STATEMENT OF WORK
Solicitation The Contractor shall provide all labor, materials, supplies, tools, equipment, transportation, facilities, expertise and supervision as necessary to complete the following work:
1. Roof Replacement – 7,500 SF (3 buildings)
2. Shingle/Roof Repair – 2,500 SF (2 buildings)
3. Removal and installation of new gutters and down spouts (5 buildings)– 1200 LF
4. Replace wood gables with vinyl siding (3 buildings); add gable (1 building)
5. Masonry work
a. Building crack repairs and painting – 4 buildings
b. Main office and Small Office door frame/threshold replacement – 2 doors
c. Windows sill and exterior casing replacement – 2 windows
d. Replace window, sill, and exterior casing – 1 window
6. Remove large tree between Buildings A and F. Remove roots and replace 2 segments of sidewalk.
This work will be done at the Cape May Plant Materials Center at 1536 Route 9 North, Cape May Court House, NJ (physically located in the Swainton section of Middle Township).
CAPE MAY PMC - ROOF REPLACEMENT
Buildings A, C and E
The Contractor shall remove and replace entire roofing on approximately 7,500 square feet of roof surface on the three buildings specified (Buildings A, C, and E, see attached map) which consists of asphalt shingles and tar paper material that exhibits water damage and deterioration. All plywood & flashings shall be replaced.
Install new GAF Ltd. Lifetime Timberline High Definition architectural shingles with 130mph manufacturer wind warranty, and GAF Shingle-MATE roof deck protection underlayment over same. Install new metal edging around perimeter edge of roof. New GAF Weather Watch Ice and Water Shield will be installed in any existing valleys, around large penetrations, and along all eaves. Roof will be nail gunned using 1-1 1/4" galvanized roof nails (6 nails per shingle). Install new GAF Weather Blocker starter strip along all perimeter edges. Install new pipe flashings. Install new GAF Cobra rolled ridge vent across peaks of roof. Install new GAF TimberTex hip and ridge shingles across peaks of roof.
The roofing materials removed from the building will be removed from the site and properly disposed of. The contractor will also be responsible for running a high powered magnet around the site including all parking and travel areas used by the contractor to ensure any excess nails, screws, or other foreign metal objects are removed from the site.
All premises will be left neat and clean upon completion of job. Yard will be magnetically swept upon completion of job.
The scope of work for this project shall include all necessary demolition, removal, disposal, equipment, products, preparation, and installation. The Contractor shall include in the Base Bid an allowance of 7,500 square feet of new roofing including new ridge vent and also furnish and install new roof decking as required and directed by the on-site project manager, to replace existing damaged/defective roof decking, and to match existing decking to remain.
New roofing material will be architectural shingles. Shingles shall contain copper or copper oxide granules to resist algae and shall be warrantied for a minimum of 15 years against algae growth. Shingles shall also provide for 130 mph wind warranty. Shingle Color and Shingle Style to be determined. The color will be specified by the government upon reviewing samples.
The contractor shall verify all dimensions before purchasing products.
Contractor shall provide specifications on materials used and roof warranty documentation to the Plant Materials Center at completion of project.
The design shall be in accordance with federal, state and local laws, codes, ordinances, rules, regulations, orders and other legal requirements of public authorities that bear on performance of work; and, widely accepted industry standards, including but not limited to:
· Occupational Safety and Health Administration (OSHA)
· The International Code Council (ICC)
· Should follow the recommendations of the National Roofing Contractors Association as contained in NRCA publication, NRCA Roofing and Waterproofing Manual.
· The design/repair/replacement of metal flashing, trim, and roofing should follow the recommendations of the Sheet Metal and Air Conditioning Contractors' National
· Association (SMACNA) publication, Architectural Sheet Metal Manual.
SHINGLE REPLACEMENT
Buildings D and F
The Contractor shall remove and replace shingles on approximately 2,500 square feet of roof surface on the two buildings specified (Buildings D and F, see attached map) which consists of asphalt shingles and tar paper material that exhibits slight water damage and deterioration. Any rotten plywood & flashings found shall be replaced. Carefully tear off and remove all existing shingles from all roof sections on all two tress buildings.
Install new GAF Ltd. Lifetime Timberline High Definition architectural shingles with 130mph manufacturer wind warranty, and GAF Shingle-MATE roof deck protection underlayment over same. Install new metal edging around perimeter edge of roof. New GAF Weather Watch Ice and Water Shield will be installed in any existing valleys, around large penetrations, and along all eaves. Roof will be nail gunned using 1-1 1/4" galvanized roof nails (6 nails per shingle). Install new GAF Weather Blocker starter strip along all perimeter edges. Install new pipe flashings. GABLE ENDS
Buildings A, C, D and E The Contractor will remove wooden gable ends on Buildings A, C, and E and replace with vinyl siding that complements roofs on each building. Replacement of gable ends should be done before the roofing and gutters. As needed, install fascia boards to butt siding up to and then extend roofing to cover fascia boards.
Add gable end on Building D made of vinyl siding which complements roof. Work to be done prior to installation of new gutters. Install fascia boards as needed; roof should cover fascia boards.
GUTTER/DOWNSPOUT REPLACEMENT
Buildings A, C, D, E and F
The Contractor shall provide all labor, materials, supplies, tools, equipment, transportation, facilities, expertise and supervision as necessary to repair and replace the gutters and down spouts. Install new gutters with screens and downspouts around buildings with new custom seamless gutters and spouts. The scope of work for this project shall include all necessary demolition, removal, disposal, equipment, products, preparation, and installation.
The Contractor shall include in the Base Bid an allowance of 1,200 Linear Feet (estimated) of new gutters and downspouts on 5 buildings (A, C, D, E and F). Gutters shall be of type primary aluminum, and optimally have a thickness of .032”; preferably K configuration. Gutters and down spouts will be white unless requested otherwise. Carefully remove and dispose of all gutters and spouts on 5 buildings (A, C, D, E and F). Replace all fascia and rake boards around entire buildings with new primed wood boards. Replace damaged wood soffit around buildings as necessary with up to 2 sheets of new exterior plywood. Replace damaged T1-11 wood siding on gables of building as necessary with new T1-11 wood siding (up to 8 sheets).
All premises will be left neat and clean upon completion of job.
Any additional rotted wood found may be replaced for an additional charge of labor and material. Contractor must provide quote and receive approval from the contract officer prior to incur any additional work not cover under the original scope of work.
The contractor shall verify all dimensions before purchasing products.

SPECIFICATIONS FOR REPAIRING BLOCK/PAINTING BUILDINGS
Repair Crack and Painting of 4 Masonry Block Buildings (A, C, D, and E) Areas to be painted: cinderblock surfaces, all exterior doors, trim, and any other surface, which will not be covered in siding.
1. Building will be pressure-washed and scraped to remove loose paint and debris;
2. Any holes in cinderblock will be filled with mortar;
3. Any bare-surfaces will be primed with premium primer as recommended for the type of surface being painted (i.e. cinderblock);
4. All surfaces will be painted with premium paint suitable for cinderblock. Color to match the siding which will be installed. Trim will match the siding trim;
5. All areas will be cleaned up after the work is complete. Paint chips may be left in the gardens to disintegrate. Any greenhouse glass which is broken is the responsibility of the contractor to replace (the PMC will provide suitable caulking and instructions).
Remove tree located between 2 buildings (buildings A and F) and remove roots beneath sidewalk and replace sidewalk.
WINDOWS AND DOOR FRAME REPLACMENT
1. Replacement of window sills and exterior casings on 2 windows on the front face of Building A.
2. Replace 4 x 4 vinyl clad window, sill, and casing in Plant and Seed Processing building, (Building C)
3. Replacement of door frame and threshold on Small Office (Building A.)
4. Replacement of door frame and threshold on Main Office front door. (Building F)
Tree Removal and Sidewalk Repair
1. Remove tree between building A and F.
2. After tree removal remove roots beneath sidewalk and replace sidewalk.
Applicable to all work performed under this solicitation
Protection
· The Contractor shall use every available precaution to provide for the safety of property owner, visitors to the site, and all connected with the work under the specification.
· All existing facilities both above and below ground shall be protected and maintained free of damage. Existing facilities shall remain operating during the period of construction unless otherwise permitted. All access roadways must remain open to traffic unless otherwise permitted. Barricades shall be erected to fence off all construction areas from operations personnel.
Safety
· All application, material handling, and associated equipment shall conform to and be operated in conformance with OSHA safety requirements.
· Comply with federal, state, local and owner fire and safety requirements.
· Advise owner whenever work is expected to be hazardous to owner employees and/or operations.
· Maintain a crewman as a floor area guard whenever roof decking is being repaired or replaced.
· Maintain proper fire extinguisher within easy access whenever power tools or torches are being used.
· Examine substrates to verify that substrates and conditions are satisfactory for installation of new products or repairs. Repair substrates as required if needed. Do not proceed with installation until unsatisfactory conditions have been corrected. Start of work shall indicate acceptance of conditions.
Housekeeping
· Keep materials neat and orderly.
· Old roofing debris shall be deposited on a tarp or other receptacle to facilitate cleanup and not deposited directly on the ground. Remove all scrap, waste and debris from project area.
Architectural
· Remove existing roofing materials, unless noted otherwise.
· New ridge vent shall be installed and be of the shingle-over type.
· Inspect, secure and caulk seal copper chimney flashing as needed. Replace if needed.
· Replace all vent pipe collars with new self-sealing aluminum collars.
