CRAB LAKE WRP RESTORATION PROJECT

SOLICITATION AG-0546-S-10-0001

PRE-BID CONFERENCE/SITE VISIT

July 7, 2010

QUESTIONS & RESPONSES

1. QUESTION: What is the load capacity of the Wilson Creek Bridge en route to project area?

RESPONSE: Load capacity of the Wilson Creek Bridge is the same Load capacity designated for the Washington State highways. State and County permits are required for loads exceeding the state highway capacity limits. Contact the State and/or Grant County Highway Departments for further information on the permit process.

2. QUESTION: Is a Storm Water Pollution Prevention plan/permit (SWPP) required for this project?

RESPONSE: This being a wildlife pond project located in a designated watershed eliminates the need for SWPP permit; the agency has obtained the required JARPA/SEPA permit to build the ponds.

3. QUESTION: If an archaeological site is encountered during excavation, will this affect the performance period of the project?

RESPONSE: No, the performance period will remain unchanged unless the contracting Officer makes a determination because of unforeseen circumstance a change in the performance period is warranted. Other areas within the project not affected by the archaeological finding will be available to the contractor to continue work performance.

4. QUESTION: Is there water currently flowing into project area?

RESPONSE: Water is not presently flowing in or out of the project area. Existing water will either evaporate or must be removed as necessary to perform the construction required by the contract in accordance with the specification.

5. QUESTION: Define the qualifications for the archaeological monitoring requirement for this project RESPONSE: As stated in Construction Specification 400, incorporated in the project solicitation, The policy is field work must be accomplished in accordance with the Washington Department of Archaeology and Historic Preservation (DAHP): Secretary of Interior’s Standard and Guidelines for professional archaeologists (by someone with one of the appropriate Master degrees, i.e., Anthropology with emphasis in Archaeology). However, if the intent of a prospective Contractor is to use other than fully qualified personnel for portions of the field work (perhaps someone with lots of field experience at the BA level), a Supervisory Oversight Plan approved by DAHP is required. The plan must be project specific and include the CVs (curriculum vitae) of personnel slated for use on this project and a fully Qualified Archaeologist (meeting the Secretary of Interior’s Standards and Guidelines for professional archaeologists) must sign as the legally responsible authority for all work produced by the staff listed in the plan. A copy of the DAHP approved plan must be submitted to the Contracting Officer prior to the start of any excavation.

6. QUESTION: Is the Contractor’s archaeological monitor responsible for an emergency discovery plan.

RESPONSE: No, the agency’s in-house emergency discovery plan is to be used for this project. The contractor shall be responsible for the initial notification of any findings and must protect the area from disturbance until instructed otherwise (only in case of burials as required by ARPA). Agency personnel, i.e., NRCS archaeologist will assume responsibility for any discovery after the Contractor’s initial notification.
