ATTACHMENT 1 – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SECTION 1 - GENERAL

1.1 Scope of contract

The Contractor shall provide any and all labor, equipment, tools, transportation and supplies necessary to perform trail grading and drainage system maintenance in identified project areas within the Huckleberry Flats OHV trail system. Work consists of trail grading, refurbishing water bars, reshaping corners and berms, cleaning and reconditioning lead out diches and associated sump/settling reservoirs, hauling of material and other trail maintenance work as requested. The Performance Based Statement of Work shall consist of completing the ordered Tasks defined in Section 5 to the desired performance requirement identified in Section 7. Contractor shall perform all work required in accordance with the specifications of the contract. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract.

1.2 Project Location and Description

The project location is fully within the Huckleberry Flats OHV trail system.

Directions to the project site are as follows; beginning at the Middle Fork Ranger District office, travel Westfir Road for 0.5 miles crossing the Middle Fork of the Willamette River, turn left onto Westfir-Oakridge Road. Continue on Westfir- Oakridge Road for 1.8 miles reaching Forest Service Road 19. Continue on Road 19 for 14 miles, turn right onto Forest Service Road 1928 (gravel). Continue on Road 1928 for 4 miles reaching the Huckleberry Flats OHV staging area. Begin project. Project locations are shown on the project area map.

1.3 Accessibility

1.3 Access to the project area is by all-weather and seasonal roads as well as native surfaced OHV trails.

1.4 Equipment Cleaning

In order to prevent the spread of noxious weeds, the Contractor shall clean all construction equipment prior to moving it to the project area. This cleaning shall remove all soil, plant parts, seeds, vegetative matter, or other debris that could contain or hold seeds. Only construction and maintenance equipment and the equipment necessary to transport said equipment, shall be cleaned and inspected by the Forest Service prior to operating within the project area. All subsequent move-ins of equipment to the project area shall be treated in the same manner as the initial move-in. This requirement does not apply to service vehicles, water trucks, pickups, cars, and/or similar vehicles.

Contractor shall employ whatever cleaning methods necessary to ensure that construction and maintenance equipment is free of noxious weeds. Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Equipment or components disassembly, or the need for specialized tools, are not required.

Unless otherwise agreed, Contractor shall give the Forest Service at least 24 hours’ notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every subsequent cleaning ordered by the Forest Service.

Forest Service shall approve the methods of cleaning and the locations for the subsequent cleaning.

SECTION 2 - PERFORMANCE WORK STATEMENT TASKS AND

CRITICAL SUBTASKS

2.1 Trail Grading

Perform trail grading by removing the elevated berm that has developed between the ATV wheel tracks. Remove this center berm to match the elevation of the adjacent wheel track elevations. Blend the trail grading to leave smooth transitions and consistent trail surface free of grade irregularities. Place material generated from trail grading at nearby water-bar and horizontal curve locations as described below. Material may also be placed, as marked on the ground by the CO, in other locations along the trail such as rutted areas, etc. Scatter rocks and woody material outside of the trail prism.

2.2 Drainage Maintenance

Clean and recondition every sump/settling reservoir and associated lead-off ditch along all trail sections included in this contract. Remove material within the sump/settling reservoir and lead-off ditch to leave a vertical depth of 18”. Transition the lead-off ditch elevation over 5’ horizontally.

Match the elevation of the trail at the point of intersection and uniformly slope the lead-off ditch to have a depth of 18” at 5’ horizontal. Remove any obstruction that will inhibit positive drainage from the trail through the lead-off ditch and into the sump/settling reservoir. Match the existing horizontal dimensions of the reservoir and lead-off ditch. Place material generated from drainage maintenance at nearby water-bar and horizontal curve locations as described below. Material may also be placed, as marked on the ground by the CO, in other locations along the trail such as rutted areas, etc. Scatter rocks and woody material outside of the trail prism.

2.3 Water-bar and Drain Dip Maintenance

Refurbish all water-bars and associated drain dips for all trail sections included in this contract. Reshape water-bars to have consistent slopes and smooth transitions to adjacent trail grades. Remove and blend irregularities such as ruts, holes, bumps, etc. Compact water-bar material with on-site equipment. Maintain drain dips to be 12” deep (12” lower than adjacent original trail grade), 5’ long and having a width as wide as the trail. Locate drain dips so that they drain into lead off ditches (and settling/sump reservoirs) when present. Shape drain dips such that the dip does not hold water. Drain dips should be located up-grade of water-bars but locations may vary on flatter terrain. Incorporate material from trail grading, drainage maintenance and drain dip maintenance into water-bar maintenance. Water-bar enlargement is acceptable. Scatter rocks and woody material outside of the trail prism.

2.4 Curve Maintenance

Place material from trail grading and drainage maintenance on the outside berm of nearby horizontal curves. Blend material into curve sections to provide berms that have consistent slopes and to provide smooth curve arcs. Berm enlargment is acceptable. Compact curve material with on-site equipment. Scatter rocks and woody material outside of the trail prism.

Summary of Project

Perform trail maintenance to the specifications described above (2.1, 2.2, 2.3, 2.4) for the Huckleberry Flats OHV trails listed below. Trail locations and termini are highlighted in red on the Project Area Map.

Do NOT cross trail bridges with any equipment. This may require trails to be accessed from multiple directions.

Conspicuously post “Trail Closed” sign (or other CO approved equivalent) at closest trail junction to the section of trail being maintained to alert trail users. All trail junctions that access the section of trail being maintained must be signed. Two way trails or trails with multiple access points will require multiple signs. Signs must be in place at all times while trail is under maintenance.

SECTION 3

QUALITY/PERFORMANCE REQUIREMENTS SUMMARY

Visual and/or measured inspection will be utilized for all work items to ensure adherence to specifications.

For specification 2.1 Trail Grading, rework will be required until specifications are met when a center berm of at least 1” exists for 5% or more of the linear distance of the trail to be maintained.

For specifications 2.2, 2.3 and 2.4, rework will be required when any specification is not fully met.
