STATEMENT OF WORK

March 13, 2017

1.0 SCOPE

The United State Department of Agriculture (USDA), Agricultural Research Service (ARS), Plant Genetic Resources Unit (PGRU), located at 630 W. North Street, Geneva, NY 14456, desires to purchase and install a new multi-bay greenhouse at the Cornell University, Geneva campus.

The contractor shall provide and install the greenhouse including site work and utilities (concrete slab floors and utilities-natural gas, electrical power, sanitary sewer, water) as indicated in the contract documents.

2.0 WORK

a. Provide and install a multi-bay greenhouse, a GrowSpan Series 1000 Commercial Greenhouse or approved equal. The salient characteristics of the greenhouse shall be:

1. Each bay is twenty four feet wide minimum by sixty feet long minimum with a side wall clear height of ten feet minimum.

2. Polycarbonate dividers shal l be between each bay.

3. Roof shall be double layer of greenhouse poly film, sides and gable ends to be clad with 8 mm thickness twin wall polycarbonate with an 8mm thickness twin wall divider at the front end of each bay.

4. Sealed professional engineering drawings for greenhouse structure and foundation shall be provided.

5. Five double sliding polycarbonate doors minimum four feet wide by seven feet high (see greenhouse plan view), evaporative cooling system for each bay with evaporative cooling motorized power vents shall be provided and installed.

6. Horizontal airflow (HAF) fans and exhaust fans shall be included as well as vent tubes and vent tube fans and minimum 200,000 Btu/hour natural gas heater per bay and powered inlet shutters for winter ventilation shall be provided and installed.

7. Motorized shade systems for each bay also provided as well as individual environmental controllers for each bay.

b. Provide and install concrete slab on grade over 6” minimum gravel and ten mil polyethylene vapor barrier for greenhouse including spread footing stem wall foundation for entire greenhouse covered area.

c. Provide and install all utility services from existing service points adjacent to the proposed greenhouse for natural gas, electrical power, sanitary sewer and water. Approximate utility connection points are indicated on the greenhouse site plan.

d. All construction shall conform to the International Building Code (IBC). All utilities shall conform to New York State plumbing, electrical, and natural gas building codes. Electric power shall be taken from an existing electric power panel Square D panel, Type NQOD with new breakers in existing spare slots, see power panel diagram below. Structural loading shall comply with the requirements of American Society of Civil Engineers (ASCE) ASCE/SEI 7 Minimum Design Loads For Buildings and Other Structures plus a live load of 25 pounds per linear foot suspended from the structure in each of four lines the full length of the polyhouse plus a concentrated load of 300 pounds suspended from the structure at any one location in each polyhouse. Temperature control shall conform to the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) design standard and shall maintain the temperature below 90 degrees F during the cooling period and above 50 degrees F during the heating period both for 99% of the cooling and heating cycles.

Contractor has 120 calendar days to complete the contract from the award/NTP date.

3.2 WORKING HOURS

Normal work hours are from 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays.

3.3 PAYMENTS

Payment will be made through the Invoice processing Platform (IPP)

3.4 INSPECTIONS

The Contractor shall notify the Contracting Officer that they are ready for a substantial completion inspection ten (10) days before the end of the contract period. The Contractor shall submit a written request to the Contracting Officer for a final inspection in writing at least seven (7) days prior to completion of the project.

3.5 SUPERINTENDENCE

3.5.1 Full time supervision of employees and subcontractors is required. Failure to comply with this requirement may risk a work stoppage until resolution for contractual compliance. The contractor’s superintendent shall sign in all workers on a daily basis in coordination with the Contracting Officer.

3.5.2 The prime Contractor is responsible for all actions of his subcontractors.

3.5.3 The Government has no contractual relationship with subcontractors or suppliers.

3.6 SAFETY

The Contractor shall comply with all Federal, State and local laws.

4.0 SITE REQUIREMENT

4.1 UTILITIES

4.1.1 The Contractor shall provide all temporary utilities required for construction. If approved by the Contracting Officer, the contractor may use location utilities.

4.1.2 The Contractor is responsible for the expenses to connect and disconnect to any utility system needed. The Contractor shall coordinate all utility hookups with the Contracting Officer.

4.1.3 If necessary, the Contractor shall request any mechanical or electrical shutdowns at least one week in advance. This request must be submitted to the Contracting Officer to coordinate this activity with the facility management. It may be required that shutdowns be performed during other than regular working hours.

4.2 HOUSEKEEPING

4.2.1 The Contractor shall remove and dispose of dirt and debris and keep the premises clean at all times during construction. This shall be done as frequently as needed but not less than once a week.

4.3 SITE ENTRY

4.3.1 The foreman or superintendent must sign in all workers at the local Geneva office on a daily basis and before work starts.

4.3.2 Government engineers and contracting personnel shall be allowed access to the site at all times. Others may visit the site with permission of the Contracting Officer. The Contracting Officer shall be informed of all suspected unauthorized visitors.
