SECTION 01005
DEFINITION OF BID ITEMS
1. GENERAL
A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Schedule of Items.
B. The summation of all bid items under the Schedule of Items shall equal all work require by the Drawings and Specifications regardless of whether individual items of work are described under the bid item descriptions or not.
C. Work:
1. Furnishing all labor, supervision, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
D. Payment:
1. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these Specifications, as shown on the Drawings, and as staked in the field.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
E. Determination of Quantities:
1. The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
2. Quantity Measurements:
a. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ).
b. The contractor shall compute the quantities for periodic progress payments;
the Contracting Officer shall compute the quantities for the final payment based on measurements taken.
c. All Contractor measurements are subject to verification.
d. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.
e. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.
3. The following measurements and calculations are used to determine contract quantities:

a. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
b. The average end area method shall be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by volume in hauling vehicles or by other three dimensional methods.
c. Structures shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
d. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and under drains, measurements shall be made parallel to the base or foundation upon which the structures are placed. Pipes shall be measured along center of invert.
e. For aggregates weighed for payment, the tonnage shall not be adjusted for moisture content, unless otherwise provided for.
f. For standard manufactured items--such as fence, wire, plates, rolled shapes, pipe conduits--identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions.
Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
F. Units of Measurement:
1. Payment shall be by units defined and determined according the U.S. Standard measure and by the following:
2. Cubic Yard (CY): A measurement computed by one of the following methods:
a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
3. Each (EA): One complete unit, which may consist of one or more parts.
4. Linear Foot (LF): Measurement of work along its length from point-to-point;
parallel to the item being measured. Do not measure overlaps.
5. Lump Sum (LS): One complete unit, not directly measured. The bid amount is complete payment for all work described in the contract and necessary to complete the work for the item.
6. Pound (LB): For sacked or packaged material, measurement shall be the net weight as packed by the manufacturer.

G. Definition of Items:
1. Note Items 1 to 48 are for the work to be performed at the Booster Station project site. Items 49 through 58 are for the work to be performed at the Backflow Preventer project site.
Booster Station Site
1. Item 1 –Mobilization
a. Description: This work shall consist of preparatory work and operations necessary for the movement of personnel equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
b. Measurement and payment: Payment shall be made on a lump sum basis as follows: When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contact amount, whichever is less shall be paid. When 10 percent or more of the original contact amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, shall be paid. Upon completion of all on the project, any unpaid amount for mobilization shall be paid.
2. Item 2 –Aggregate Surfacing
a. Description: This work shall consist of all aggregate surfacing around the booster station.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
3. Item 3 –Pre-Engineered Pump Skid
a. Description: This work shall consist of a packaged booster system skid with one multistage vertical mounted jockey pump, one horizontal end suction domestic water pump and one vertical in-line fire pump. It shall also include a hydro-pneumatic tank for pressure maintenance along with all necessary controls, VFDs, isolation and check valves, piping, skid, mounts, tests, design and other appurtenances necessary for a complete skid mounted pump system.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.

4. Item 4 –Building Placement and Preparation
a. Description: This item includes all work as is necessary for the preparation and coordination with the building supplier for placement of the government furnished pump station building.
b. Listed below are the responsibilities for each entity involved with the building placement and preparation.
i.The Government’s responsibilities:
a. Purchase of building and installation services through supplier.
b. Coordination with supplier for all building dimensions and penetrations for water pipes and HVAC equipment.
c. Coordination with supplier and the Contractor for delivery date.
d. Inspection of work performed by supplier to verify building fabrication and installation.
ii.Building supplier’s responsibilities:
a. Complete fabrication and delivery of the building.
b. Placement of building penetrations for waterlines and
HVAC.
c. Placement of the building, including all crane work.
d. Installation of doors and door hardware.
e. Caulking, painting, etc. of building.
iii.The Contractor’s responsibilities:
a. Initial site preparation.
b. Construction of aggregate building pad (covered in item 7).
c. All survey work as required to establish horizontal and vertical building location in accordance the Drawings.
d. Provide onsite representative and surveyor (as needed) to work with the building supplier throughout the installation process to insure correct placement location.
e. All other site work adjoining the buildings including grading and aggregate surfacing as shown on the Drawings.
f. Placement of other building penetrations as required for the installation of conduit and other equipment.
g. Installation of all mechanical, electrical, and other equipment as shown on the drawings.
h. Final building touch up as needed after installation of all equipment.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.

5. Item 5 –Structural Excavation & Backfill
a. Description: This work shall consist of all earthwork operations in connection with the pump station building, valve vaults, generator pad, storage tank pad, water lines, drain lines, and other miscellaneous earthwork.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
6. Item 6 –12” Corrugated Metal Pipe
a. Description: This work shall consist of excavation and placement of corrugated metal drainage culverts as shown on the Drawings.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
7. Item 7 –Building Foundation Preparation
a. Description: This work shall consist of aggregate base as required for construction of the pump station building foundation.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
8. Item 8 –Concrete Tank Pad
a. Description: This item shall consist of all work necessary for the construction of the reinforced cast-in-place concrete storage tank pad.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
9. Item 9 –Generator Pad
a. Description: This item shall consist of all work necessary for the construction of the reinforced cast-in-place concrete generator pad.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
10. Item 10 –Concrete Level Control Vault
a. Description: This item shall consist of all work necessary for the construction of the reinforced cast-in-place concrete level control vault, cover, and side plate adjacent to the storage tank.

11. Item 11 –60” Manhole
a. Description: This item shall consist of all work necessary for the construction of a 60” precast concrete manhole, including manhole, frame, cover, riser rings, grout, and concrete.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
12. Item 12 –Precast Valve Utility Vault
a. Description: This work shall consist of a precast reinforced concrete meter vault including base, sections, gaskets, grout, seals, cast pipe rings, and lids
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
13. Item 13 –12” Pipe Cut-in Sleeves and Plug
a. Description: This item shall consist of all work necessary for locating, cutting, plugging, and connection of the new water line to the existing supply.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
14. Item 14 –12” Check Valve
a. Description: This work shall consist of a 12” check valve installed in the meter vault.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
15. Item 15 –8” Level Control Valve
a. Description: This work shall consist of an 8” level control valve, control valve float and related appurtenances installed in the inlet line to the water storage tank.

16. Item 16 –4” Pressure Relief Valve

17. Item 17 –4” B.F. Valve
a. Description: This work shall consist of 4” butterfly valves.

19. Item 19 –4” Gate Valve
a. Description: This work shall consist of a 4” gate valve installed on the drain line at the storage tank.

20. Item 20 –12” B.F. Valve
a. Description: This work shall consist of 12” butterfly valves installed in locations shown on the Drawings.

c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
21. Item 21 –12” D.I. Pipe Buried
a. Description: This work includes the 12” ductile iron pipe, bedding, thrust blocking, disinfection, sampling and all related appurtenances necessary for the installation of pipe underground outside of the meter vault as shown on the Drawings.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.

b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
40. Item 40 –S.S. Tank 7’-7” Dia. x 10’-0” Tall
a. Description: This work shall consist of a stainless steel potable water tank/ reservoir, 3400-gallon nominal capacity including tank design, cleaning, testing, sampling, analysis, repairs, access door, baffle, vent, mounts, float control mount, and other appurtenances necessary as required.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
41. Item 41 –Miscellaneous Metals & Hardware
a. Description: This work shall consist of miscellaneous metal and hardware required including anchors, fasteners, mounts, straps, pipe supports not otherwise identified in the Schedule of Items but required for completion of work on other items.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.

42. Item 42 –Irrigation Sump Connection
a. Description: This work shall consist of connection of an existing 24” spillway drain to the base of the new 60” manhole, including cutting out the top section of an existing pipe and grouting to spring line as shown on Drawings.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
43. Item 43 –Erosion Control Measures
a. Description: This work shall consist of setup, maintenance and removal of temporary erosion control measures throughout the project as identified in project Specifications.
b. Method of Measurement: Item shall be based on the Method of Measurement as shown in the Schedule of Items.
c. Basis of Payment: Payment shall be based on Unit as shown in the Schedule of Items.
44. Item 44 –Generator
a. a. Description: This work shall consist of preparatory work and operations necessary for the movement of personnel equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
b. Method of Measurement and payment: Payment shall be made on a lump sum basis as follows: When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contact amount, whichever is less shall be paid.
When 10 percent or more of the original contact amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, shall be paid. Original design data includes the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the CO.
b. As a result of the CO determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.
c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

STATEMENT OF WORK – BOOSTER PUMP STATION
1. GENERAL
A. The Contractor shall furnish all labor, equipment, and materials necessary to complete all work in accordance with the plans, the specifications, and the terms of the Contract. This section also specifies work constraints relating to sequencing and phasing of the new improvements.
B. Project Location
1. The work is located at the J. Herbert Stone Nursery, in Central Point, Jackson County, Oregon. For more specific locations, see the location and vicinity maps on the Plans.
C. Project Scope - The project scope for the Work is briefly described as follows:
1. Site Work
a. Construct inlet and discharge water mains, appurtenances for the water mains and drain lines, including cut-ins to existing water main, adapters, valves, pipe supports and miscellaneous fittings.
b. Site grading, sub-grade preparation and associated foundation preparation and earthwork for new pre-constructed pump station building.
c. Site grading and reinforced concrete pad for stationary generator set.
d. Site grading and reinforced concrete pad for potable stainless steel water storage tank.
e. Installation of new concrete electrical transformer pad and underground electrical conduit and wire from transformer to new pump station.
2. Pressure Booster Pump Station for Potable Water.
a. The mechanical and electrical pump station improvements shall be installed inside of a pre-constructed building provided and delivered to the construction site by the USFS. The Contractor shall prepare the foundation sub-grade for this building and be responsible for the proper placement of it including leveling and connection to utilities.
b. The new station is designed to enclose a 150 gallon per minute domestic service booster pump, 1,500 gallon per minute NSF 20 UL listed fire pump, hydro-pneumatic tank with jockey pump to be provided as a complete package ready for installation by the Contractor. Also included

U.S. Forest Service are piping manifold, drainage line to the existing nearby irrigation sump station wet well, associated piping, valves, small HVAC unit and other miscellaneous appurtenances.
c. Electrical and signal improvements associated with the new pump station including panels, wiring, building lighting, pressure controls and alarms.
3. Water Storage Tank for Potable Water.
a. A stainless steel water storage tank tall shall be installed adjacent the pump station building. Water shall be delivered to this tank by means of a new connection to the existing water main and the level controlled by a float valve installed in the tank. This tank shall provide supply to the suction side of the new pumps.
b. The new water storage tank shall include an inlet baffle to prevent the turbulent entrainment of air which might otherwise result from the entrance of water at the top of the tank. This arrangement is necessary to provide an air gap isolating the potable water delivered to the nursery from the supply line.
c. The tank shall include overflow, drainage, inlet and outlet piping with associated valves.
4. Emergency Generator.
a. A stand-by diesel engine driven generator set, auto-transfer switch with enclosure and silencer with controls and associated power conduits and wires to the pump station shall be provided and installed.
b. The generator set shall be installed adjacent to the pump station building as shown on the Drawings.
D. Work Covered by Contract Documents
1. The work to be accomplished includes mobilization, setup, and coordination with Contracting Officer, restoration, placement, testing, collection and disposal of non-usable fill, and equipment and materials to effectively provide an operational booster pump station system. Contractor shall be responsible for field layout of the materials and equipment and safety.
2. Proper cleaning and disinfection of the waterlines shall include all material, equipment, facilities and manpower. Water bacteria testing shall be completed by the Contractor and submitted to the Contracting Officer at the conclusion of the project.
4. Site cleanup and demobilization.
5. Repair of any damage to nursery facilities damaged by Contractor’s work.

E. Measurement and Payment
1. The contract price shall constitute full compensation for furnishing all plant, labor, tools, materials, supplies, appurtenances, taxes and incidentals and performing all operations necessary to construct and complete all items in accordance with these specifications and applicable drawings, including surveying performed by the Contractor.
F. Work/Contract Limits
1. All work shall be confined to within the fenced nursery property and the limits as shown on the Drawings.
G. Suggested Work Sequence
1. Prepare building site and install all required yard piping and electrical utilities except for water main tie-ins and transformer connection. Disinfect water piping.
Construct water storage tank pad and generator pad. Connect drain line to existing irrigation recycle station.
2. Coordination for placement of the building, see Section 01005 and 02200 for additional information regarding entity responsibilities for building placement.
Work should also begin on the installation of pump equipment, valves, interior piping and electrical equipment including lighting and HVAC. Install and disinfect storage tank and generator set on concrete pads.
3. Install piping vault. Cut into existing water lines, plug as shown on the Drawings and route potable water through by-pass piping in vault.
4. Complete electrical and signal conduit and wire installation. Complete electrical control panel and alarms
5. Test and start up potable water booster system
6. Complete site grading and final clean-up.
H. Constraints
1. The Contractor shall comply with the requirements of rules and regulations of Oregon Department of Health and shall comply with conditions as established by the Medford Water Board. Contractor shall coordinate necessary interruptions of water service with the Contracting Officer, providing a minimum of 72 hours notice. Interruptions shall be limited to a duration of 4 hours per occurrence.
2. Necessary electrical power interruptions shall be of brief duration and coordinated with the Contracting Officer.

b. Construct cut-ins to existing water main, adapters, valves, pipe and valve supports and miscellaneous fittings.
2. Backflow Preventer
a. The double-check valve assembly backflow preventer and isolation valves shall be installed inside the specified precast concrete utility vault. The Contractor shall prepare the foundation sub-grade for this vault and be responsible for the proper placement of it including leveling and connection to the waterline.
b. Also included is a vault drainage line to the vault subgrade.
D. Work Covered by Contract Documents
1. 3. Place delivered vault. Install and disinfect check and isolation valves, reducers (if required) and connecting piping.
4. Test, disinfect and repressurize downstream water transmission line.
5. Complete site grading and final clean-up.

COORDINATION
1. GENERAL
A. The Contractor shall coordinate his work with the following:

B. Any information shown as to the location of existing utilities, topography, or structures has been compiled from the best available sources, but is not guaranteed to be accurate. The Contractor shall investigate and verify the disposition of interfering utilities and structures ahead of the work. The Contractor shall notify all utility companies concerned at least 48 hours prior to any work in which those utilities may be involved. Any utilities or structure damaged by the Contractor's operation shall be repaired or replaced in accordance with the requirements of the utility company and at the sole expense of the Contractor. Any damage shall be immediately reported to the affected owner or company. Neither the USFS nor its agents shall be responsible to the Contractor for damages as a result of underground utilities not shown on the Plans, or being in a location other than that shown on the Plans.
C. The Contractor shall provide emergency telephone numbers in the event of property damage or other possible emergencies.
D. If the Contractor encounters existing facilities, which shall prevent the construction, he shall promptly notify the Contracting Officer so that field revisions can be made. The expense of any associated delay shall be borne by the Contractor without additional cost to the USFS.
E. At locations where the Contractor's operations may damage or disturb existing facilities, no work shall be started until the owner of such facilities has arranged for the protection thereof. The Contractor shall be solely responsible to the owners of such facilities for any damage, injury, suits, actions, claims, or expenses resulting from the Contractor's operations.
F. All trench excavations and structure excavations within two (2) feet of any existing underground utility shall be performed by hand methods in accordance with state laws.
G. Cleanup and restoration work shall be completed in conjunction with the construction of each part of the project. The Contractor shall exercise every reasonable effort to maintain streets and property clean and clear of excess excavation, debris, dirt, and other materials.
