ATTACHMENT 1
Statement of Work
I. Background Information
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires electronic access for all USDA users and public on-site users to scientific journals published by Nature Publishing.
II. Requirements
1. In response to any given delivery order, the contractor shall provide electronic access via the internet to Nature Publishing journals for use by all USDA employees, contractors, authorized public on-site users, cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. All USDA locations worldwide are to be considered authorized premises. In addition to internal use, authorized users have the right to use content of the journals for ordinary business, scholarly and educational purposes of the Government, including but not limiting to viewing, printing, saving, reusing and disseminating content.
2. The contractor shall make the Nature Publishing journals accessible 24 hours per day.
Authorized users shall be granted access to the Nature Publishing journals through the IP recognition authentication process without any impediments.
3. The contractor shall provide the Nature Publishing journals in accordance with the following terms and conditions:
a. The authorized users shall have the right to use content during the term of the subscription.
b. The contractor shall grant post-subscription access to the subscribed-to content.
c. Upon request by NAL, the contractor shall provide the purchased content published within the subscription period, by delivery of vendor-supplied electronic files to NAL, in a mutually agreed-upon electronic medium and format.
d. The right to post-subscription use of the purchased journal content will survive the termination of the contract for any reason.
3. The contractor shall provide access to the purchased content and the administrative interface without imposing on the subscriber’s users any additional terms and conditions or similar restrictions that are not part of the contract. If the contractor’s system’s technical functionality prevents suppression of such terms and conditions or similar restrictions, the contractor agrees that any language, however construed and presented, is null and void and not binding on the subscriber’s users.
III. Schedule of Deliverables
Task 1.
Provide access via the internet to selected Nature Publishing journals.
September 30, 2015
Task 2.
Provide and maintain administrative credentials for access to the institutional administrative interface for the purposes of customization, usage data retrieval and other administrative purposes, as permitted by the system.
September 30, 2015
Task 3.
Provide COUNTER-compliant journal usage statistics for all users including commonly recognized data elements.
Monthly
Task 4. Provide a usage statistics report to include the (IP) address of every user and their respective use of Nature Publishing journals and journal backfiles, if available
