The design work shall be completed to accommodate the following construction cost limits:
Construction Limits on this contract are $140,000.00 – total for both sites.

Crane Prairie and Allison Guard Stations Alternative Power Generation Project
Scope of Work
INTRODUCTION
The Malheur National Forest wishes to contract with a contractor to develop construction documents and the construction of a photovoltaic (solar), wind, hydro, fuel cell, or geothermal power generation system at two remote guard stations on the Forest.
The goals of the project are to reduce immediate energy costs (currently propane generated) of the
Forest‘s remote guard stations, and to establish the Malheur National Forest as a leader among western forest communities in utilizing alternative energy sources for facility power generation.
BACKGROUND
The Crane Prairie Guard Station (CPGS) is approximately 45 minutes southeast of Prairie City, Oregon.
CPGS has 10 small structures on the compound each having electrical lighting fixtures and receptacles served by a 20kW central propane generator. Major appliances (refrigerator, stove, laundry, and heating units) are propane operated at each structure and will remain propane powered. A spring box water system is disinfected with UV light powered by the propane generator. Appendix J includes a site plan showing CPGS facilities. As-builts for the power distribution system and panel layouts are not available and will be developed with this contract as existing conditions in the final construction documents.
The Allison Guard Station (AGS) is approximately 1.5 hours northwest of Burns, Oregon. 7 structures exist on the compound, each having electrical lighting fixtures and receptacles served by a 20kW central propane generator. Appliances (refrigerator and stove) are propane operated at each structure. A solar well water system serves the compound for potable water. Appendix J includes a site plan showing
AGS facilities. As-builts for the existing distribution system and panel layouts are not available but are to be developed for this contract.
The following General Scope of Work outlines the tasks and additional criteria involved to accomplish these activities.
GENERAL SCOPE OF WORK
Phase I - Design
The contractor will evaluate the current power generation systems in operation at two Guard Stations for the potential to replace the existing propane generator with alternative power generation methods
(hydro, wind, fuel cell, solar, and geothermal) to serve as the primary source of power. After analysis, the contractor will recommend for USFS selection an alternative power generation system that will service the compound at peak power demands. After selection, the contractor will develop Preliminary
Design Documents, Construction Documents, and provide all engineering assistance during construction
(phase II).

Phase II – Construction
All labor and materials necessary for the installation, connection, testing and adjustment of all alternative energy systems designed by this contract and delivered to the Government as a complete installation in all respects ready for use. Installation shall be completed by contractors qualified by experience and state licensure
In addition, if funding becomes available, this project will also provide design services for new power distribution lines throughout each compound. This item will be option item A to be exercised by the FS within 365 days of the Notice to Proceed.
In addition, if funding becomes available, this project will also provide design services for power panels at each building. This item will be option item B to be exercised by the FS within 365 days of the
Notice to Proceed.
Design shall meet the requirements of the most recent edition of the specific design criteria listed in all sections of this contract (including Section J), the most recent Oregon Building Codes, the FS Manuals and Handbooks, and State/Local requirements if more stringent than those listed above.
It is expected that the design will provide features that meet FS requirements and maintain the character of the overall site, to the utmost extent, while utilizing materials that are widely available.
All work will be completed by or under the direct supervision of engineers licensed in the State of
Oregon (as appropriate to the work being performed).
At a minimum the design shall include features that meet the following requirements;
Provide a final design that can be constructed within the planning level estimated budget of
$140,000 for both systems. Options A and B will be exercised should adequate funding be available.
Business operations shall be maintained during construction.
Incorporate a design and construction schedule such that completion of this contract occurs no later than July 1, 2011.
All systems shall be sized for 100% simultaneous loading for lighting and tenant equipment.
The scope of work for phase I of this project is divided into six sections as follows:

The scope of work for phase II of this project includes the following:

The contractor to provide all materials and labor expense to remove old/un-needed system elements, design, installation, testing, starting and maintaining (1 yr) the replacement system designed during phase I.
Task 6 -- Engineering Services During Construction
Warranty:
Use competent personnel supervised and employed by the component or system installation contractor/sub-contractor or manufacturer. Include with new equipment warranty: Preventive maintenance and 24-hour, 7day/week, emergency callback service on all equipment described herein for a period of 12 months commencing on date of final acceptance by the Forest Service.
Systematically examine adjust, clean and lubricate all equipment. Repair or replace defective electrical and mechanical parts using parts produced by the manufacturer of installed equipment.
During maintenance activities, keep equipment rooms and areas in clean condition.
Special Warranty on electrical generation equipment (solar panels, hydro generators, etc) and inverters: Submit a written warranty signed by manufacturer agreeing to replace components within specified warranty period indicated below. Warranty covers failure due to normal conditions of use.
Term: Manufacturer's standard but not less than 5 years after date of installation.
The implementation of both phases of this contract shall be completed according to a schedule submitted to and approved by the contracting officer‘s representive. Work shall not impact existing operations.
TASK 1 - PROJECT MANAGEMENT, QUALITY CONTROL & DATA COLLECTION
The A/E shall designate a point of contact for coordination of this project. This individual shall have overall responsibility for the performance of the work to ensure the work is progressing on schedule and within budget.
The A/E shall maintain communication records, cost-tracking information on a monthly basis, project budget summary sheet, project log, all project related conversations, meeting notes, and quality assurance audits and make these available to the FS as requested. Invoices shall be in a format meeting the needs of the FS.
In an effort to reduce construction change orders due to design errors and omissions, the A/E shall develop, execute and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort. The requirements are as follows:
o 2 Weeks after the NTP: The A/E shall submit a detailed QA/QC Plan describing each step that will be taken during the development of the various phases of design. Each step should have an appropriate space where a senior member of the firm can initial and date when the action has been completed. The Plan shall incorporate/include;
a ―yellow-out‖ process wherein the point of contact has verified that all review comments have been addressed in the drawings, specifications, reports, etc;
review checklist that verifies coordination has been made between the various
Malheur National Forest professional design disciplines, up to date base maps are being used, cross-checks have been made between callouts/references to other sheets /details, design criteria has been met, and that all submittal requirements have been met and a whole/complete submittal package has been prepared and ready for submission, prior to each submittal.
o 100% Submittal: The A/E shall submit the completed QA/QC Plan along with the latest marked-up documents (plans, specifications, etc.) necessary to ensure that a thorough review and coordination have been completed.
The A/E shall prepare a project schedule noting the submittal points for each task and other critical phases in the design process. The proposed design schedule will incorporate a timeline beginning at the notice to proceed and ending with the completion of the Construction Documents. The schedule will incorporate a minimum of 14 calendar days for each review period attributable to the FS.
A project kick-off meeting shall be held within 10 calendar days of notice to proceed. The purpose of the meeting is to gather existing data, establish goals, objectives, and design criteria for the project and to develop alternative design approaches. The development of these approaches is an interactive process between the FS and the A/E in order to produce a narrative and graphical description of possible program alternatives. In order to ensure an acceptable approach to the Conceptual Design Documents, the A/E shall review the FS documents and provide a list of additional needs or questions, if any, to the
FS at this meeting.
A memorandum summarizing the existing data, chief design criteria/issues, and a list of additional information necessary to complete the design shall be provided by the A/E.
Additional meetings with FS may be required during the Conceptual Design phase, the Preliminary
Design phase, and the 100% review meeting. The A/E shall provide minutes for each meeting and will be prepared with specific detail in the follow categories:
1. Work accomplished since last meeting;
2. Issues encountered;
3. Decisions needed to maintain schedule;
4. Work planned for next month;
5. Budget status; and
6. Schedule status
Task 1 Deliverables: Summary/minutes of each meeting; monthly progress report submitted by the fifteenth of each month (report to be in a format acceptable to the FS).
TASK 2 - FIELD INVESTIGATION
Field survey work for site topography and sources for energy generation will be completed by the A/E.
The A/E shall review any FS provided site maps (see Section J) and utilize a Professional Land
Surveyor, licensed in the State of Oregon, to verify accuracy/suitability of existing data and to develop and provide any additional survey needs necessary to complete design of the project. The Professional
Land Surveyor is responsible for developing/establishing survey control (horizontal basis of bearing and
Malheur National Forest vertical datum), completion of the design survey, development of topographic base maps, and providing survey control drawings meeting FS requirements as part of the construction documents plan set.
The A/E will perform record search, coordinate utilities locate, and schedule the design survey. The design survey shall establish vertical and horizontal control and provide detailed field information needed to prepare topographic base maps, which will be used for the design and construction of the project (see Section J). Electronic copies of the base mapping shall be provided to the Government in the FS current version of AutoCad and Civil 3D format with supporting database files.
The A/E (including electrical, mechanical, etc sub-consultants) shall visit the project site to investigate the information shown on any Government-Furnished drawings, record (as-built) drawings and other planning documents which are part of this contract. This information is the best available but the
Government does not guarantee its accuracy or completeness. The A/E investigation of field conditions shall be performed in a competent professional manner.
The A/E shall promptly report to the Contracting Officer in writing any discrepancies between this contract and the planning information provided by the Government. The A/E shall make no adjustments for this work due to the discrepancy before the Contracting Officer has reviewed the matter and forwarded his determination to the A/E. The A/E's failure to report any such discovered discrepancy or to wait for Contracting Officer's determination shall be at his risk and expense.
TASK 3 – CONCEPTUAL DESIGNS (Alternative Power Generation Options) – 30%
The A/E shall review the program materials furnished by the FS and all prior submissions to ascertain the requirements of this phase of the work and shall prepare Conceptual Design Documents illustrating the scale and relationship of each proposed power generation system for review and approval of the FS.
The A/E shall be responsible for the professional quality and technical accuracy of all of the documents it prepares.
Services under this phase shall include but not be limited to the following:
Conceptual Design Document Development o For each proposed alternative power generation system the contractor shall develop a conceptual design document with the following information:
preliminary cost estimate site layout anticipated energy generation estimate comparison of each proposed renewable power system capabilities and costs with current power consumptions and costs.
summary of maintenance requirements and responsibilities for each power generation system.
Description of any added benefit to the Malheur Forest for each power generation system.
Evaluate the feasibility of implementation and capabilities of each power generation system
All requirements as defined in the A/E Submission Instructions for Minor Construction Projects, as shown in Section J.
Survey control, baselines, monuments, and data to be shown/identified in plan set.
Narratives, field data (flow calcs, sun hours), supporting calculations by discipline, etc
Presentations and Review Submissions.
Coordination and meetings with Federal, State, and Local officials in acquiring the necessary permits/approvals of design in preparation of construction.
FS Supplied Data. All FS supplied data shall be coordinated and any variations in design shall be justified in a written report.
In each submission the A/E shall resubmit the materials specified in the prior submissions, revised according to the comments made by the FS resulting from the prior review(s).
The A/E shall use the FS Construction Standards in preparing Conceptual Design Documents for the project. However, when no standard exists for a "unit of work", prepare the item consistent with the Forest Service Master Construction Specifications format. Should the A/E determine that a deviation from such standards and specifications is necessary or beneficial to the
Government; he shall promptly submit a request in writing to the Contracting Officer for permission to make the deviation. The request shall include an explanation of the specific reasons for the desired change and benefits expected.
Special Project Specifications will be organized following the CSI MasterFormat (except for site work, see next paragraph) in order to incorporate the A/Es work into the overall project. Specifications will include bidding requirements, an agreement, general requirements, technical specifications, supplemental technical specifications, reduced contract drawings, and bid items list.
Site work (excavation, paving, utilities, etc) shall utilize the FS standard specifications and special project specifications shall be developed to modify those specifications for this specific project. If a FS standard specification is not available then the A/E shall develop and provide that specification for this project.
The FS review of the A/E's work product shall not be construed by either party to relieve the A/E from its professional responsibility to execute drawings, specifications and other work submissions with due care and in accordance with acceptable professional standards.
TASK 4 - PRELIMINARY DESIGN
Preliminary design will incorporate the review comments and prior work/requirements from the
Conceptual Design phase.
The A/E shall prepare Preliminary Design Documents of the highest professional quality within the firm‘s capability illustrating the scale and relationship of project components for review and approval of the FS.
Services under these phases shall include, but not be limited to the following:

Phasing Plans for Construction including making recommendations concerning construction contract arrangements and scheduling that will be advantageous to the FS in terms of cost and timing.
Special Project Specifications will be organized following the CSI MasterFormat (except for site work, see next paragraph) in order to incorporate the A/Es work into the overall project. Specifications will

TASK 5 – CONSTRUCTION DOCUMENTS
Based upon the approved Conceptual and Preliminary Design Documents, equipment layouts, other program materials furnished by the FS, and any further adjustments in the design scope or quality of the
Project, the A/E shall ascertain the requirements of this phase of the work and shall prepare, for approval by the FS, Construction Documents and other documents setting forth in detail the requirements for bidding and contracting for the construction of the Project(s) and as further described in the A/E
Submission Instructions for Minor Construction Projects as shown in Section J, which detail the minimum requirements for various A/E submissions. The A/E shall be responsible for the professional quality and technical accuracy of all of the documents it prepares.
Final design will incorporate the review comments and prior work/requirements from the Preliminary
Design phase. Final design will include architectural, landscape architectural, civil/survey, mechanical, structural and electrical plans. The A/E shall refine the drawings so detailed construction documents and other documents setting forth in detail the requirements for bidding and contracting for the con-struction of the Project can be produced. Plans will be prepared in a format acceptable to the FS and suitable for bidding and construction.
Services under these phases shall include, but not be limited to the following:

Special inspections schedule (by professional discipline and construction item/phase) that is a reflection of the contractors proposed involvement for inspection of critical items during construction and those that FS staff and/or representative should be involved in.
Acquisition of the necessary design approvals from Federal, State, and Local, officials in preparation of construction, including meetings necessary to acquire them.
Special Project Specifications will be organized following the CSI MasterFormat (except for site work, see next paragraph) in order to incorporate the A/Es work into the overall project. Specifications will

A review meeting will be held at the end of the review period so the A/E can receive final comments.
The A/E shall make adjustments to the final designs based on the comments received from the FS.
Upon completion of the changes, the A/E shall provide final documents as outlined in Section J, ―A/E
Submission Instructions for Minor Construction Projects‖.
Project Phasing. The A/E shall assist the Contracting Officer in coordinating the development of a schedule for the construction of the project. The schedule shall provide information on phasing which will promote a proper and efficient organization and sequence of construction. The A/E shall, when directed by the Contracting Officer, serve as an advisor to the Contracting Officer on all phasing matters. Construction Documents shall be packaged for bidding and construction in accordance with the schedule/phasing.
Calculations. Provide all required information gathering to perform all calculations for the sizing and selection of all necessary equipment and structures. Provide all calculations to support equipment selection, system layout and design for the following all disciplines (electrical, mechanical, civil, structural, etc)
Material/Equipment Submittals.
Submit catalog cuts, shop drawings, diagrams and manufacturer's engineering data bound with a looseleaf cover and indexed.
Shop drawings shall be folded to 8-1/2" X 11" sheet size.

Submittals shall have sufficient detail to determine if ratings, characteristics, and physical construction will accomplish the specified function or purpose.
Where manufacturer's catalog sheets are used, indicate the specific items to be supplied in ink either by arrow, encircled on the sheet, or the inapplicable portion blocked out. Identify where equipment is to be used.
Submittals are required for the following:

Power Panels
Inverters
Transient voltage surge suppressors
In-floor duct system and outlet boxes.
Receptacles
Light fixtures
The FS will prepare the bidding advertisements. The A/E will assist the FS during the bidding period as needed. The A/E will prepare a ―Conformed‖ set of documents, incorporating any addenda items, for construction if requested by the FS. These documents shall be submitted to FS and stamped, ―Issued for
Construction‖. Amount and type of submittal of these documents shall follow the requirements in
Section J of this contract, Construction Documents Submission (shall include mylars).
TASK 6 - ENGINEERING SERVICES DURING CONSTRUCTION
The FS will provide day-to-day on-site contact with the construction contractor and coordination between the FS and A/E during the Construction Period.
The Construction Period will commence with the award of the Construction Contract(s) and will terminate with the acceptance of the facility by the FS. Unless otherwise provided in this Agreement, the A/E shall not provide administration of the construction contract. The A/E shall act in an advisory and A/E capacity to the Contracting Officer. He shall not be the representative of the Contracting
Officer on the construction site and shall make no such representation to the Construction Contractor(s) without the specific written approval of the Contracting Officer. The A/E shall have no authority to approve any construction means or methods of work of the Construction Contractor. The A/E shall not be responsible for or have control or charge over the acts or omissions of the Construction contractor, Sub-contractors, or any of their agents or employees, or any other persons performing any of the work and shall not be responsible for the failure of any of them to carry out the work in accordance with the
Construction Documents.
The A/E shall provide engineering support to the FS, as necessary, during the construction process, including the preparation of change orders, design clarifications, shop drawings review, and assistance in startup and testing during the final review of the project
The A/E shall participate in the pre-construction conference. The purpose of this meeting is to clearly establish an understanding of the roles during construction.
Malheur National Forest
The A/E (Professional Land Surveyor) shall establish survey control (horizontal and vertical) baselines for use by the construction contractor and FS inspectors.
Constructing staking will be provided by the construction contractor.
The A/E‘s project manager/engineer of record will provide sufficient construction inspection to conform with professional standards involved in applying a professional architect/engineer‘s stamp to the design drawings. A/E staff and/or sub-A/Es will visit the site and attend the coordination meetings with the construction contractor as requested by the FS.
The construction contractor will provide the quality control testing with the FS and the A/E reviewing the test results. The A/E shall provide special inspections as identified below.
Site inspections to ascertain compliance with the project requirements and contract documents;
Project coordination for quality control testing with the construction schedule to avoid delays.
Record and report variances from the contract requirements and monitoring of the appropriate corrective action of any work that does not meet established standards;
Preparation of a listing of incomplete or unsatisfactory items, and arranging for the scheduled completion of these items; and
Determination of final completion and preparation of written notification to the FS that the work is ready for final inspection.
The A/E, when requested, shall assist the Contracting Officer and his Contracting Officer Representative
(COR) to interpret the construction documents and shall:
recommend any action(s) he deems suitable for the satisfactory prosecution of the construction work;
prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the construction documents;
assess the preparation of Construction Contract Modifications initiated by or through the
FS to be executed in accordance with the Construction Documents.
The A/E shall review all Government initiated and/or the Construction Contractor's cost proposals for construction modifications when requested by the Forest Service. The A/E's reply regarding his review of cost proposals and his recommendations shall include an independent breakdown of costs in detail with quantities and unit prices and shall cover both additions and deductions of labor, materials and equipment.
The A/E shall check Government furnished and/or the Construction Contractor's shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data and review the color, texture and suitability of materials for conformity with the design concept and construction documents. The A/E shall recommend approval, disapproval, or other suitable disposition.
He shall evaluate the submittals with reference to any companion submittals that constitute a system.
When necessary, the A/E will, through the COR, request the Construction contractor to submit related components of a system before acting on a single component. Should this procedure be inappropriate, Malheur National Forest the A/E shall review all prior submittals for related components of the system before acting on a single component. The A/E may be required to hold joint reviews with the FS technical staff on complicated system submittals. The A/E shall notify the COR in writing of any and all deviations from the requirements of the construction documents that he has found in the Construction Contractor's submittals. Such responsibility shall be carried out with reasonable promptness as to cause no delay.
As time is of the essence, particularly during the construction phase, the A/E shall promptly review and approve, disapprove or take other appropriate action upon all the FS requests. The A/E shall submit recommendations on all shop drawings and other submittals and other requests within ten (10) calendar days after receipt.
The contract documents will require the construction contractor to maintain ―red-line‖ drawings to be used by the A/E in compiling record drawings. Based on information gathered by the FS‘s on-site inspector and ―red-line‖ drawings supplied by the construction contractor, the A/E shall prepare record drawings that show as they were actually installed.
The A/E shall incorporate into the drawings all significant changes marked-up by the FS and, any significant changes made by solicitation amendments and construction contract modifications. The revision portion of title block shall be dated and noted "Record Drawings". The A/E shall prepare record drawings by making changes on the original contract drawings. A copy of the up-dated original will be sent to the COR for verification. Upon the verification, the A/E will submit the originals to the
Contracting Officer in hard copy and on CD-ROM. The A/E shall deliver the record drawings to the
Contracting Officer within sixty (60) days after receiving the marked-up documents from the COR.
Submission shall be subject to the approval of the Contracting Officer as to quality and completeness.
Record drawings will be submitted to the FS shall include; one set of full size and one set of half size drawings on double matte, archival quality, reproducible 4 mil mylar; one copy of the final cost estimate/bid tabulation, design calculations, and final project specifications; one set of drawings in digital format that is fully compatible with the FS‘s current release of AutoCAD; and one set in half-size

52.242-14 Suspension of Work (APR 1984)
F-2 FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF

The Contractor shall be required to (a) commence work under this contract within 10 (ten) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than the time specified below. The time stated for completion shall include final cleanup of the premises.

The completion date is based on the assumption that the successful offeror will receive the notice to proceed by July 1, 2010. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
F-3 SUSPENSIONS OF WORK FOR OTHER THAN GOVERNMENT'S CONVENIENCE
The Contracting Officer may issue orders to suspend the work wholly or in part for such period of time as deemed necessary because of: (1) weather or ground conditions when further prosecution of the work might cause environmental or resource damage to the project, access roads to the project, or adjacent property. Such action would include but not be limited to instances such as siltation of streams, damage to access roads, rutting of project roads which causes otherwise suitable soils to be muddy or unsuitable;
or (2) failure of the Contractor to comply with specifications such as but not limited to placement of frozen material in fills, placing of asphalts at temperatures lower than those specified, performing work prior to prerequisite approvals, operating equipment not meeting fire requirements, or when conditions exist which do not meet safety requirements. Whether or not a suspend work notice is issued, the

Contractor shall be responsible for correcting any damage caused by its operation, whether inside or outside project limits, at no cost to the Government. Such suspensions shall not be considered as suspensions for the Convenience of the Government under FAR 52.242-14, Suspension of Work, and shall not qualify for an equitable adjustment.
