Delete all but the first paragraph and add the following:
The Forest Service, US Department of Agriculture has adopted FP-03 for construction of National Forest System Roads.
Substitute the word “trail” for the word “road” for all occurrences throughout FP-03 and these FSSS.
101 – TERMS, FORMAT, AND DEFINITIONS
101.01 Meaning of Terms.
Add the following:
Delete all references to the TAR (Transportation Acquisition Regulations) in the specifications.

101.04 Definitions.
Delete the following definitions and substitute the following:
Bid Schedule--The Schedule of Items.
Bridge--No definition.
Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.
Culvert--No definition.
Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Adjustment in Contract Price--“Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.
Change--“Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.
Design Quantity--“Design quantity” is a Forest Service method of measurement from the FS-96 Forest Service Specifications for the Construction of Roads and Bridges.
Under these FP specifications this term is replaced by the term “Contract Quantities”.
Forest Service--The United States of America, acting through the Forest Service, U.S.
Department of Agriculture.
Neat Line--A line defining the proposed or specified limits of an excavation or structure.
Pioneer Road--Temporary construction access built along the route of the project.
Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.
Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.
Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.
Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.
Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

102 – BID, AWARD, AND EXECUTION OF CONTRACT
102 Bid, Award, and Execution of Contract Delete Section 102 in its entirety.
103 – SCOPE OF WORK
Deletions Delete all but subsection 103.01 Intent of Contract.
The project consists of the rehabilitation of a cable suspension trail bridge over the South Fork of the Flathead River on the Flathead National Forest. Improvements consist of, but are not limited to, approach improvements, repair of the existing concrete pedestals, corrosion protection on the steel cables, replacement of miscellaneous timber deck members and replacement of timber tower members.
The bridge is located in the Bob Marshal Wilderness. Access to the bridge is obtained by utilizing trails 80A, 80, and 80D for 13 miles from the Meadow Creek Trailhead along the south Fork of the Flathead River. These trails are well suited for animal stock and hikers. Repair materials must be of packable size, as helicopter access to the bridge is not feasible. Refer to the location maps on the title sheet of the plans.
104 – CONTROL OF WORK
104 Control of Work.
Delete sections 104.01, 104.02, and 104.04.
Add the following subsection:
104.06 Use of Roads by Contractor
The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.
105 – CONTROL OF MATERIAL
105.02 Material Sources.
Add the following before the first paragraph.
Sources have been designated for this project as follows:
Materials Stockpile Site – Government Furnished – The Contractor will be allowed to stockpile material, including jacking system components, tools, scaffolding, timber components at the Meadow Creek Trailhead. The location will be staked by the CO. The Contractor may propose alternate stockpile areas and shall obtain approval from the CO. Provide the CO 72 hours advance notification prior to stockpiling any materials at the construction site.
Salvaged Material Stockpile Site – Government Furnished – The Contractor shall salvage the existing timber tower members. Contractor shall remove nails, bolts, and other hardware from the tower members. Tower members may not be cut unless approved by the C.O. Timber tower members shall be stockpiled to each respective side of the bridge at the location identified by the C.O. and neatly stacked.
Trail Bridge Main Cable Jacking Assembly – Government Furnished –The Contractor will be allowed to utilize the suspension trail bridge main cable jacking assembly to lift the cables in order to replace the treated timber cap. The jacking assembly is available at the USFS Regional Service Center in Missoula, MT. The Contractor shall return the assembly to this location when work has finished.
Provide the CO 72 hours advance notification prior to picking up the assembly.
105.02(a) Government Provided Sources.
Comply with the requirements of 30 CFR 56, subparts B and H. Use all suitable material for aggregate regardless of size unless otherwise designated. When required, re-establish vegetation in disturbed areas according to section 625.
Add the following to section (b) Contractor-located sources:
Prior to any pit development or use of materials, the Contractor shall provide to the CO a State certification that the pit site is free of noxious weed as listed on the "All States Noxious Weeds List”.

107.09 Legal Relationship of the Parties.

107.10 Environmental Protection.
Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.
Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:
• Description of the item spilled (including identity, quantity, manifest number, and other identifying information).
• Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.
• Exact time and location of spill including a description of the area involved.
• Containment procedures.
• Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.
• Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.
When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.
The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.
108 – PROSECUTION AND PROGRESS
108 Delete Delete Section 108 in its entirety.

109 Deletions Delete the following entire subsections:

109.02 Measurement Terms and Definitions.
(b) Contract quantity.
Contract quantities will be adjusted only when there are errors in the original design of 15% or more.
Change the following:
“(b) Cubic yard” to “(c) Cubic yard”.
Add the following definition:
(p) Thousand Board Feet (Mbf). 1,000 board feet based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminated timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
Add the following Subsection:
109.10 Methods of Measurement
One of the following methods of measurement for determining final payment is DESIGNATED IN THE SCHEDULE OF ITEMS for each PAY ITEM:
(a) Actual Quantities (AQ). These quantities are determined from measurements of completed work.
(b) Contract Quantities (CQ). As defined in 109.02 (b) and supplemented above.
(c) Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
151 – MOBILIZATION
151.01 Description
Add the following at the end of the last sentence:
This work consists of moving and removing personnel, equipment, material, stock, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of permits, insurance, and bonds. The Contractor shall refer to Section H of the contract for information on “Leave No Trace” methodology and other requirements including tools allowed in the Wilderness.
Work also includes cleaning all construction equipment prior to entry on to Forest Lands.
Remove all dirt, plant parts and material that may carry noxious weed seeds into the area.
Only construction equipment inspected by the Forest Service will be allowed to operate within the project area. Treat subsequent move-ins of equipment the same as the initial move-in. Clean truck beds and dump boxes hauling to the project site prior to entering the work area. The Contractor shall give the Forest Service at least 24 hours advance notification when equipment is ready for inspection. The location for inspection shall be as agreed upon in the preconstruction meeting.
151.03 Payment
Add the following:
Include all costs associated with the cleaning of equipment in the unit price for Mobilization.
153 – CONTRACTOR QUALITY CONTROL
Add the following.

At a minimum the contractor shall provide project submittals as shown on the below Submittal Log. Submittal requirements are listed in the Standard Specifications, Supplemental Specifications, and Plans.

156 – PUBLIC TRAFFIC
156.03 Accommodating Traffic During Work.
Delete the following from the last paragraph:
According to Subsection 106.07(b)
Add the following project specific requirements:
Trail shall be closed at the bridge site to public traffic during bridge construction work; however, the rest of the trail shall be kept in an open and passable condition.
The Contractor shall give the Contracting Officer at least 14 days advance written notice prior to any Bridge closure period to allow public notice of the closure period by the Forest Service.
The Contractor shall be responsible for providing, maintaining and removal of all barracades and signs required for the Bridge closure period. Bridge closure shall include barricades at each end of the project limits, as well as, furnish and post at the trailhead a “BRIDGE CLOSED AHEAD” sign to notify the public traffic that the bridge is closed.
Signs shall be retrorefllectorized, construction zone orange with black lettering.
The substrate material may be the Contractor’s preference. All reflective material shall conform to the Manual on Uniform Traffic Control Devices (MUTCD).
156.08 Traffic and Safety Supervisor.
Delete this subsection in its entirety.
156.10 Measurement and payment.
Delete this subsection in its entirety and replace with the following:
Do not measure Public Traffic for payment. Compensation for this item shall be incidental to Mobilization.
157 – SOIL EROSION CONTROL
157.02 Materials.
Provide bales, wattles, logs and rolls from a certified noxious weed free source.
157.03 General.
Delete the first two paragraphs and replace with the following:
Submit an Erosion Control Plan detailing permanent and temporary control measures to minimize erosion and sedimentation during and after construction in accordance with the plans and storm water permits. Do not modify the type, size, or location of any control or practice without approval. Submit the erosion control plan proposal at least 7 days before operations begin to the CO for approval.
Reflect in the Erosion Control Plan special concerns and measures necessary to protect resources and government improvements. Include:
(a) The construction activities and sequence of implementation relating to specific erosion control measures.
(b) The location and type of permanent controls to be implemented during construction.
(c) The location and type of temporary controls to be implemented during construction.
(d) For work in stream channels with running water a detailed dewatering plan.
(e) For work in stream channels without flowing water describe level of ground and vegetative disturbance and measures to reduce potential sediment delivery.
(f) Description of the monitoring plan.
Add the following to the third paragraph:
Upon completion of construction at the site, remove all temporary erosion control devices, dewatering materials and equipment from Government property and reclaim all disturbed areas.
203 – REMOVAL OF STRUCTURES AND OBSTRUCTIONS
203.01 Delete and replace with the following:
This work consists of removing and disposing of bridge members, clearing slash, salvaging, fences, structures, concrete demolition materials, and other obstructions not scheduled for salvage.
203.03 Salvaging Material
The Contractor shall salvage the existing timber tower members. Contractor shall remove nails, bolts, and other hardware from the tower members. Tower members may not be cut unless approved by the C.O. Timber tower members shall be stockpiled to each respective side of the bridge at the location identified by the C.O. and neatly stacked off the ground on dunnage. Bridge lumber materials may be stockpiled within 100-feet of Tower #1 at a site designated by the C.O.
203.05 Disposing of Material.
Modify this subsection as follows:
(a) Remove from project. Add the following:
All materials designated for removal become property of the Contractor and are to be disposed of by removing off of National Forest Lands in accordance with all local, state, and federal requirements.
(b) Burn. Delete this section.
(c) Bury. Delete this section.
557 – TIMBER STRUCTURES
Furnish, the following compliance certificates to the CO upon delivery of the materials to the jobsite:
(a) Verification of compliance with grading rules and species of timber and lumber. Provide certification by an agency accepted as competent by the American Lumber Standards Committee (ALSC).
(b) Lot certification of each charge for preservative, penetration in millimeters, and retention in kilograms per cubic meter (assay method) by a qualified independent inspection and testing agency. In addition, have the producer of the treated products provide written certification that Best Management Practices (BMP's) in accordance with "Best Management Practices for Treated Wood in Western Aquatic Environments," published by the Western Wood Preservation Institute (WWPI) and Canadian Institute of Treated wood, were followed, including a description and appropriate documentation of the applicable BMP's used.
(c) Certification from a qualified inspection and testing agency indicating that all glued laminated members are in accordance with the requirements of American National Standard for Wood Products, "Structural Glued Laminated Timber” (ANSI/AITC A190.1) modified as SHOWN ON THE DRAWINGS.
(d) Such other certifications as SHOWN ON THE DRAWINGS or called for in the SPECIAL PROJECT SPECIFICATIONS.
Provide shop drawings for all timber 21 days in advance of fabrication. Show all dimensions and fabrication details for all cut, framed, or bored timbers, and material specifications and treatments.
561 – CONCRETE FOUNDATION REPAIR
561.01 Description - Cementitious Patching Material.
Furnish early strength gaining cementitious material and polymer modified protective coating that is packaged and ready for use with the addition of components at the construction site.
Deliver materials in original, unopened containers with manufacturer’s name, labels, product identification, and batch numbers. Damaged materials must be removed from the site. Store all materials off the ground and protect from rain, freezing or excessive heat until ready to use.
Delivery storage and handling, surface preparation, mixing, and application shall conform to the manufacturer’s requirements and recommendations.
561.02 Material.
Use materials that meet the following conditions:
(a) SikaTop 111 Plus or equivalent.
(b) SikaTop Seal 107 or equivalent.
Furnish the CO with product literature and certification as required in Section 106.03 for review and approval prior to installation. When requested by the CO, furnish a sample of the material from each lot for verification testing. As specified on the contract plans, the above products meet the project requirements.
Measurement
561.03. Use the method of measurement that is DESIGNATED IN THE SCHEDULE OF
ITEMS.
562 – TEMPORARY WORKS
562.01 Description.
Add the following after the first paragraph:
The Black Bear Trail Bridge is to be supported at near its current lines and grades throughout the duration of the project. No temporary works shall be constructed in the river channel.
All temporary works used to support the Black Bear Trail Bridge during replacement of the tower members are to be considered falsework for a structure with a height exceeding 14 feet. This includes, but is not limited to, all required support frame systems, splices, jacking assemblies, connections, and hardware for the jacking and bracing systems, including hydraulic jacks.
For information only, the plans provide a general system and procedure to replace the timber tower members. The Contractor is responsible for final design of all temporary works which may differ from the system in the plans.
Contractor shall submit shop drawing for all temporary works used to support the Black Bear Trail Bridge during replacement of the tower elements according to 104.03(b)(3).
623 – GENERAL LABOR
Delete the first two sentences of the first paragraph and add the following:
Furnish competent workers and appropriate hand tools for work including, but not limited to the following; approach trail work, cable anchor excavation, bolt tightening, member replacement, fencing, miscellaneous repairs, etc. as directed by the CO.
638 – BRIDGE CABLE LUBRICATION
Add the following:
638.01 Description – Bridge Cable Lubrication.
Furnish preservative lubricant for field treatment of main suspension cables and hanger cables. Deliver materials in original, unopened containers with manufacturer’s name, labels, product identification, and batch numbers. Damaged materials must be removed from the site. Store all materials off the ground and protect from rain, freezing or excessive heat until ready to use.
Delivery storage and handling, surface preparation, and application shall conform to the manufacturer’s requirements and recommendations. All cables shall receive a minimum of two brush applications per manufacturer’s recommendations.
638.02 Material.
Use materials that meet the following conditions:
(a) Prelube 19 Preservative Lubricant as manufactured by the Grignard Company.

Furnish the CO with product literature and certification as required in Section 106.03 for review and approval prior to installation. When requested by the CO, furnish a sample of the material from each lot for verification testing. As specified on the contract plans, the following products meet the above requirements. Prelube 19 - Preservative Lubricant.
Measurement
638.03. Use the method of measurement that is DESIGNATED IN THE SCHEDULE

725 – MISCELLANEOUS MATERIAL
Add the following section:
725.40 High-Strength Nonshrink Grout
Furnish grout that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the last date on which it may be used. Use grout that consists of a hydraulic cementitious system, graded and processed natural fine aggregate, and additional technical components such that the product meets the following conditions:
(a) Free of inorganic accelerators, including chlorides.
(b) Free of oxidizing catalysts.
(c) Free of gas-producing agents.
(d) When mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), it does not reduce in linear dimension when tested in accordance with ASTM C157. Take measurements at 72 hours and 7 days.
(e) Produces no bleeding for the first 2 hours after mixing when mixed to 130 percent flow on flow table (ASTM C 230 at 10 drops), as tested in accordance with ASTM C232.
(f) Has a minimum strength as follows when tested in accordance with
ASTM C 109:
(1) After 72 hours, 25 MPa (3500 psi).
(2) At 7 days, 40 MPa (6000 psi).
(3) After 28 days, 50 MPa (7200 psi).
Provide performance characteristics at 115 to 120 percent flow on flow table (ASTM C 230 at 10 drops).
(g) It must be designed, as stated by the manufacturer, to be mixed, placed, and cured at atmospheric temperatures of 5O C to 30O C (40O F to 85O F).
Submit products proposed for use for approval by the CO and accompany them with manufacturer’s submittals substantiating all requirements in this subsection, including graphs or charts showing the time, temperature, and humidity requirements for curing to achieve the specified grout strengths;
and recommendations for storage, mixing, application, and curing procedures.
As specified as grout on the contract plans, the following products meet the above requirements.
1. MASTERFLOW 928 GROUT, manufactured by Chemrex.

725.41 Mortar
Furnish mortar that is packaged and ready for use with the addition of water at the construction site. Ensure that each bag is stamped to show the latest date on which it may be used. Use mortar that consists of a cementitious system made up of:
(a) Natural aggregate, 3/8” maximum size, that meets the requirements specified in ASTM C 33 except for grading. Accomplish grading by blending sieve sizes to obtain the optimum density.
(b) Metallic aggregate free from nonferrous material, soluble alkaline compounds, and visible rust.
(c) Water reducers, workability agents, air-entraining agents, and catalysts.
Blend the materials to minimize bleeding, increase workability, resist exposure to freeze-thaw cycles and deicing salts, and prevent shrinkage within and at the perimeter of the patch, keyway, or other area to be filled.
Ensure that the minimum compressive strength of the mortar, as tested by ASTM C 109 for a 3” slump, is:

• 28-day........................................................................................70 MPa (10,000 psi)
Ensure that the durability of the products when tested at 300 cycles, ASTM C 666, procedure A is:

Ensure that the scaling resistance has a rating of 3, Moderate Scaling, after 50 cycles when tested in accordance with ASTM C 672.
Provide certification from the manufacturer that the product is compatible for work that is 1” or more in depth and more than 1” in width; and where the mixing, placing, and curing temperatures may range from 5O C to 30O C (40O F to 85O F).
Submit products proposed for use to the CO for approval, and accompany them with the manufacturer’s submittals substantiating all requirements in this section, including (1) graphs or charts showing the time, temperature, humidity, and curing requirements to achieve mortar strengths equal to the adjacent concrete; and (2) complete recommendations for storage, mixing, application, and curing procedures.
As specified as mortar on the contract plans, the following products meet the above requirements.
1. EMACO T425 or T430, manufactured by Chemrex.
2. RAPID SET DOT REPAIR MIX manufactured by CTS Cement Manufacturing
Co.
3. SURE-GRIP HIGH PERFORMANCE GROUT (when extended with pea gravel) manufactured by Dayton Superior.
