Road 1124, Construction Detour, Traffic Control and Signing

1. Note that the “New Road #1124” shown on the site plan was built under another contract, and the old road was decommissioned. Under this contract, Road #1124 shall be reconstructed as shown on the plan and profile sheet. The old road shall also be reconstructed as shown (as a single-lane road with at least two turnouts) and used as the construction detour for this project (Pay Item 249(02)). The culverts at the stream crossings do not need to be replaced if the water is routed down to Road

#11. Hot mix asphalt (Item 403(01)A) shall be placed on the new Road #1124 from the Road #11 junction to where the grade is less than 1.0% (approx. 150’). The existing aggregate surfacing on the reconstructed part of 1124 shall be used on the detour route, and replaced with 130 cy of Item 304(10). There are also 90 cubic yards of Item 304(10) designated for this detour. Road #1124 and The detour shall be completed and accepted for public use prior to closing Road #11. All public traffic shall be routed onto this detour until the new bridge is accepted for public use. Then the old road shall be decommissioned back to its current condition (Pay Item

210(03)). The contractor shall also furnish and install two “American Recovery and

Reinvestment Act” (ARRA) signs at locations designated by the CO. Each sign shall have an 84”x54” main sign with an 84”x18” plaque mounted on two 14’x4”x4” wood posts (see contract document for additional details). The contractor shall submit a traffic control plan for approval by the CO prior to beginning any work at the site.

Traffic control signing is incidental to Pay Items 601(01) and 249(02).

Staking, Clearing, Staging, & Camping

2. All construction staking shall be the responsibility of the contractor (except for the riprap locations). The precision A & B items are for the Road 11 sections. The precision C item is for the stream channel sections.

3. All felled trees shall be placed in the adjacent forest or on the abandoned roadbed.

Wood, trees, riparian vegetation, and topsoil shall be stockpiled during activities and used for site restoration.

4. Any area within the project limits which is currently cleared or within the designated new clearing limits may be used for staging, stockpiling, or camping (e.g., a watchman’s trailer). Staging areas shall be established outside of the 100-year flood prone area to preclude erosion into or contamination of the stream or floodplain.

In-Channel Work & Dewatering

5. Work that could impact in-stream resources (within the ordinary high water line) may only be done between July 1 and September 30. Culvert removals and other in-channel work shall be conducted in the dry or in isolation from the stream flow by approved means of diverting the water around the work area. The dewatering for the in-channel work may be done by diverting water from upstream of the old Road

1124 to the first culvert down Road #11. At the completion of the channel work, the water shall be put back in the old channels. The other requirements of the MOU and

H clauses shall also be followed. Pay Item 204(19), includes the Erosion & Sediment

Control Plan (including planned dewatering methods), the stream diversion/dewatering, and all erosion and sediment control measures (e.g., silt fences) necessary to minimize sediment from entering the stream channel from project activities.

6. The channel will be re-graded from A-H. The main Road #11 crossing fill (D-E) shall be removed and hauled to one of the designated waste areas. The channel infill material (E-F & G-H) and the Road #1124 crossing material (F-G) may be used for the fill in the lower section (A-C), along with the designated riprap.

7. Riprap boulders shall be added at A and B (about 90 cy. Each location), to form the base of the channel.

8. Open rock weirs shall be placed every 10’ in the re-graded channel using 4-6 boulders in U-shape. Each boulder shall be buried a minimum of ½ its height and spaced 3’ apart. The centers of the weirs shall be staggered, such that the flow line crosses from one sided of the channel to the other about every 75’. The layout of these boulders shall be designated on the ground by the CO.

9. Pay Item 251(01)B, Class 9 Riprap, includes all the riprap boulders for this channel work. The boulders shall all be a minimum of 36” in diameter (or minimum side dimension), with 80% between 36” and 48”. The other 20% may be larger.

Removal of Culverts, Excavation & Embankment, Stream Channel & Riprap

10. The designated existing culverts shall be completely removed and disposed of off

Government land. The excavation for the culvert removals, and the stream channel and roadway excavation shall be measured or paid for as indicated below.

Construction tolerance class shall be ‘A’.

11. All of the stream channel and riprap excavation shall be approved by the CO before placing any streambed or riprap materials. Pay Item 203(11), shall also include the construction of a stream channel bed that is similar in material type (including rock and wood), sizes (boulders, cobbles, gravel and sand), and structure (e.g. riffle or step-pool) to the existing stream channel bed near the crossing.

12. Removal of asphalt paving shall include hauling the old asphalt in the 1130-0.9 waste area to an approved commercial disposal site, as well as the asphalt removed from road 11. This shall be completed and approved prior to placing any waste material in this site.

13. Pay item 203(02) includes the excavation of the in-filled stream channel material upstream of Rd. #11 (E-F & G-H) and the embankment downstream (A-C), including the stream bed construction throughout the embankment length (except for riprap).

Pay item 203(03) includes the excavation and embankment for the bridge approaches (including widening for railing). Pay item 203(10) includes the unsuitable and excess excavation from the new west approach (300 cy), old road fills and stream channel (C-H) (6600 cy), and the new Road #1124 (1780 cy) and detour (820

cy) construction. Excess or unsuitable excavation shall be placed in the designated waste areas #1122-1.7, #1130-0.9, or the 2-Mile Quarry.

Structural Excavation

14. Pay Item 206(01) includes the excavation down to the rock surface at Abutment 1 and the bottom of pile cap at Abutment 2. At Abutment 1, the rock excavation shall not vary more than 3” from the highest to lowest point under each footing. The leveling course is a maximum of 12” thick, and may be eliminated if the contractor chooses to place concrete against the rock surface. The excavation may be lowered up to 3’ if needed to reach the rock elevation (as shown on the structural detail sheet). Conversely, the footings may be raised if the rock is encountered higher up, and they may be at different elevations. In any case, the rock shall be excavated by mechanical or chemical means (not by blasting), and each footing shall be at least 4’

(horizontally) from the edge of the rock face.

Material Sources

15. Riprap or embankment materials may be obtained from conserved on-site excavation, any of the designated Government sources, or from a commercial source. Stream channel bed material may be obtained from on-site materials within the excavation limits, or from commercial sources. Crushed aggregate shall be obtained from commercial sources.

Road 11 Asphalt & Striping

16. Road 11 shall be paved as shown on the plan and profile sheets (Item 403(01)B).

The paved portions of road shall be striped with double solid yellow lines for the centerline, and shall have solid white lines (3’ from each edge of pavement) for fog lines.

Site Restoration; Seeding & Mulching

17. Restoration of the abandoned roadways, including culvert removal areas, shall be completed within five days of the last day of construction. All exposed soil created by the project shall be seeded with seed mix C.
