808 - WORK AREA MANAGEMENT (2/02)
808.01
Description
This Section establishes Contractor responsibilities for traffic control and equipment requirements in work areas.
808.02
Requirements
A. Traffic Conditions - Unless otherwise provided in the SUPPLEMENTAL
SPECIFICATIONS, roads other than those listed in the task order, are open to traffic with not more than fifteen (15) minutes maximum delay time.
B. A plan for satisfactory handling of traffic, approved by the Government, is required prior to initiating or performing work which interferes with use of traveled roadways.
C. Traffic Control Devices
1. Provide signs and other devices complying with National Standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD).
Provide traffic control for occupied work areas that is in accordance with these specifications. All signs and devices remain the property of the Contractor.
2. Keep traffic devices current with maintenance operation and remove upon completion.
3. Use warning signs to control traffic approaching the work area from either direction and also from side accesses having standard Government rectangular or trapezoidal-shaped route markers with horizontal numbering.
4. Required signs may be mounted on portable or temporary mountings. Use standard MUTCD shapes, colors, sizes, and legends.
5. Mark hazards incidental to the work within or on the traveled way, shoulders, or turnouts with hazard identification markers, illuminated beacons, and other MUTCD devices to safely guide road users through the area. Mark work segments not completed on a daily basis appropriately for night travel. Obtain authorization before commencing work at night.
6. Advisory speed plates may be used to control traffic through the work area.
D. Flaggers - Provide properly equipped, trained and certified, flag person(s) where the traffic is required to stop before proceeding. Stop traffic in locations which provide width enough for passage of traffic and reasonable protection for vehicles. When flag control is used, advance warning signs are required, meeting the current MUTCD.
E. Contractor's Equipment
1. Equip all vehicles and machinery operating on or from the traveled way or road shoulder with flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Use truck headlights at all times while operating. Backup horns are required on all self-propelled equipment in excess of 5 metric tons (5½ tons) gross weight.
2. Park vehicles and machinery not currently used in the maintenance operation off the traveled way at approved locations to minimize interference with normal use.
808.03
Measurement and Payment
No separate measurement or payment will be made for meeting requirements of this
Section. All work and materials are incidental to paid work in this contract.
811 SURFACE MAINTENANCE
811.01
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, water bars, and drain dips.
811.02
Performance Standards
Maintenance Level 4 and 5 Roads
A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.
Maintenance Level 3 Roads
A road surface is maintained to standard when the surface is compact, crowned, or sloped to drain, without segregation of the surfacing materials. The road surface has no ruts or rills, suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently.
Maintenance Level 2 Roads
A road surface is maintained to standard when the surface is shaped to drain, and where ditches and road surface drainage structures function efficiently. The road surface has no continuous ruts or rills, and no large concentrations of unsuitable materials remain.
811.03
811.04
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
A. Single Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.
B. Double Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Measurement will be to the nearest one-tenth (0.1) mile.
C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.
811.05
A. The accepted quantities will be paid at the contract price per unit of measurement for the Section 811 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.
