(f) Late submissions.
(1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

END OF ADDENDUM TO FAR 52.212-1
FAR 52.212-2 Evaluation--Commercial Items (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors listed below shall be used to evaluate offers:
1. Past Performance
2. Technical Capability
3. Price
Past performance and technical capability, when combined, are significantly more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Provide responses to the following evaluation criteria. Quarters may submit responses on a separate document, or in the spaces provided below.
EVALUATION CRITERIA
1. Past Performance

• Customer name and telephone number
We will assess the quality of the work performed for prior clients, including timeliness, compliance with requirements, and the degree of customer satisfaction.
2. Technical Capability
Provide sufficient sketches, dimensions, material details, etc. in order for the Government to:
a. Verify that the design meets all the requirements listed;
b. Estimate the time and equipment needed for installation;
Provide a proposed project schedule for design, review, fabrication, and delivery, assuming that award will be made 10 days after the solicitation closes.
The following criteria will be used by the Contracting Officer in evaluation of the designs submitted (after it is verified that they meet all the design requirements listed):

2. Ease, time, and estimated cost of installation (based on number and weights of pieces, and amount of work required to complete the structure).
