Statement of Work
Development of a Basic Sale Preparation Course for the US Forest Service
1.0 Introduction
The US Forest Service (FS) wants to solicit for a vendor to create a sale preparation course collaboratively with the FS, with approval of material required at key points. The core course content is the property of the agency. The FS provides the syllabus and draft core course materials, including draft PowerPoints, manual and handbook references, and other background material. The vendor would be responsible for development and completion of the course materials for the class, which includes the narrative, instructor notes, digital workbook, and class exercises. There may be a need for the vendor to instruct up to three additional classes. This is reflected in the optional line items listed in Schedule B of the RFQ.
1.1Background
One of the areas identified in the “Task Force Report: Issues and concerns on costs of sale preparation and cruising in the U.S. Forest Service” was a lack of comprehensive training for sale preparation personnel. Currently there is no comprehensive or coherent training schedule described in The FS Manual or Handbook for sale preparation personnel. Personnel may lack the timber sale preparation training required for efficient and effective timber sale preparation, especially for more complex restoration prescriptions. Timber sale preparation has become more complex due to different timber sale preparation authorities and the increased pace and scale of restoration. This results, in some cases, inefficient use of resources or incomplete results on the ground, or both. With increased targets, retirements, and a shortage of personnel, regional forest management directors have requested a vendor sponsored approach to teach basic sale prep.
A sale prep committee will provide oversight in the development of the class and can be consulted in the development of the material. This committee includes a sale preparation group leader from each of the nine FS Regions, along with two members from the WO Forest Management group. The vendor will work virtually with the POC for the sale prep committee.
The FS contact will be available to assist and provide input as needed to the vendor. The FS contact will work with the vendor in several capacities:
1) Review and provide input on deliverables
2) Communicate feedback from class surveys and sale prep committee task force members for revision of material
3) Assist in finding source material for modules, FS Manuals and Handbooks, reference materials, clarification of USFS policies or technical issues, etc.
A draft syllabus and outline has been developed, and several PowerPoints and other teaching materials have been assembled and will be provided with the solicitation. FS timber management manuals and handbooks are available. The course will rely heavily on FS Handbook 2409.18, “Timber Sale Preparation”, and Chapter 10 “Sale Program Development – Gate1System”.
While some materials have been gathered, work remains to finalize content, structure, and exercises for an effective and efficient course. A class project is required. A class project could be a proposal for a timber sale on an FS district, and implementation of this proposal by tracking it through the applicable Gates through a series of exercises to reinforce core concepts. The cumulative sum of these exercises is the class project.
All material for the class will belong to the government, allowing the government the option to teach the class in-house. The sale prep committee also needs to be involved in the final development of the course material. The preferred format for the course material is Microsoft PowerPoint, with instructor notes included and a narrative summary of each PowerPoint presentation. The narrative summaries will be included in a course workbook for use as reference material. Individual class projects could be adjusted for location.
2.0 Scope
This will be a national three day in-person course. The intended audience is Forest/District level presale preparation employees, transportation engineers and resource specialists who are trying to implement some sort of prescriptive vegetation treatment in the field. Typical grades are GS 5/7/9. Class size is expected to be 20 to 30 people.
The three optional trainings would include one class for the west coast regions (e.g. Portland, Oregon), one class for the intermountain regions (e.g. Denver, Colorado), and one class for the eastern regions (e.g. Asheville, North Carolina). The contractor will be responsible for presenting the material and providing all written material (workbook, class exercises, sample documents, etc.). Written material may be digital (e.g., on a USB flash drive).
2.1 Timeframe
The course should be available in December, 2015. The three optional trainings would occur in the months January through May, with no more than one class per month. All three optional trainings must be taught before May 2016. The FS will decide by October 15th if they will exercise this optional line item.
2.2 Tasks, Milestones, and Deliverables
A draft syllabus is described below. Each task will be coordinated with the sale prep task force, and the task force will provide any support necessary on course content.
1 The Gate System is used to describe the timber sale preparation process in FS Handbook 2409.18. The course is designed using the Gate System as a framework for course organization. See draft syllabus for how each gate is broken down in individual modules. The timber sale preparation process begins with the identification of the sale area and ends with the award of the timber sale contract. These activities pass through specific stages, called “gates,” each of which requires specific outputs before proceeding to the next gate.

Gate 1 – Initial Planning of a Timber Sale Project and Logging Feasibility; and Gate 2- Project Analysis, Assign and Decision Notice. Due Date: 60 days from date of Award
