This is notification to provide Architectural and Engineering Services for design of the Hells Canyon Boat Launch and related site work on the Whitman Ranger District of the Wallowa Whitman National Forest.

Estimated start date is within 5 days from award with a project completion date of May 31, 2015.

This prospectus presents project criteria and functional needs for the assessment of the Hells Canyon Boat Launch Facility and other related site improvements at the Hells Canyon Visitor’s Center.

The Hells Canyon Boat Launch is located ½ mile downstream of Hells Canyon Dam in the Hells Canyon National Recreation Area. The overall site consists of a Visitor’s Center, a concrete Boat Launch with attached raft staging area, elevator, boat dock, raft slide, parking areas and out buildings. In the spring of 2012, the Hells Canyon Creek watershed endured a rain on snow event that damaged the existing dock facility. This event combined with the fluctuating flows from Hells Canyon Dam has left the boat launch facility undermined and the dock inoperable. In the spring of 2014, the dock floats were removed from their substructure. In 2013, the forest began engaging partners to assist with the long term assessment for the site. The Forest received a grant from the Oregon Marine Board to assess the structural integrity of the boat launch, perform a hydrographic analysis of the area immediately adjacent to the boat launch and dock, perform a structural review of the boat dock and submit recommendations for future repairs.

DESCRIPTION OF WORK

The work of this contract shall include site survey of the immediate area around boat launch and boat docks, underwater survey and structural/hydraulic engineering reports offering both diagnosis of existing issues and recommendations for future remedial actions.

Government review of submittals and shop drawings shall not relieve the Contractor of the responsibility for any errors that may exist. The Contractor is responsible for the information included in the deliverables. All engineering reports, documents and drawings shall be stamped by a Professional Engineer licensed in the State of Oregon.

This contract includes one Base Item and three Optional Items. The base item includes engineering reports and drawings related to the hydrographic survey and assessment of the area immediately adjacent to boating facilities (dock and launch). Also included in the base items is the structural assessment of the boat launch stability and submitting engineering reports evaluating existing condition of boat launch and making recommendations with alternatives and preliminary estimates for remedial actions.

Optional item #1 includes assessing roadway access problems regarding ingress to the boat launch, providing engineering reports and drawings related to vehicle and trailer access to the boat launch, and providing a recommendation for remedial action.

Optional item #2 includes performing structural review of Boat Dock, providing engineering reports and drawings related to the hydraulic and structural assessment and recommendations of remedial action for the boat dock facility. Reuse of the existing structure is preferred.

Optional item #3 includes analyzing accessibility to the dock, providing engineering reports and drawings related assessing the feasibility of American with Disabilities Act compliant Accessibility, and submitting recommendations for replacing existing accessibility elevator with accessible trail system.

All plans, specifications, cost estimates, and calculations shall be furnished to the Government on CD’s in the following format:

a. All drawings: AutoCAD 2013

b. Project Specifications: Microsoft Word

c. Calculations: Microsoft Excel or Disclose Program used to Generate Calculations

d. Cost Estimates: Microsoft Excel

e. Provide Six Sets of Hard Copy Review Documents

SUBMITTAL PROCESS

Pre‐Engineering: Neither a site survey nor geotechnical analysis has been completed. This data shall be obtained by the Contractor for use in the assessment, recommendations and future design.

First Draft Submittal (30% Preliminary Report) by Contractor: The contractor shall provide a document outlining findings of initial site visit.

Second Draft Submittal (90% Draft Report) by Contractor: The contractor shall provide a summary of findings during site visit(s), an assessment of structural integrity of the awarded items, an assessment of hydraulic forces acting on awarded items, and recommendations of remedial actions to be taken on awarded items.

Final Draft Submittal (Construction Documents) by Contractor: In addition to the items from the Second Draft submittal, the contractor shall provide the preliminary cost estimates of recommended remedial actions.

Project Completion

WORK PROGRESS SCHEDULE

Project must be completed with Final Draft of submittal documents accepted by the Forest Service by May 31st, 2015 with final payment made by June 30th, 2015. To ensure adequate planning and execution of the work within the contract time, and to assist the Contracting Officer in appraising the reasonableness of schedule proposal and progress, the Contractor shall furnish a work progress schedule.

GENERAL SITE REQUIREMENTS

A site survey shall be completed by the Contractor. This survey shall include the immediate area of the boat launch and boat dock facilities. The site survey should also include the underwater portions of land immediately adjacent to the boat launch and dock structures.

PROJECT LOCATION

From Halfway, OR, proceed East on State Highway 86 approximately 18 miles to Oxbow, OR. Continue across the Snake River and turn left on Hells Canyon Road (Idaho Power Road). Continue 22 miles to Hells Canyon Dam. Proceed across the dam and follow Hells Canyon Road for another mile to the Hells Canyon Visitor’s Center.

USE OF PREMISES DURING THE PROJECT

The contractor shall work with the Contracting Officer to locate staging areas for equipment and materials.

Existing facilities may not be used except with the agreement of the CO.

Closure of the boat launch may be allowed for short durations with prior written consent from the CO.

Idaho Power may assist with flow volume adjustments to facilitate site assessment. This arrangement is subject to natural runoff conditions and Idaho Power’s ability to meet its responsibilities. Contractor must coordinate and communicate with the CO and Idaho Power regarding scheduling of in water assessment activities immediately following award.

GOVERNMENT’S RIGHTS

The Government shall have unlimited rights in all drawings, designs, CAD drafting files, specifications, notes and other works developed in the performance of this contract. This includes the right to incorporate them in any other government design or construction without additional compensation to the Contractor. The Contractor hereby grants the Government a fully paid up license throughout the world to all such works to which he may assert or establish any claim under design patent or copyright laws.

RESPONSE TO REQUEST FOR QUOTATIONS AND SELECTION CRITERIA

Selection shall be based on demonstrated competence and qualification.

Contractors shall be evaluated in terms of the following:

a. Professional qualifications necessary for satisfactory performance of required services;

b. Specialized experience and technical competence in the type of work required, including, experience in hydrographic and structural analysis and design of boating facilities on sites with extreme water fluctuations;

c. Capacity to accomplish the work in the required time; and

d. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

An excellent rating would be achieved if quoter had completed 1-2 projects of similar size and complexity as this project within the last 2 years and if the quality of work on all projects was rated highly by all customers contacted.

This contract is being procured in accordance with the Brooks Act (P.L. 92-582) as implemented in FAR Subpart 36.6. A single firm will be selected for negotiation based on demonstrated competence and qualifications for the required work.

The Government anticipates award of a firm fixed price contract for the services described in this synopsis. This project is advertised as a total small business set-aside. Submittals from firms who do not meet the small business requirement will not be considered. The NAICS Code for this project is 541330 and the Size Standard is $15 million. All interested firms who meet the small business size standard and choose to submit a Standard Form 330 will be considered. In accordance with FAR clause 52.204-7, System for Award Management (JUL 2013), all contractors doing business with the federal government must be registered in the System for Award Management (SAM) database prior to any award.

The contract for Architectural and Engineering Services will be negotiated. The firm rated by the Evaluation Board (EB) as the most qualified shall receive the Request for Quotation package with the terms and conditions applicable to any resultant contract. Should the Forest Service and selected contractor be unable to reach an agreement on a fee and contract terms, the negotiations will be terminated and the Forest Service will enter in to negotiations with the next highest ranked firm.

Estimated price range is between $25,000 and $100,000.

Responses to this announcement will be considered for selection and shall include the following:

h. 30 page Maximum Hard Copy Construction Document Sample from a Relevant Past Project.
