STATEMENT OF WORK
CUSTODIAL SERVICES REQUIREMENTS.
The contractor shall provide the custodial services described herein. Performance requirements for these services are divided into two (2) groups: basic space services and periodic services. A description of the areas to receive custodial services is included in the Technical Exhibit 3. The estimate frequency of services is shown in Technical Exhibit 2. Return to their original position furniture or other equipment (including waste containers) moved while performing services.
BASIC SPACE SERVICES:
Performance requirements for basic space services shall consist of the following:
• Sweeping and dust mopping services. Maintain floor surfaces free of trash, litter, and other debris. Move furniture, plants, rugs, walk-off mats, etc and clean underneath. Maintain concrete and resilient tile flooring free of loose dirt, dust, spills and debris.
• Vacuuming services. (Critical Element) Maintain carpeted areas and walk-off mats free of loose soil and debris. Spot clean entire carpet.
• Waste container emptying and cleaning services. (Critical Element) Maintain waste containers and plastic liners clean and free of odors. Empty waste containers and ash receptacles inside and outside building. Replace waste container liners with new plastic liners. Clean and disinfect waste containers located inside the building soiled by food waste or liquids. Remove and dispose of boxes, bags, and other containers marked as trash and placed adjacent to waste containers. Dispose of trash, debris, and other waste materials in the nearest trash collection point. Pick up and dispose of materials that fall on the floor and outside grounds during waste removal.
• Recycling services. The recycling bags, bins and individual recycling containers in offices shall be dumped in the recycling containers. This includes the blue bags of paper, any containers in individual offices or cubicles marked as recycling. All cardboard boxes set aside for recycling shall be placed in the appropriate recycling bin. This includes all broken down boxes, cardboard and cardboard set aside in marked recycling containers/bins.
• Low Dusting and cleaning services. Maintain furniture, partitions, equipment, exhibits, handrails, sills and other horizontal surfaces to a height of 7’ above the floor level, clean and free of dust. Remove all cobwebs from light fixtures in exhibit area. Dust shall be removed and not scattered around room. Maintain walls, doors, and trim clean (including glass in partitions and doors). Maintain entryway doors, including glass, clean inside and outside. Maintain cleanliness of miscellaneous hardware and bright metal work. Clean and disinfect drinking fountain and keep free of stains, smudges, and scale; buff to restore clean.
• Walk-off mat cleaning services. Maintain walk-off mats free of loose soil and debris. Report in writing to the Contracting Officer’s Representative all walk-off mats that are worn out to the point of being ineffective.
• Interior glass cleaning services. Thoroughly clean and maintain all interior glass and plexiglass surfaces and associated window frames, sills, and sashes clean and free of streaks and stains.
Displays and plexi-glass shall be cleaned with appropriate cleaning supplies and cloths to prevent damage to displays. Remove paint, putty, film, tape and foreign matter found on glass surfaces. Clean all windows and doors (lobby area, exhibit area and entrance doors) inside and outside. Any furniture moved in the process shall be put back in place.
• Floor care. Provide floor care services for non-carpeted floor surfaces, including all concrete and tiled floors in all spaces. Move furniture, plants, rugs, door mats, etc. and clean underneath.
Maintain floor surfaces clean. Floor care services consist of following.
o Damp mopping services. Maintain floors free of dirt, streaks, smears and stains.
Removed dust and dirt from joints.
o Spray cleaning and buffing services. Maintain surface finish of floor to show a uniform, high-gloss finish, free of heavy soil, scuff, heel and other traffic marks. Remove loose residue produced by buffing, leaving the floor area clean without destroying the high gloss produced by buffing. Maintain the floor finish uniform from wall to wall, including corners.
• Restroom Services. Provide restroom cleaning and resupply services. Maintain restrooms to prevent offensive odors clean and resupplied. Restroom services consist of the following.
o Cleaning and disinfecting services. (Critical Element) Maintain toilet partitions free of graffiti. Scrub and sanitize walls and partitions. All walls and partitions shall be free of spots, streaks, stains, etc. Maintain mirrors, hand dryers, metal fixtures, exposed plumbing, dispensers, and hardware clean, polished, and free of streaks and spots.
Disinfect (inside and outside) and maintain restroom fixtures including urinals, toilets, wash basins, partitions and floor drains clean and free of stains and odors. Urinals screens shall be kept free of debris. Do not use materials including brushes, sponges and clothes that have been used to clean toilets or urinals for any other purpose. Do not use materials used to clean walls, floors and partitions to clean wash basins. Dust mop to remove loose dirt. Scrub and sanitize floors. Damp mop, disinfect and rinse ceramic tile floors.
o Supply Service (Critical Element) Inspect dispensers and maintain toilet tissue, soap and deodorant at service levels as follows: Fill soap dispensers at each servicing if less than 20% full. Insert a new roll of toilet tissue when a roll is used 100% and ensure there is minimum one spare roll on back of each toilet. Replenish cake deodorant in urinal when 100% used. Fill/replace toilet seat covers and ensure paper towels are stocked to maximum capacity.
o Outside public restroom service. Restroom facility shall be cleaned daily as mentioned above in the cleaning and disinfecting services. The toilet paper shall be stocked to maximum capacity of the holders. The soap and other dispensing items such as sanitizer shall be stocked/refilled to maximum capacity. Replenish cake deodorant in urinal when 100% used. Fill/replace toilet seat covers and ensure paper towels are stocked to maximum capacity.
• Spot Clean walls. Spot clean all walls and doors.
• Exterior Cleaning Services. Any furniture or driftwood moved in the process shall be put back in place.
• Webs and Nests. Remove all cobwebs and dirtdobber nests outside of building.
• Outdoor mats. Clean all outdoor mats.
• Clean patios and walkways. Maintain all outdoor walks and patios free of trash, litter and other debris.
• Policing grounds. Paper, bottles, cans and all other trash and refuse shall be removed from all grounds within 10 yards of the building.
PERIODIC SERVICES:
Periodic services include those custodial services required on an unscheduled or irregular frequency.
Periodic services shall consist of the following:
• Annual, semi-annual and quarterly services. Provide cleaning, floor care and shampooing services as listed in Technical Exhibit 2.
• High Dusting and Cleaning Services. Dust and clean horizontal and vertical surfaces above 7’ from floor level, including overhead wooden beams, lighting fixtures, all overhead piping and ceiling areas. All dust, lint, litter and soil shall be removed from all surfaces. Walls shall be free of dirt, smudges, and markings. Ceilings are to be free of cobwebs and loose dirt.
• Carpets, rugs and walk-off mats shampooing services. Prior to shampooing, carpets, rugs, and walk-off mats shall be vacuumed free of all loose soil and debris. Carpets, rugs, and walk off mats shall be shampooed free of streaks, stains and spots and shall have a bright uniform color.
Shampooing shall be done by water extraction method. After drying, furniture or other equipment moved for the shampooing shall be returned to their original positions.
• Cleaning light fixtures. Globes, reflectors, covers, diffusers and plastic side panels shall be removed and washed. After cleaning and reassembling, light fixtures shall be free of bugs, dirt, dust, grease, and other foreign matter.
• Cleaning Exterior Glass. The contractor shall thoroughly clean all exterior glass surfaces, window frames, sills and sashes from the ground line up. All glass surfaces shall be cleaned and left free of streaks and stains and shall be wiped dry. All paint, putty, film and foreign matter found on glass surfaces shall be removed.
• Cleaning venetian blinds. Venetian blinds, including mini-blinds, shall be removed and cleaned free of all dust and embedded dirt and re-hung in working order. Once removed for cleaning the blinds shall be re-hung by contractor within two working days.
