Contractor Question: Regarding “opt”ing to perform Self Inspection, as described under Contractor Inspection of Thinning on page 13, can you send me more detail about this process?
Answer: See details below.
Contractor Self Inspection
A.The Contractor shall perform inspection of the services using the precise prodecures and methods established below. In addition, the Contractor shall:
1.Provide an Inspector with at least one year of experience thinning trees for the Forest Service. The inspector shall be trained in the required inspection procedures.
2.Perform inspections concurrent with thinning or no later than one day after completing the work on the contract item.
3.Complete inspections on Government-Furnished plot cards (Form R6-
2470-117a).
4.Number all plots consecutively. Mark all plot centers on the ground with colored flagging (Contractor Furnished). A locator plastic flagging of the same color will be tied on the nearest bush or other object at least four feet above ground level. Written information on the locator flag shall include: plot number and date of inspection.
5. Submit the original plot cards to the Contracting Officer's
Representative within one day after completion of each subitem.
Inspection cards will become the property of the Government and will remain a part of the permanent contract file.
6 By submission of the plot cards to the Government, the Contractor is considered to be certifying that the unit is:
a.Satisfactorily completed.
b.Plot cards reflect work accomplished.
7.Contractor shall turn in legible plot cards. Illegible plot cards will be returned to the Contractor, corrected and resubmitted before Government verification inspections are performed.
8.If the Contractor falsifies the inspection results, the Government may choose to terminate the contract for default.
Reinspection Upon Contractor's Request-Self Inspection Verification
A. If the Contractor disputes the Government's verification inspections, the Government will reinspect as stated herein.
B. If the reinspection results are within + 5 percent of the original Contractor's inspections, pay will be based on the Contractor's inspection; the Contractor will not be billed for the Government's inspection costs.
C. If the reinspection results are greater than + 5 percent of the original
Contractor's inspections, pay will be based on a composite of the Government's inspections; the Contractor will be billed for the Government inspection costs.
INSPECTION AND ACCEPTANCE
Weeding, Cleaning and Thinning Inspection Procedure
A.The Contracting Officer Representative will make periodic inspections. The Contractor or his Representative is encouraged to observe the inspection and will receive inspection summaries upon request.
B.Initial inspections will consist of a 100 percent visual inspection and will be based on adherence to the contract specifications.
C. Inspection for acceptance and payment will involve inspection of a series of plots distributed over the entire Subitem sufficient to yield at least a one percent sample of each acre. Plot size will be 1/50 acre. Plot centers will be marked and numbered.
D.Each plot will be examined to record findings on the items listed below:
1.Number of leave trees that should have been left.
2.Number of trees that were left.
3.Number oF satisfactory leave trees.
4.Number of deficient trees.
5.Number of excess trees.
E.Upon inspection of all plots for a Subitem, the quality of weeding, cleaning and thinning shall be calculated as follows:
1.00 - (No. of deficient trees + No. of excess trees x 100 = Quality %
(No. of leave trees that should have been left)
Rework and Reinspection After Rework
When inspection results are below 90 percent and excess trees constitute any part of the deficiency, payment will not be made until the excess tree deficiency has been corrected (see definition of Excess Tree in Section C1.5).
Reinspections after rework will be made in the same manner as the first inspection but on different plot lines. The Contractor shall pay for inspections necessitated by the rework.
Reinspection of Thinning Upon Contractor Request
If the original inspection results are unacceptable to the Contractor and a second inspection is requested without rework, the same inspection procedure will be used. However, the inspection pattern will be shifted. If the second inspection shows less than 5 percent variance from the first inspection, the Contractor shall pay the cost of the second inspection, and the results of the second inspection will be used in determining payment. Requests for reinspection must be made in writing.
