C.1 STATEMENT OF WORK/SPECIFICATIONS - AGAR 452.211-72 (FEB 1988)

(REVISED 3/10/2010)

The Contractor shall furnish the necessary labor, materials, equipment, and incidentals required for the replacement of 30 double hung window sashes and minor repairs on 5 other windows at the Timberline Lodge in the Mt. Hood National Forest. High coordination is required between the Forest Service and Contractors to minimize the disruptions to the ongoing hotel operations. The Contractor will only be allowed to install/repair windows between the dates of April 1st to June 1st and also from September 7th to November 15th which are considered the shoulder or slower season for hotel operations.

Optional items include replace 5 double hung window sashes and repairs on 6 other windows.

The Government Estimate is between $100,000 and $250,000 (Base +Options).

1.PART 1 - GENERAL

TIMBERLINE LODGE WINDOW REPLACEMENT (REVISED 3/10/10)

1.01 SUMMARY

A. This project is to replace and repair windows in the historic Timberline Lodge located in the Mt Hood National Forest, Mt Hood, Oregon.

1. This project includes but is not limited to: demolish/remove old window sashes, build and install new window sashes, install dual glazed window units, replace operating cords and weights, install weather stripping, hardware, sand and refinish window sill, window stop, header and casing to match existing wood interior finish.

2. Windows are not standard sizes: each window, of each type, vary in size.

a. Each sash will require detailed measurements to duplicate.

b. Completed windows shall be weather tight and slide smoothly.

3. All work to be in accordance with the Historic Building Preservation Plan HBPP, (106 assessment: TIMBERLINE LODGE, DOUBLE HUNG WINDOW MANAGEMENT PLAN ). See attachment.

4. Replace all window glazing units with double glazing units.

5. Window replacement will occur on the West wing. (see 3.07 WINDOW

SCHEDULE).

6. All removed windows are property of the US Forest Service and shall be turned in to the CO for disposition.

1.02 SUBMITTALS

D. Submit a safety plan for approval to the CO.
1.03 SAFETY
A. Ensure all flammable products are in closed containers.
B. Store all rags and wipes soiled with flammable products in a non-flammable container.
C. All work will be conducted in a safe manner in accordance with OSHA, Federal, State and local regulations.
D. Maintain control of the rooms and work site to ensure hotel guest and employee safety.
E. Control strong paint and varnish odors for Lodge patron safety (exhaust fans).
F. No smoking in the Lodge.
1.04 QUALITY ASSURANCE
A. Products: New, approved for this project.
B. Exception: Where hardware needs to be replaced, the use of authentic period hardware is preferred over new items.
C. Preparation and Workmanship: All work performed will be neat, clean and in compliance with the specifications.
1.05 DELIVERY, STORAGE AND HANDLING
A. Store materials in designated areas kept neat, clean and dry.
B. Maintain stains and chemicals in closed containers.
1.06 PROJECT CONDITIONS
A. Temperatures and weather at the Timberline Lodge can vary hourly. Be advised of weather conditions at the Lodge at 6000’ elevation and schedule work accordingly.
B. Apply coatings only when ambient temperatures are above 40 deg F; do not apply coatings to wet surfaces. Do not apply when relative humidity exceeds 85%.
C. Coordinate room blocking with Lodge Operator, RLK, Co. No rooms will be released without prior scheduling and coordination.

3. PART 3 - EXECUTION
3.01 SCHEDULING
A. Submit window removal and installation schedule to the CO.
B. With schedule approval proceed with coordination of room blocking with RLK, Co.
C. Proceed with window demolition and installation.
D. Rooms must be secure at the end of each work day.
3.02 FABRICATION
A. Fabricate windows to the same appearance and details as the existing windows following the Historic Building Preservation Plan HBPP and 106 window assessment: TIMBERLINE LODGE, DOUBLE HUNG WINDOW MANAGEMENT PLAN. (see attachment).
1. Windows, sash fabricated off project site, delivered and installed.
2. See Window Replacement and Routine Maintenance, (for repairs) in attached window management plan.
3.03 WINDOW REMOVAL AND INSTALLATION
A. Employ a skilled, experienced, historic installer to perform sash fabrication.
a. Minimum 10 years experience in historic trades.
B. Preparation
1. Security and safety
a. Ensure the rooms are kept secure at all times during this project.
b. Utilize appropriate methods to ensure safety of the public.
2. Inspect windows prior to removal to ensure existing wood and substrates will accept new windows and hardware.
3. Do not proceed if substrate problems are encountered. Notify CO.
4. Protect adjacent areas from damage.
5. Demolish windows. Windows and unused hardware are property of the US Forest Service to be turned over to the CO.
C. Removal
1. Remove window interior wood stops and withdraw the sash from the window frame. See SASH REPLACEMENT, window management plan.
a. For Repairs: Take sash to an off-site location and more convenient area to perform repairs, varnishing and double glazing installation
i. All rooms must be secured by the end of the work day.
ii. Temporary inserts in window openings are permitted. Inserts must be neat and match adjacent wood. No screws or nails permitted.

b. Interior stops reinstalled with brass finish wood screws rather than nails to facilitate future removal.

D. Installation
1. Window main framing is to remain. Should any substrate problems with the existing members arise see A.3. of this section.
2. Replace interior sill, window stops and header only if deteriorated beyond restoration.
3. Install new window sash, panes, sash weights and operating cords.
a. Sash weights are to be 14 pounds.
b. Ensure proper operation with new dual glazing.
4. Remove old weather stripping and install new V-spring, copper, metal weather stripping along the bottom of lower sash. (see WEATHERIZATION: window management plan).
5. Paint exterior muntins/astragals and sash gray, matching existing color.
6. Sand and varnish interior of the sash, muntins/astragals, window stops, sill, interior casing and header.
7. Any on-site, touch-up painting or varnishing will require utilizing exhaust fans to control strong odors.
E. Repair
1. Repair exterior sill boards as required, in place, utilizing epoxy repair/injection (see Stabilization: REPAIR ROTTEN WOOD, WEATHERED WOOD and EPOXY REPAIR OF WEATHERED WOOD, window management plan). Sand and paint gray to match existing color.
2. Repair sash, sill, sash cords and weights, hardware and interior finish (see Routine Maintenance, window management plan).
3.04 CLEANING
A. At the end of each workday remove debris and materials associated with this project.
B. Vacuum, clean and return room to original state.
C. Dispose of debris and materials offsite in approved dump site.
3.05 INSPECTION AND CLOSEOUT
A. Request an inspection of each room after work has been completed.
B. Submit documents to CO with request for Application for Payment.
3.06 OPERATION AND MAINTENANCE DATA
A. Submit two sets prior to final inspection, bound in 8 ½ x 11 binders, three D side ring binders with durable plastic covers.
B. Internally subdivide the binder contents with permanent page dividers, logically organized, with tab titling clearly printed under reinforced, laminated, plastic tabs.
C. Contents:
1. Directory, listing names, addresses, and telephone numbers: Contractor, Subcontractors, suppliers and materials.
2. Operation and maintenance instructions.
3.07 WINDOW SCHEDULE
A. BASIC: Odd # rooms – North, Mountain view, Even # rooms – South, Valley view
1. Chalet Rm. 15: Four windows/sashes to be reutilized. Replace single glazed windows with double glazed windows. Replace cords and weights to accommodate heavier sashes (14# weight). Sand and varnish sills, sash, muntins, jams, window stops, headers to match existing color. Install new V spring, weather stripping. Reuse existing hardware. Sand, paint exterior muntins/sash surfaces gray.
2. Guest Rm. 304: Reuse window sash. Replace three double glazed panes (top sash: one cracked – lower middle pane, two broken seals – lower right corner, upper middle). Replace cords and weights to accommodate heavier window sash. Install new V spring, weather stripping. Reuse existing hardware. Sand, paint exterior muntins/sash gray.

a. For Repairs: Take sash to an off-site location and more convenient area to perform repairs, varnishing and double glazing installation
i. All rooms must be secured by the end of the work day.
ii. Temporary inserts in window openings are permitted. Inserts must be neat and match adjacent wood. No screws or nails permitted.

b. Interior stops reinstalled with brass finish wood screws rather than nails to facilitate future removal.

D. Installation
1. Window main framing is to remain. Should any substrate problems with the existing members arise see A.3. of this section.
2. Replace interior sill, window stops and header only if deteriorated beyond restoration.
3. Install new window sash, panes, sash weights and operating cords.
a. Sash weights are to be 14 pounds.
b. Ensure proper operation with new dual glazing.
4. Remove old weather stripping and install new V-spring, copper, metal weather stripping along the bottom of lower sash. (see WEATHERIZATION: window management plan).
5. Paint exterior muntins/astragals and sash gray, matching existing color.
6. Sand and varnish interior of the sash, muntins/astragals, window stops, sill, interior casing and header.
7. Any on-site, touch-up painting or varnishing will require utilizing exhaust fans to control strong odors.
E. Repair
1. Repair exterior sill boards as required, in place, utilizing epoxy repair/injection (see Stabilization: REPAIR ROTTEN WOOD, WEATHERED WOOD and EPOXY REPAIR OF WEATHERED WOOD, window management plan). Sand and paint gray to match existing color.
2. Repair sash, sill, sash cords and weights, hardware and interior finish (see Routine Maintenance, window management plan).
3.04 CLEANING
A. At the end of each workday remove debris and materials associated with this project.
B. Vacuum, clean and return room to original state.
C. Dispose of debris and materials offsite in approved dump site.
3.05 INSPECTION AND CLOSEOUT
A. Request an inspection of each room after work has been completed.
B. Submit documents to CO with request for Application for Payment.
3.06 OPERATION AND MAINTENANCE DATA
A. Submit two sets prior to final inspection, bound in 8 ½ x 11 binders, three D side ring binders with durable plastic covers.
B. Internally subdivide the binder contents with permanent page dividers, logically organized, with tab titling clearly printed under reinforced, laminated, plastic tabs.
C. Contents:
1. Directory, listing names, addresses, and telephone numbers: Contractor, Subcontractors, suppliers and materials.
2. Operation and maintenance instructions.
3.07 WINDOW SCHEDULE
A. BASIC: Odd # rooms – North, Mountain view, Even # rooms – South, Valley view
1. Chalet Rm. 15: Four windows/sashes to be reutilized. Replace single glazed windows with double glazed windows. Replace cords and weights to accommodate heavier sashes (14# weight). Sand and varnish sills, sash, muntins, jams, window stops, headers to match existing color. Install new V spring, weather stripping. Reuse existing hardware. Sand, paint exterior muntins/sash surfaces gray.
2. Guest Rm. 304: Reuse window sash. Replace three double glazed panes (top sash: one cracked – lower middle pane, two broken seals – lower right corner, upper middle). Replace cords and weights to accommodate heavier window sash. Install new V spring, weather stripping. Reuse existing hardware. Sand, paint exterior muntins/sash gray.
