DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
GENERAL SPECIFICATIONS
SCOPE OF CONTRACT: This contract requires furnishing equipment on a fully operated basis, in good mechanical and operating condition and operated by competent operators, experienced in performing work of the nature required by this contract. The Contracting Officer will require a brief resume, in the event the operator has not previously operated a grader on the Custer Gallatin National Forest. The Contractor will provide all equipment, operating supplies, operators, supervision, and support functions necessary to perform the required work.
DESCRIPTION: The work to be accomplished is associated with road maintenance, which shall include but is not limited to; blading and shaping road surfaces, removing small slides, pulling ditches, reshaping rolling drain dips, and maintaining road shoulders.
The intent of this contract is to utilize the “by the mile” items to maintain the Forests main arteries and those roads that see the heaviest use. The hourly portions will focus on the minor and native surfaced roads. These typically don’t need as much time spent on them or portions of them can be “spot bladed” rather than grading the entire length. The Forest anticipates better production/efficiency, and a considerable savings of time and monies by employing this approach.
LOCATION: The work is located on various roads on the Yellowstone (Big Timber and Livingston offices), Bozeman, Hebgen Lake, and Gardiner Ranger Districts on the Custer Gallatin National Forest. A list of actual roads and miles by District will be furnished to the successful bidder prior to the start of work. The actual starting location (the specific road) will depend on road conditions at the time of issuance of the Notice to Proceed.
SITE VISIT: No site visit is planned for this project. For further information regarding roads contact Jeff Hiedeman (406-587-6738).
SOIL MOISTURE: Equipment use may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five percent and less than 15 percent by weight of the material being bladed unless otherwise authorized by the Contracting Officer
Custer Gallatin National Forest
Representative.
PERFORMANCE PERIOD REQUIREMENTS: Contract Time. Contract time will begin on the effective date of the Notice to Proceed. It shall continue until completion of the work contemplated by the Government or until closure of the work season because of moisture or other weather conditions, whichever is sooner.
In the event the Contractor fails to accomplish the estimated units of work within the working days, and a need for the equipment still exists, the Government may allow the contract time to continue.
a) Days and Hours of Work. The work is to be accomplished Monday through Friday, five days per week.
The workday shall be between the hours of 7:00 a.m. and 6:00 p.m., but the operating time shall not exceed ten hours during any one day. This schedule may be altered by mutual agreement during the contract period. Contractor shall notify the COR one week in advance of any request for any significant alteration.
b) Point of Hire and Release.
Item No. POINT-OF-HIRE POINT-OF-RELEASE 1 West Yellowstone, MT. West Yellowstone, MT.
2 Bozeman, MT. Bozeman, MT.
3 Livingston, MT. Big Timber or Gardiner, MT.
4 Bozeman or West Yellowstone, MT. West Yellowstone or Bozeman, MT.
EQUIPMENT SPECIFICATIONS: The equipment to be used for Grading shall be a diesel, tandem drive motor grader, of at least 125HP and a minimum 12’ moldboard. Shall be equipped with a scarifier arm with a minimum of five teeth or Mounted Hydraulic Rippers with a minimum of three teeth.
The motor grader shall be equipped with flashers or warning strobe light and a reflectorized “Slow Moving” vehicle emblem.
No equipment shall be older than 8 years unless approved by the Contracting Officer and Exhibit B is completed.
The water truck shall have a watertight tank of between 3,000 and 4,500-gallon capacity, provide for uniform and controlled application of water without ponding or washing, and be able to maintain positive control of water from the driver’s position at all times.
END PRODUCT DESCRIPTION
1. Road grading consists of reshaping and finish-blading the road bed, including shoulders, turnouts and approaches, to restore the original cross section and grade. Work includes restoring drainage provisions of the road and road appurtenances such as ditches and rolling drain dips. Work also includes removing ruts, pot holes, washes, slough and other irregularities that prevent normal runoff from the road surface.
2. After grading, the roadway:
-will have been bladed shoulder to shoulder -will be free of berms on both sides of the road -will be free of pot holes -will be free of any washboard surface -will be crowned 4-6% on ditched roads -will be out-sloped 1-3% on non-ditched roads -surfacing or road fines will not have been wasted -ditches will have been pulled to remove slough, rocks and debris; Excess materials will have been moved across the road and deposited away from streams and off the roadway. Excess material is not to be “heeled” into the cut slope unless specifically approved by the Contracting Officer on a case by case basis.
-adjoining lead-in/lead-out ditches will have been cleaned and functioning -finished surface will be free of rock greater than 3 inches (native surface) and 2 inches(aggregate surface) in any dimension
Custer Gallatin National Forest
-will have been dried or moisture added as required for mixing and compaction
3. It is anticipated that the routine grading of roads will require approximately 4 - 6 passes for an experienced operator to meet specifications. This does not include any needed ditch work.
4. The “by the mile” roads may require a higher level of effort than routine grading. These roads, as a result of high use by the public, develop deeper ruts, washboarding, and potholes. Contractor shall blade these roads to the depth of the potholes (but not lower than surfacing, when present) and ensure a smooth finished surface without potholes, ruts, or washboarding.
4a. It is anticipated that these roads will require 5 or more passes with the motor grader. Contractor shall remove half of the lift of gravel, reprocess and/or mix, and spread the lift again as part of the work. This does not include any needed ditch work.
5. Maintenance of existing features such as rolling dips and/or water bars will consist of restoring the structure to its original lines and grades.
MEASUREMENT AND PAYMENT
METHOD OF MEASUREMENT
Mile Road maintenance will be measured to the nearest tenth of miles along the road centerline of the entire roadway cross-section, regardless of the number of passes required for a given length, and shall include only those sections of the roads which are in accordance with the specifications in this contract. Measurement will be by the odometer of a Forest Service vehicle designated by the Contracting Officer. Parking areas, turnouts, and approach road connections are considered as adjuncts to the main roads and shall not be measured separately.
Moving between job locations. Moving of equipment and specified accessories between job locations shall be at paid for at the Equipment Moving rate from the Schedule. Moving of support equipment and personnel between job locations shall be at Contractor's expense.
Hour An hour consists of 60 minutes of actual operation of equipment on authorized Government work. Moving of equipment under its own power, when so ordered by the Contracting Officer, (except move-in-move-out) will constitute authorized work. Nonproductive time such as, but not restricted to, lack of operating supplies or qualified operator, service time, time lost by reason of breakdown or being stuck, or loading time of specified accessories shall not constitute "actual operation."
Moving Between Job Locations. Moving of equipment and specified accessories between job locations shall be at Government expense and paid for at the hourly rate. Moving of support equipment and personnel between job locations shall be at Contractor's expense.
Mobilization Quote unit prices for mobilization shall include demobilization.
