This solicitation is issued under the provisions of the AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009.

Provide all labor, materials, supplies to complete bridge replacement per specifications contained in this contract.

SECTION C - DESCRIPTION OF WORK

C.1 DESCRIPTION OF WORK:

The intent and purpose of this contract is the procurement and installation of the Bear Creek Bridge Replacement - The Contractor shall furnish all necessary labor, materials, equipment, transportation and supervision to procure and install the Bear Creek Bridge on Trail Number 3225. Work includes, but is not limited to the minor site preparation and installation of a new, untreated bridge at the designated site and reshaping the approaches to blend with the finished bridge elevation. The old bridge has been removed and the site is accessible for installation.

Option Item A

NF Walla Walla Bridge Replacement - The Contractor shall furnish all necessary labor, materials, equipment, transportation and supervision to remove the existing NF Walla Walla River Bridge on Trail Number 3222, procure and install a new untreated bridge. Work includes, but is not limited to the minor site preparation after removal of the existing bridge, and installation of a new, untreated bridge at the designated site and reshaping the approaches to blend with the finished bridge elevation.

C.2 PROJECT LOCATION:

The Bear Creek Bridge Replacement: the project is located on the Walla Walla Ranger District of the Umatilla National Forest. Take Washington Highway 125 South from Walla Walla, WA toward Milton-Freewater, OR. Washington Highway 125 becomes Oregon Highway 11 at the Stateline. At the south end of Milton-Freewater, turn left and follow the Walla Walla River Road to Harris County Park, approximately 11 miles. Approximately 0.75 beyond Harris county Park is the BLM SF Walla Walla River Trailhead and the beginning of Trail # 3225, SF Walla Walla Trail. Follow the trail approximately 4.2 miles upstream (motorcycle, foot, mtn. bike, horse only) to the Junction of Trail # 3223 Table Sprs.-Bear Cr. The Bear Creek bridge replacement site is visible from the junction.

The NF Walla Walla Bridge Replacement is located as follows. There are two ways to access the NF Walla Walla Bridge Replacement site. Take Trail # 3223 from the jct. with Trail #3225 for approximately 2.3 miles to Cub Saddle. Follow Trail #3222 North out of the saddle for approximately 3.9 miles to the site. Alternatively, take the Mill Creek Road from the East end of Walla Walla approximately 14 miles to FSR 65, Tiger Canyon Road. Turn right and follow FSR 65 approximately 7.5 miles to Tiger Saddle and the jct. with FSR 6511. Turn right and follow FSR 6511 approximately 2 miles to the jct. with Trail # 3224 on the left. Follow Trail #3224 downhill to the jct. with Trail # 3222, and turn right. Follow Trail # 3222 down canyon to the NF Walla Walla Bridge site.

C.5 MEASUREMENT AND PAYMENT

a) Refer to Standard Specification 109 for details on measurement and payment.

C.6 SAFETY

The contractor shall provide the crew with proper safety equipment, which includes, but is not limited to: Hardhats, hearing protection, eye protection, gloves, chaps, nonskid boots, etc.

The Contractor and the Contractor’s employees shall adhere to all safety regulations and guidelines applicable to this type of work. It is the contractor’s responsibility to know what safety regulations and guidelines are applicable to this type of work. The Contractor shall provide a written, job-specific safety plan for the inherently hazardous conditions that exist during operations. The Contractor’s safety plan shall identify and describe any inherently hazardous conditions and specific actions to reduce these hazards. This plan shall be provided to the Contracting Officer at the pre-work conference. Work shall not commence on this project if the Contractor fails to provide a safety plan. Inherently hazardous conditions that could lead to serious injury or loss of life are lacerations from saws, slips and trips from uneven terrain, hidden obstacles of slope of ground, driving and weather conditions. These are not inclusive.

C.7 PERFORMANCE REQUIREMENTS

a. Adhere to all Standard Specifications, Special Project Specifications, and Drawings for the Construction.

b. Communicate with the CO and COR as to progress, location, and completion of items.

c. Adhere to all Contract Requirements listed herein.

d. Adhere to all requirements of Region 6 Fire Protection Requirements.

Special Project Specification

736.01 Geocell.

Furnish geocell material consisting of sheet strips fabricated from high-density polyethylene (H.D.P.E.), connected in series at off-set, full-depth ultrasonic seams aligned perpendicular to the longitudinal axis of the strips. When expanded, the interconnected strips form the walls of a flexible, three-dimensional cellular confinement structure into which the specified infill material is placed.

736.02 Requirements. Furnish geocells consisting of polyethylene material treated to resist ultraviolet degradation and conforming to the requirements shown in table 736-1.

Section 260 - Geocell Abutment Stabilization

Description

260.01 Work. Construct geocell abutment stabilization at each abutment using Presto Geoweb Cellular Confinement System, Webtec TerraCell, or approved equal in accordance with the plans and manufacturers recommendations.

260.02 Requirements. Ensure that material conforms to specifications in the following subsections:

260.03 General. Perform the work specified in Section 206. Use ditches, grading or similar methods to prevent surface runoff that may occur during inclement weather from ponding in the foundation excavation.

260.04 Geotextile Installation. Place the geotextile according to Section 221 or AS SHOWN ON THE DRAWINGS. Ensure that the surface upon which the geotextile is to be placed is uniform and is reasonably smooth and free of obstructions, depressions, and debris that could damage the geotextile. Have the surface approved by the CO prior to placing geotextile.

Lay the geotextile without tension, stress, wrinkles or creases. Sew or overlap adjacent strips a minimum of 12” at joints. Insert securing pins through both strips of overlapped geotextile at minimum intervals of 3 feet, but no closer than 2 inches to each edge, to prevent the geotextile from being displaced.

Have the installed geotextile approved by the CO prior to setting the geocells.

260.05 Geocell Installation. Place the geocell sections directly on the prepared subgrade. Expand the geocell sections into position at the grades and lines AS SHOWN ON THE DRAWINGS. Hold the expanded geocell sections with suitable “stretcher frames”, steel stakes driven inside selected outer cell walls, or other similar methods as allowed by the geocell manufacturer prior to filling. Ensure that the individual cells have been expanded to the minimum dimensions required by the manufacturer. If necessary field cut sections as per the manufacturer’s recommendations to the lines SHOWN ON THE PLANS.

Connect geocell panels in accordance with the manufacturer’s recommendations.

260.06 Infill Placement. Furnish the CO with the manufacturer’s specific recommendations for backfilling prior to placement of the geocells.

Place coarse granular backfill meeting subsection 703.03 into the expanded cells with equipment appropriate for the site conditions such as a backhoe or a front-end loader. Do not drop infill material more than 3 feet to avoid damage or displacement of the cell walls.

Overfill the geocell cells and level to a minimum of 2 inches above the top of the cell walls. A front-end loader may be used to place the infill provided that it only traffics above geocell sections that have been filled and covered with the minimum 2 inches of additional material. Compact the infill material with a vibratory plate compacter. Operate compaction equipment over the full width of the geocell until visible deformation of the infill ceases. Make at least three complete passes. Grade the surface to be ½ inch above the top of the cells. Ensure that the cell walls are not exposed after fine grading is completed.

Use the geocell manufacturer’s specific recommendations for backfilling if they are more stringent than stated above.

Measurement

260.07 Method. Use the method of measurement that is DESIGNATED IN THE SCHEDULE OF ITEMS.

Payment will be based on the contract unit price of geocell material placed and accepted. This will be exclusive of wastage and material placed outside the neat lines SHOWN ON THE PLANS.

260.08 Basis. The accepted quantities will be paid for at the contract unit price for the PAY ITEM DESIGNATED IN THE SCHEDULE OF ITEMS.

The cost for furnishing and placing the Coarse Granular Backfill required for geocell infill is incidental to this pay item and no separate payment will be made.

The cost for furnishing and placing geotextile for the geocell installation is incidental to this pay item and no separate payment will be made.

Ensure that the polyethylene material used to fabricate the geocell sections is treated to resist ultraviolet degradation and that it conforms to the following:

Crack Resistance (ESCR) ……… 2000 hour per ASTM D1693 Use strips with a sheet thickness, of 1.27 mm -5% +10% (50 mil -5% +10%) tested per ASTM D5199. Thickness shall be determined in the flat, before any surface texturing or other surface disruption.

Ensure that cell seam strength is uniform over the full depth of the cell. Test short-term peel strength per U.S. Army Corps of Engineers Technical Report GL-86-19, Appendix A. Provide a minimum seam peel strength of 2000 N (450 lb) for the 203 mm (8.0 in) depth cell.

Test seam hang-strength for a period of 30 days minimum at room temperature. Room temperature is defined in ASTM E41. Use test samples made by welding two 102 mm (4 in) wide polyethylene strips together. Ensure that a test sample consisting of two carbon black stabilized strips supports a 72.5 kg (160 lb) load for the test period and that a test sample consisting of carbon black stabilized strip and a HALS stabilized strip supports a 63.5 kg (140 lb) load for the test period.

Furnish the CO with a certificate signed by a legally authorized official from the company that manufactured the geocell. Ensure that the certificate attests that the geocell meets the chemical, physical, material and manufacturing requirements stated in the specification. When requested by the CO, furnish a sample of the geocell from each lot for verification testing.

During shipment and storage, wrap the geocell in heavy-duty protective covering. Protect the geocell from mud, soil, dust, debris and sunlight prior to installation.

Design Quantity--“Design quantity” is a Forest Service method of measurement from the FS-96 Forest Service Specifications for the Construction of Roads and Bridges. Under these FP specifications this term is replaced by the term “Contract Quantities”.

Forest Service--The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Neat Line--A line defining the proposed or specified limits of an excavation or structure.

Pioneer Road--Temporary construction access built along the route of the project.

Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

203.03 Salvaging Material.

Salvage, with reasonable care, all material designated to be salvaged. Unless shown on the plans, salvage all large diameter logs (greater than 12 inches in diameter), and place them in the channel as directed. Collect as much hardware as possible during removal operations or after burning in accordance with subsection 203.05(b), and remove hardware from the project in accordance with subsection 203.05(a). Salvage existing concrete aprons, where they exist. Where the concrete is unsupported and easily broken, break the material into smaller chunks (12 – 24 inches on a side) and maneuver material into the most stable position possible; bury or cover visible concrete as much as possible, in accordance with subsection 203.05(c)

203.05 Disposing of Material.

Delete this subsection and add the following:

Dispose of debris and unsuitable and excess material as follows:

(a) Remove from project. Recycle or dispose of all collected hardware from log bridge removal operations at all sites, and remove all dimensioned (sawn) lumber from wilderness sites by packing or flying it out. Remove materials off National Forest System Lands. Recycle materials wherever possible. Furnish a statement documenting the nature and quantity of material processed or sold for recycling or disposal.

(b) Burn. Where shown on plans, burn railing, posts, and planking.. Coordinate burning operations with the District Fire Management Organization. Obtain necessary burning permits. Furnish a copy of the burning permits before burning begins.

Burn using high intensity burning processes that produce few emissions. Examples include incinerators, high stacking, or pit and ditch burning with forced air supplements. Provide a competent watchperson during the burning operations.

When burning is complete, extinguish the fire so no smoldering debris remains. Dispose of unburned material according to (a) above.

(c) Bury. Cover the salvaged concrete aprons with boulders that are available on-site. Maneuver boulders to cover visible concrete as much as possible. Boulders can be placed up to one foot in front of the concrete apron adjacent to the stream; align boulders with the natural bank/edge of water to prevent constriction of the flow under the bridge.

Section 260 - Geocell Abutment Stabilization

Description

260.01 Work. Construct geocell abutment stabilization at each abutment using Presto Geoweb Cellular Confinement System, Webtec TerraCell, or approved equal in accordance with the plans and manufacturers recommendations.

Materials

260.02 Requirements. Ensure that material conforms to specifications in the following subsections:

Construction

260.03 General. Perform the work specified in Section 206. Use ditches, grading or similar methods to prevent surface runoff that may occur during inclement weather from ponding in the foundation excavation.

260.04 Geotextile Installation. Place the geotextile according to Section 221 or AS SHOWN ON THE DRAWINGS. Ensure that the surface upon which the geotextile is to be placed is uniform and is reasonably smooth and free of obstructions, depressions, and debris that could damage the geotextile. Have the surface approved by the CO prior to placing geotextile.

Lay the geotextile without tension, stress, wrinkles or creases. Sew or overlap adjacent strips a minimum of 12” at joints. Insert securing pins through both strips of overlapped geotextile at minimum intervals of 3 feet, but no closer than 2 inches to each edge, to prevent the geotextile from being displaced.

Have the installed geotextile approved by the CO prior to setting the geocells.

260.05 Geocell Installation. Place the geocell sections directly on the prepared subgrade. Expand the geocell sections into position at the grades and lines AS SHOWN ON THE DRAWINGS. Hold the expanded geocell sections with suitable “stretcher frames”, steel stakes driven inside selected outer cell walls, or other similar methods as allowed by the geocell manufacturer prior to filling. Ensure that the individual cells have been expanded to the minimum dimensions required by the manufacturer. If necessary field cut sections as per the manufacturer’s recommendations to the lines SHOWN ON THE PLANS.

Connect geocell panels in accordance with the manufacturer’s recommendations.

260.07 Infill Placement. Furnish the CO with the manufacturer’s specific recommendations for backfilling prior to placement of the geocells.

Place coarse granular backfill meeting subsection 703.03 into the expanded cells with equipment appropriate for the site conditions such as a backhoe or a front-end loader. Do not drop infill material more than 3 feet to avoid damage or displacement of the cell walls.

Overfill the geocell cells and level to a minimum of 2 inches above the top of the cell walls. A front-end loader may be used to place the infill provided that it only traffics above geocell sections that have been filled and covered with the minimum 2 inches of additional material. Compact the infill material with a vibratory plate compacter. Operate compaction equipment over the full width of the geocell until visible deformation of the infill ceases. Make at least three complete passes. Grade the surface to be ½ inch above the top of the cells . Ensure that the cell walls are not exposed after fine grading is completed.

Use the geocell manufacturer’s specific recommendations for backfilling if they are more stringent than stated above.

Measurement

260.07 Method. Use the method of measurement that is DESIGNATED IN THE SCHEDULE OF ITEMS.

Payment will be based on the contract unit price of geocell material placed and accepted. This will be exclusive of wastage and material placed outside the neat lines SHOWN ON THE PLANS.

Payment

260.08 Basis. The accepted quantities will be paid for at the contract unit price for the PAY ITEM DESIGNATED IN THE SCHEDULE OF ITEMS.

The cost for furnishing and placing the Coarse Granular Backfill required for geocell infill is incidental to this pay item and no separate payment will be made.

The cost for furnishing and placing geotextile for the geocell installation is incidental to this pay item and no separate payment will be made.

(1) Proposed concrete placement schedule.

(2) Review approved concrete mix design and determination of batch weights.

(3) Discuss Section 153, Contractor Quality Control, minimum frequency schedule for process control sampling and testing (to be performed by the Contractor).

(4) Discuss batching, mixing, placing, and curing requirements.

(5) Discuss Subsections 106.03, Certification, and 106.05, Statistical Evaluation of Material for Acceptance.

552.11 Handling and Placing Concrete.

Use an approved form release agent to produce a minimum of staining, air holes, and hydration discoloration.

552.12 Construction Joints.

Do not allow public traffic on the bridge until approaches, curbs, and bridge rail are completed and in-place. Erect barricades at each end of bridge spans when road approaches allow vehicles to drive directly onto the structure.

Concrete compressive strength, structural steel tensile strength, finish and designation, timber species, grade, and treatment, and other material specifications shall be as required or if not listed in the contract documents, take them from the manufacturer’s drawings, and have them approved by the CO prior to fabrication.

Construction Requirements

571.03 Design Requirements. For required design standards, as well as use the most recent AASHTO “Standard Specifications for Highway Bridges”.

When design of the structure is required, submit plans and calculations signed by a professional engineer registered in the state where the bridge will initially be located or in the state where the fabricator’s offices are located.

Use durable materials to allow transportation and installation without using specialized construction equipment. Design bridges to allow transportation by helicopter or pack animals and complete construction by manual labor. Use design techniques and fabrication methods to minimize field installation difficulties. Fabricate primary components from timber.

571.04 Design Drawings. Submit design drawings, calculations, and/or shop drawings at least 30 days in advance of the start of fabrication to allow time for review and correction of any changes and approval by the CO. Include plan, elevation, and section views of the timber bridge superstructure, dimensions of all components, welding and connection details, and general and specific notes regarding design and construction.

571.05 General. Perform excavation, backfill, and embankment work under Sections 204 and 209.

Dispose of all debris resulting from operations in accordance with Section 203 or as shown on the plans..

571.06 Performance. Notify the CO at least 7 days before delivering the bridge and after approval of the Aviation Schedule.

Install prefabricated primary superstructure components immediately upon delivery to the project site. Support and stack all minor components not immediately installed to prevent damage. Furnish and install blocking to support all components at least 12 inches above the ground.

Furnish all tools, devices, special equipment, and material needed for installation in well-marked watertight containers suitable for long-term, outdoor storage.

571.07 Abutments and Approaches. Construct required abutments, bearings, and caps according to Division 550. Construct approaches, including excavation, backfill, and geotexiles, according to sections 204 and 209.

571.08 Contractor-Furnished Prefabricated Bridge Superstructure.

(a) Furnish the following items for approval 21 days prior to fabrication of the bridge components:

(1) Complete design calculations, including all assumptions and references to design standards. Calculations are to be completed by or under the direct supervision of a Professional Engineer registered in the state where the bridge will be located or the primary structural components fabricated. Supply calculations in a calculation book, complete with an index. Stamp the front cover of the calculation book using the seal of the professional engineer who performed or otherwise directly supervised and reviewed the calculations, as licensed in the state where the bridge will be located or the primary structural components fabricated.

(2) Complete installation instructions and shop drawings. Provide drawings that are black line, of reproducible quality, on ANSI sheet size D (24 inches by 36 inches) and that are stamped by a Professional Engineer registered in the state where the bridge will be located or the primary structural components fabricated. Furnish the same information in an approved electronic format (Portable data format, .pdf)

(b) Furnish the following items for approval 14 days prior to delivery of the bridge components:

(1) Supplier or inspection agency certification of wood species and grade of all timber and a conformance certificate for all sawn and glued laminated members.

(2) Certification of structural steel, fasteners, and hardware.

(3) Certification of galvanizing process used.

(4) Steel fabricator certification that steel fabrication and quality control meet the requirements of the AISC Code of Standard Practice; and that all welding meets the requirements of ANSI/AASHTO/AWS D 1.5 Bridge Welding Code.

(5) A complete list of all bridge components, hardware, and fasteners.

Tag each major component of the bridge superstructure with the same project identification number in a location that is clearly visible, both when stacked in storage and erected at the site. Ensure that each bridge is packaged separately and clearly identified to avoid misdelivery.

Assemble the bridge superstructure prior to delivery to assure proper fit-up of all components. Notify the CO of the assembly 7 days before assembly.

571.09 Acceptance. Furnish a production certification for timber, including glued-laminated lumber, structural steel, and fabricated steel. Furnish a certification for all fasteners, hardware, and the galvanizing processes.

Measurement

571.10 Measure the Section 571 items listed in the bid schedule according to Subsection 109.02.

Payment

571.11 The accepted quantities, measured as provided in Subsection 109.02 and above, will be paid at the contract price per unit of measurement for the Section 571 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Section 726 - Geocell Furnish geocell panels consisting of sheet strips fabricated from high-density polyethylene (H.D.P.E.). which are connected in series at off-set, full-depth ultrasonic seams, aligned perpendicular to the longitudinal axis of the strips. When expanded, the interconnected strips form the walls of a flexible, three-dimensional cellular confinement structure into which the specified infill materials can be placed.

Ensure that the polyethylene material used to fabricate the geocell sections is treated to resist ultraviolet degradation and that it conforms to the following:

(a) Density ………………………… 0.935-0.965 g/cm3 per ASTM D1505

(b) Environmental Stress

Crack Resistance (ESCR) ……… 2000 hour per ASTM D1693 Use strips with a sheet thickness, of 1.27 mm -5% +10% (50 mil -5% +10%) tested per ASTM D5199. Thickness shall be determined in the flat, before any surface texturing or other surface disruption.

Ensure that cell seam strength is uniform over the full depth of the cell. Test short-term peel strength per U.S. Army Corps of Engineers Technical Report GL-86-19, Appendix A. Provide a minimum seam peel strength of 2000 N (450 lb) for the 203 mm (8.0 in) depth cell.

Test seam hang-strength for a period of 30 days minimum at room temperature. Room temperature is defined in ASTM E41. Use test samples made by welding two 102 mm (4 in) wide polyethylene strips together. Ensure that a test sample consisting of two carbon black stabilized strips supports a 72.5 kg (160 lb) load for the test period and that a test sample consisting of carbon black stabilized strip and a HALS stabilized strip supports a 63.5 kg (140 lb) load for the test period.

Furnish the CO with a certificate signed by a legally authorized official from the company that manufactured the geocell. Ensure that the certificate attests that the geocell meets the chemical, physical, material and manufacturing requirements stated in the specification. When requested by the CO, furnish a sample of the geocell from each lot for verification testing.

During shipment and storage, wrap the geocell in heavy-duty protective covering. Protect the geocell from mud, soil, dust, debris and sunlight prior to installation.
