14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.

FOREST INVENTORY AND ANALYSIS (FIA), REGION 6 (Oregon & Washington) & Region 5 (California)

1. Refer to page 16, G-3 – Government-Furnished Property. Under 2., delete the last sentence of this paragraph in its entirety.

2. Refer to page 51. Under (3) Key Personnel, b. Resume Content, paragraph c), delete “stereo-paired photos” and replace with “aerial imagery and GPS navigation”.

3. Refer to page 52. Under (3) Key Personnel, c. Education and Experience Requirements, paragraphs 3. and 4., delete “stereo-paired photos” and replace with “aerial imagery and GPS navigation”.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

4. Refer to page 53, M-1 – Evaluation Criteria, (a) 1. Experience, paragraph (b). Replace the first sentence with the following: “Offeror’s ability to deliver data electronically and the offeror’s experience with personal data recorders (PDRs)”.

5. Refer to page 54, M-1 – Evaluation Criteria, (a) 3. Key Personnel. In the last sentence, delete “stereo-paired photos” and replace with “aerial imagery and GPS navigation”.

6. Replace Exhibit C “Field Instructions for the Annual Inventory of California, Oregon, and Washington 2013”. (Separate attachment.)

The following questions have been asked by various individuals, and the following answers have been provided:

Q1. What do I include in the hourly rate under B-1 – Schedule of Items?

A1: The hourly rate should include those costs in which the contractor needs to operate on an hourly basis. Items to include, but are not limited to, would be the minimum wage rate and applicable fringe benefits as specified in the wage determination(s) included in the solicitation; any other costs the contractor is responsible for when hiring an employee. Keep in mind that the hourly rate will ONLY be used for evaluation purposes in order to analyze cost and price in order to determine BPA awards. All BPA calls will be solicited between the BPA awardees on a per plot basis and the resultant BPA Call will be awarded on a per plot basis.

Q2: Do I need to submit a technical proposal for each area I am interested in?

A2: No. Only one technical proposal per offeror needs to be submitted, however, the solicitation requires that all offerors submit 4 copies of their technical proposal (see page 49, L-5 (a)(3)).

Q3: Please explain what a Blanket Purchase Agreement (BPA) is.

A3: Per Federal Acquisition Regulation (FAR) 13.303-1, a BPA is a simplified method of filling anticipated repetitive needs for supplies or services of which the exact items, quantities, and delivery requirements are not known in advance and may vary considerably.

BPAs do not have an expiration date and are valid from the date the Contracting Officer signs the agreement until they are cancelled in writing.

Various Contracting Officers throughout Region 6 will use the BPAs for acquiring Forest Inventory Analysis (FIA) work.

The most important fact to remember is that a BPA is an agreement, not a contract, between the Government and offeror, and it does not carry any guarantee of work.

All BPA Calls will be under the Simplified Acquisition Threshhold of $150,000.00.

The Contracting Officer who entered into the BPA will (1) ensure that each BPA is reviewed at least annually and, if necessary, updated at that time; and (2) maintain awareness of changes in market conditions, sources of supply, and other pertinent factors that may warrant making new arrangements with different contractors or modifying existing arrangements.
