Justification for Other than Full and Open Competition Simplified Acquisition Threshold

3. Description of Supplies: Purchase two pump units, NSN: 4320-01-118-5085, Pump Unit, Centrifugal, 3 X 1 ½, 2 each

6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

- Unusual & Compelling Urgency

7. Failure to maintain adequate stock to support field units would lead to loss of operational capabilities. This pump is used in the Emergency Diesel Generator System on 270’ Cutters and provides Sea Water Cooling of the engine. This pump conforms to the exact form, fit and function within the currently installed system. Failure to provide this item would lead to loss of the Emergency Diesel Generator and would be detrimental to the mission of capability vessel.

8. The manufactures drawings and specifications for this pump are proprietary commercial property of the OEM; the Coast Guard has not purchased this information. OEM Brand Name Mandatory is required to maintain the integrity of the pump/system and adhere to Form, Fit and Function.

9. Recommend no actions be taken at this time to overcome barriers baring full and open competition; if the installed system were too costly to maintain an engineering design change of the ships’ Emergency Diesel Generator Sea Water Cooling System may allow for open competition.
