 square feet) and Bldg 33 (approximately 1,200 square feet). The ceiling shall be a drop ceiling with removable grids of 3/4” thick, 2 ft x 2 ft squares, white in color. The ceiling insulation shall completely cover the tiles and lights and be R30, kraft-faced. In addition, vendor shall supply an extra stock of ceiling tiles equivalent to 10% of the ceiling area for future repairs.

Deliver materials to the site in the manufacturer's original unopened containers with brand name and type clearly marked. Carefully handle and store materials in dry, watertight enclosures.

Immediately before installation, store acoustical units for not less than 24 hours at the same temperature and relative humidity as the space where they will be installed in order to assure proper temperature and moisture acclimation.

Maintain a uniform temperature of not less than 60 degrees F nor more than 85 degrees F and a relative humidity of not more than 70 percent for 24 hours before, during, and 24 hours after installation of acoustical units.

Provide manufacturer's standard performance guarantees or warranties that extend beyond a one year period. Include an agreement to repair or replace acoustical panels that fail within the warranty period in the standard performance guarantee or warranty. Failures include, but are not limited to, sagging and warping of panels; rusting and manufacturers defects of grid system.

Submit two samples of each type of acoustical unit and each type of suspension grid tee section showing texture, finish, and color. Conform acoustical units to ASTM E1264, Class A, and the following requirements:

Mineral Wool, Cellulose, and Laminated Paperboard used in acoustic ceiling tiles are materials listed in the EPA's Comprehensive Procurement Guidelines (CPG) (http://www.epa.gov/cpg/).

a. The recommended recovered materials content levels are based on the weight (not volume) of materials in the insulating core only.

b. Submit recycled material content data for acoustic ceiling tiles indicating compliance with affirmative procurement.

c. Submit total weight and volume quantities of acoustic ceiling tiles with recycle material.

Type of units shall be III (non-asbestos mineral fiber with painted finish); flame spread shall be Class A, 25 or less; pattern shall be fissured; minimum light reflectance coefficient shall be 0.75 or greater; edge detail, square; nominal size, 24 inch by 24 inch; finish, factory-applied standard finish, white; minimum CAC, 40.

Provide standard exposed-grid standard width flange suspension system conforming to ASTM C635/C635M for intermediate-duty systems. Provide surfaces exposed to view of aluminum or steel with a factory-applied white baked-enamel finish. Provide wall molding having a flange of not less than 15/16 inch. Provide inside and outside corner caps. Suspended ceiling framing system must have the capability to support the finished ceiling, light fixtures, air diffusers, and accessories, as shown. Provide a suspension system with a maximum deflection of 1/360 of the span length. Conform seismic details to the guidance in ASTM E580/E580M.

Provide hangers and attachment capable of supporting a minimum 300 pound ultimate vertical load without failure of supporting material or attachment.

Conform wires to ASTM A641/A641M, Class 1, (12 gauge) in diameter.

Use manufacturer's standard textures, patterns and finishes as specified for acoustical units and suspension system members. Treat ceiling suspension system components to inhibit corrosion.

Submittals

Contractor shall submit NOA-compliant roofing assembly, insulation materials, gutter and downspout materials, suspended ceiling assembly including tiles, grid, and hangers for Government review and approval prior to being work. Documents shall contain information to indicate materials meet all requirements contained in this Statement of Work.

General

All equipment and products provided by the contractor shall be new. All work performed and all material and equipment furnished shall be free from defects and shall remain so for a period of at least one (1) year from date of acceptance of the work. Contractor is responsible for verifying all measurements.

General site cleanup shall be performed every day, however, before leaving the site, the contractor shall clean and remove all construction debris and restore location to the same aesthetics as prior to the start of the job.

Contractor’s working hours shall be scheduled to coincide with the working hours of the Miami station which are 7 a.m. to 4:30 p.m. Should it be necessary to work hours other than the regular working hours, the contractor shall arrange for access to the area with the Contracting Officer or Location Point of Contact, David Alexander (David.Alexander@ars.usda.gov, 786-573-7059) three days prior to the need.
