One contract will be awarded to the responsive and responsible quoter offering the best value to the Government. Where extended unit prices do not agree with totals or subtotals shown by quoter, the unit prices shall govern except as provided under FAR 14.406, Mistakes in Bids.
Quoters must respond to the other factors as described under EVALUATION FACTORS in Section M by completing the Questionnaire.

K-2 FAR 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2011)
(a)
(1) The North American Industry classification System (NAICS) code for this acquisition is 115310.
(2) The small business size standard is $7.0 million.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

L-2 TECHNICAL AND BUSINESS INFORMATION - QUESTIONNAIRE
Quoters shall provide technical and business information by completing the Questionnaire provided in Section M. Copies of company literature, brochures, or other information can be attached to the questionnaire if appropriate. Extensive, elaborate and specially prepared attachments are neither required nor desired.
L-3 EXPERIENCE REQUIREMENTS
Quoters shall attach a document showing the following requisite experience of the primary and alternate/backup personnel:
1) A minimum of 4 ½ months experience as a fire lookout.
2) Able to speak and write in English that is understood by others.
3) Able to see distant objects and distinguish basic colors.
4) Able to hear and relay standard radio transmissions.

SECTION M--EVALUATION FACTORS FOR AWARD
M-1 AWARD DETERMINATION
The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote represents the best value to the government, price and other factors considered.
For this solicitation, other factors include in order of importance:
Technical capability, past performance and familiarity with local topography and prominent landmarks; these items, when combined, are significantly more important than price.
The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all quoters. Award may be made without discussions so quotes should be submitted as best and final offer.
Quotations submitted are considered confidential. The name of the Contractor and the amount of the contract will be disclosed only after an order has been issued.
M-2 EVALUATION FACTORS
Quoters shall provide technical and business information by completing the Questionnaire based on the following evaluation factors:

- Contractor’s familiarity with local topography and prominent landmarks.

M-3 FAR 52.217-5 EVALUATION OF OPTIONS
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
