SECTION C—DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 ATTACHMENTS TO STATEMENT OF WORK/SPECIFICATIONS

(AGAR 452.211-4) (FEB 1988)

The attachments to this Statement of Work/Specifications listed in the Contract Exhibits and Attachment Section are hereby made part of this solicitation and any resultant contract.

C.2 SCOPE OF WORK

Services to perform: It is the purpose of this contract to secure services for planting Government-furnished tree seedlings. The successful Contractor shall deliver seedlings from the designated roadside access point to the planting units, and plant tree seedlings in accordance with the provisions of this solicitation. Tree planting will occur on the Entiat Ranger District, Okanogan-Wenatchee National Forest. Tree seedlings will be delivered by government officials to the nearest designated roadside access point to the planting units. See project data sheet and maps in attachments for a list of the representative units and their locations.

Line Items 001- 004 consist of planting clusters of four trees on a 30 foot grid spacing (see Attachment 5 - Detailed Unit Information Sheet for unit spacing requirements). Options A and B may potentially be awarded under a supplemental agreement if surplus trees are anticipated as the planting project progresses. All items are within areas burned by wildfire in 2014.

Access to the planting units is limited. The Contractor is responsible for transporting seedlings from the delivery point near the unit to the tree planting crew within the unit.

The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to perform all work necessary to plant tree seedlings on the areas specified.

Tree survival and growth are dependent upon proper soil and weather conditions at the time of planting and because these conditions will only prevail for a limited length of time, it is imperative that work be started promptly after conditions for planting become suitable. The Contractor will be limited to a maximum of one crew working on any one item at a time. The Contractor shall maintain progress at a rate which will assure completion within the contract time.

C.3 PROJECT LOCATIONS

The project locations are on the Entiat Ranger District of the Okanogan-Wenatchee National Forest. Additional information can be found on the attached vicinity and unit maps. It is encouraged that Contractors view the site(s) prior to providing a quotation.

Entiat Ranger District: From Entiat, turn west up the Entiat River Road, travel approximately 3 miles to the Mills Canyon Road:

RFQ No. AG-05M6-S-17-0011 Mills Canyon 2017 Reforestation Page 3 of 83

• Units Mills-518-17 and Mills-464-17 are both accessed directly by the main FS 5200 road, turning off onto the 5213, and 5213-130; Mills-42-17 and Mills-29-17 (Options A and B) are accessed by FS 5210.

C.4 ACCESSIBILITY

1. Work areas may be reached by Forest Service roads that are accessible by standard full size four-wheel drive pickup or four-wheel drive van equipped with snow tires and chains.

Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.

2. Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may:

(1) provide an alternate access route; (2) delete the inaccessible units(s) or; (3) substitute similar unit(s).

3. Roads shown on unit maps indicate access to units and are not to suggest the roads are open within units or for any further travel.

4. Some units are large, however no units require walk-in.

C.5 BOUNDARIES

Planting unit boundaries will be marked with blue flagging and white placards on the Entiat Ranger District.

C.6 TECHNICAL DEFININTIONS

Capable Equipment – Tools, equipment and accessories are to be maintained in good working condition so that it will function in a manner substantially the same as “new” when operated in accordance with manufacturers’ recommendations.

Cotyledon Scar - Lowest point on stem from which branches will grow. Marked by a distinct ring in the bark on most species of tree seedlings.

Microsite Planting - The planting of tree seedlings in plantable spots most favorable to seedling survival and growth. Typically, the northern (northeast through northwest) side of a microsite feature. Examples of microsite features that provide partial protection from sun, wind, animals, and other damaging agents are spots located adjacent to the following:

Stumps, logs, rocks, snags and brush. In areas of standing water or saturated soils a suitable microsite would be a high spot with no standing water.

Plantable Spot - An area from which vegetation, ash, duff, snow and debris has been or can be removed, and a tree seedling can be planted as specified elsewhere herein.

Replanting - Any planting work done in a unit, either voluntarily by the Contractor or directed by the Contracting Officer, after the Contractor has given the planting inspection sheets to the Government.

Root Length - Root length will be measured from the longest root tip end to the cotyledon scar.

Satisfactorily Planted Seedling - A seedling planted in full accordance with all planting specifications set forth in this contract/task order.

Slash - Any woody material left on the ground in the unit.

RFQ No. AG-05M6-S-17-0011 Mills Canyon 2017 Reforestation Page 4 of 83

Suitable Tree - A tree of good form and vigor which shows no physical damage and which conforms to the size, characteristics, and species specified on the Planting Data Sheets or Unit Information Maps.

Tree Height - Tree height will be measured from the ground to the tip of the seedling.

Unplantable Spot - An area within the specified spacing limits in which it is not possible to plant a seedling according to specifications.

Unsatisfactorily Planted Seedling - A planted seedling which fails to meet one or more of the specifications for a satisfactorily planted seedling.

Wasted Seedlings - Seedlings which are lost, damaged, destroyed, or handled contrary to the specifications for care of seedlings. Planted seedlings in excess of the maximum number of seedlings creditable, as specified elsewhere herein, are also considered to be wasted seedlings.

If seedlings are not planted within this timeframe, they will be considered wasted, unless the Contractor (for excusable reasons) can show that the seedlings could not have been planted. Contractor will be responsible for returning unplanted seedlings to the delivery point in accordance with Care of Seedlings, Transportation, and Seedling Caches.

C.17 SPACING AND SPOT SELECTION

Seedling Spacing Requirements

Seedlings shall be planted in spots distributed over the unit area at intervals prescribed in the Tables (Exhibit E – Cluster Planting). Where an unplantable spot is encountered, the scalper shall disregard spacing limits and scalp in the closest suitable spot, up to a 50% variance in the spacing requirement. However, average spacing shall be maintained for the unit and the number of seedlings per acre shall not be materially increased or decreased by the method of selecting planting spots.

• Seedlings that are planted along the unit boundary shall be a maximum of 15 feet from the boundary.

• Seedlings shall be planted no closer than 15 feet from acceptable natural seedlings (see definitions) for a list of acceptable naturals.

• Seedlings shall be planted no closer than 30 feet from live Aspen.

• Seedlings shall be planted no closer than 30 feet from the Sensitive plants Iliamna longisepala (long-sepal globemallow) or Cypripedium montanum (mountain lady’s slipper).

RFQ No. AG-05M6-S-17-0011 Mills Canyon 2017 Reforestation Page 11 of 83

A. CLUSTER PLANTING (EXHIBIT E): Requires the planting of four trees around cluster centers. The “cluster center” is a theoretical point equidistant from the four planted or naturally occurring trees. Clusters shall be 30 feet (+/- 15 feet to accommodate for proper microsite) from other clusters. The distance between clusters will be measured from the cluster center. The trees around the cluster will be planted no further than 8 feet, and no less than 3 feet from each other.

B. PLANTING SPOT SELECTION (EXHIBIT A): Seedlings shall preferentially be planted where stumps and logs occur. These features provide partial protection from sun, wind, animals, loose debris, and other agents detrimental to seedling survival and growth.

There may be non-forested portions of these units that did not support trees prior to the 2014 wildfire. These areas will be identified by Forest Service Personnel at the time of planting and will not be planted with seedlings.

An unplantable spot will be recognized for each acceptable existing group of four live naturally occurring trees on the plot, except, where two or more groups of four acceptable existing trees are closer than the spacing limits, only one unplantable spot will be recognized.

See definitions.

Standard Shade Specification (ST)

The following shade requirements will apply to all planting units, unless identified otherwise on the Project Data Sheet

A. The prescribed spacing shall be varied up to 50% to take advantage of existing stationary shade. Trees not properly placed to take advantage of existing stationary shade will receive a planting spot selection deduction for the above ground inspection.

B. Planting spots shall be selected where stationary shade sources are available (see Exhibit A – Natural Objects for Shades). Acceptable stationary shade sources include stumps and logs. Rocks will not be acceptable shade sources.

C. Existing shade shall be at least 6 inches in height, and 4 inches in diameter.

D. Seedlings shall be planted on the northerly (northwest to northeast) sides of stationary material.

C.18 PLANTING SPOT PREPARATION (EXHIBIT B)

Before preparing the planting hole, the Contractor shall clear planting spots of all limbs, logs, debris, ash, duff, snow, frost, bark, rotten wood, rocks, and root crowns to expose moist mineral soil and provide drainage of prepared scalps to facilitate proper planting and growth of seedlings. Maximum Clearing and Scalping dimensions of material requiring clearing shall be shown on the Project Data Sheet. Woody debris (slash) less in size than specified on the Project Data Sheet shall be moved to create a plantable spot to achieve the required spacing.

Drainage of scalps is not required.

RFQ No. AG-05M6-S-17-0011 Mills Canyon 2017 Reforestation Page 12 of 83

The Contractor shall not destroy or remove any existing tree seedling unless otherwise specified by the Contracting Officer. Planting spot preparation shall be at intervals prescribed in the Project Data Table. The maximum number of scalps the Contractor can prepare in advance of planting may be limited by the Contracting Officer. For units requiring shade, scalps shall be placed as close as possible to existing stationary shade sources. The stationary shade source (non-living material) may be used as part of the scalp. Where shade is used, a minimum of 50% of the total scalp area shall be bare mineral soil. All living material shall be removed from against the shade source.

C.19 PREPARING THE PLANTING HOLE (EXHIBITS C and D)

Planting holes shall be located near the center of the prepared scalp and shall be oriented at an angle between perpendicular to the slope and true vertical. When scalps are located next to existing stationary shade, planting holes shall be located a maximum of 8 inches from the shade source.

HANDTOOLS: An open hole, broken out and deep enough to fully accommodate seedling roots, is required when hand-planting tools are used. Trees shall be planted and packed using the planter’s hands. Slit planting and foot packing will not be permitted, unless authorized by the Contracting Officer.

Should the initial attempt to drill or open a planting hole fail because of subsurface rocks, roots, or other obstacles, a second effort shall be made in a slightly different part of the planting spot. If this effort fails for similar reasons, a third attempt shall be made in another part of the planting spot. If the third effort fails, spot shall be abandoned as unplantable.

If a seedling can be successfully planted on the second or third attempt, all remaining holes shall be filled or collapsed by the planter.

C.20 SEEDLING PLACEMENT

A. CONTAINERIZED SEEDLINGS: The container seedling (“plug”) shall be suspended near the center of the hole with roots in a near natural arrangement at a depth such that, after filling, firming, and leveling, the soil comes to a point at or above the cotyledon scar of the tree. No portion of the roots shall be exposed. Roots shall not be doubled up, twisted, spiraled, or bunched. The root system shall be aligned with the axis of the planting hole with all roots extending downward.

B. FILLING AND PACKING SOIL: Dry soil, ash, organic matter, rock, snow, and other foreign material shall be kept out of holes. The seedlings shall be planted as firmly as soil conditions will allow. The Contractor shall not wedge the sides of the holes, and firming the soil around the seedlings shall be done in a manner that ensures no injury to the seedlings. Wedging of holes or firming the soil around the seedlings with shoe heels is prohibited. After soil is packed around the seedlings, it shall be smoothed out to the level of the surrounding mineral soil surface, cupping will not be allowed. After planting, the seedlings shall be erect and free to grow, and not weighed down with mud or debris.

(b) Remeasurement:

(1) Remeasurement of the acreage under this contract will be made upon the written request of the Contractor. Request for remeasurement must be made in writing within 3 days after planting has been completed on the unit.

(2) If remeasurement indicates a difference of not more than 5 percent from the original measurement, the Contractor shall bear the actual costs of the remeasurement. Payments will be based on the second measurement. No adjustment will be made for a difference of one acre or less.

C.23 METHOD OF PAYMENT

A. Payment for Seedling Planting:

For planting quality below 95 percent, payment will be made for the actual quality percent earned.

2. If Government verification differs greater than 5 percentage points of the Contractor's inspections, the Government will base payment on the Government verification inspection.

3. If the Contractor disputes the Government verification, the Government will re-inspect.

(a) If the Government re-inspection results are within 5 percentage points of the original Contractor's inspections, pay will be based on the Contractor's inspection. The Contractor will not be billed for the Government inspection costs.

(b) If the Government re-inspection results are greater than 5 percentage points from the original Contractor's inspections, pay will be based on Government re-inspection results, but the Contractor shall bear the Government inspection costs.

Actual damages include, but are not limited to, cost of tree seedlings, site preparation, and resurvey.

5. Charges for Government furnished tree seedlings lost or damaged by the Contractor is $1.50 per tree seedling.

B. Price Adjustment for a Change of Planting Stock Type:

The Government may need to substitute the type of planting stock, and/or species, for all or part of a unit. If so, this will qualify as a change under the "Changes Clause", and the Contract unit price will be adjusted according to the negotiated contract modification for the change in planting stock.
