BASIS OF AWARD: The Government anticipates awarding one Firm-Fixed Price Indefinite Delivery Requirements type contracts to the offeror providing the best over-all value to the Government.
**Estimated Quantities are for the purpose of evaluation of prices. The planned roads and mileage for the 2013/2014 field seasons will be ordered with Task Orders as the need arises. The estimates are based on anticipated work and funding available. The estimates are not a representation to an offeror or contractor that the estimated quantity is required or will be ordered or that conditions affecting requirements will be stable or normal.
Costs for mobilization and moves between job locations will be considered incidental to the ordered work, therefore the Contractor must consider this expense in the pricing.
The terms Grading and Blading may be used interchangably throughout the package.
During the period specified in FAR clause 52.216-18, Ordering, the Government may place orders totaling an amount not to exceed $225,000 over the life of the contract.
Options.
Work associated with the Option Items shall be ordered by the C.O. and is anticipated for the cleaning of catchbasins and inlets/outlets, ditches, slides, blading non-road areas such as campgrounds as well as for spot blading on specified roads or other similar maintenance items as needed.
Option Year may be exercised and will include review of performance evaluations on previous task orders under this contract.

Estimated start work date: September 2013 or upon favorable ground conditions The Government will issue a Notice to Proceed with each Task Order as soon as weather and ground conditions are favorable for work. The count of contract time will start on the date specified on the Notice to Proceed. The Contractor shall maintain progress at a rate which will assure completion of work within the specified contract time.
FAR 52.216-18 Ordering (OCT 1995)

2.4 Pollution and Erosion Control. During all operations under this contract, the Contractor shall exercise reasonable measures to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes from the Contractor's operations, including camps, parking areas, and equipment maintenance areas shall be stored and collected in a sanitary manner and disposed of in a State-approved sanitary landfill.
Oil from crankcases or gear boxes, equipment waste or spilled or excess fuel shall be placed in containers and removed from the work site and disposed of as approved and required by Federal, State and Local laws.
Equipment uses for operations in close proximity to streams or bodies of water will be required to meet more stringent requirements regarding seals and fittings that prevent the leaking of hydraulic fluids, lubricants and fuels. Failure to comply will result in immediate rejection of equipment.
2.5 Grading and Shaping. Performance of Road Maintenance includes grading and shaping the roadbed, including shoulders and turnouts and removing ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. The end result shall be the restoration and maintenance of the original cross section, grade and drainage of the road. The following standard industry practices will be reviewed during inspections to determine the results will be met.
2.5.1 – Grading to restore surface without loss of aggregate/gravel surfacing or disturbance or loss of road base material. Performance on gravel surfaced road shall be accomplished so the base is not disturbed and no surface material is lost in ditches or over the road shoulders. Grading of unsurfaced roads shall be performed so no base material is lost. Surface material shall be bladed from one edge of the road to the other in a berm in order to eliminate any segregation prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread.
2.5.2 – Elimination of ruts, chuckholes, and washes. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.
2.5.3 – Repair of Settlement sections shall be performed where possible by cutting from the roadbed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades. If this will not accomplish the objective, the COR shall be informed.
2.5.4 - Grading and shaping operations shall not undercut road backslopes.
2.5.5 - Sections of roads constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed, unless otherwise specified on each individual task order (i.e. crowning). The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 8 percent unless staked otherwise on the ground.
2.5.6 - Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.
2.5.7 - Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 6 percent.
2.5.8 - At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR.
2.6 Drainage Facilities - Cleaning and Repair
2.6.1 - Wood, rocks, and other debris shall be removed from roadside drainage ditches to provide unobstructed flow of water and disposed of on the jobsite as directed by the Contracting Officer's Representative. The backslope of the ditch shall not be undercut by ditch cleaning operations; and the slope to road shoulder shall be maintained at an approximate ratio of 3:1 from the bottom of the ditch to the edge of the roadbed. Roadside ditches shall not be excavated to a depth of greater than 2 feet below roadbed grade. Typical depth of roadside drainage ditches below roadbed is one foot. Existing ditch dikes shall be restored, reshaped, and compacted as needed for effective drainage through culverts.
2.6.2 - On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or chuckholes in the road surface. Such material shall be sidecast on stable fill slopes or natural ground out of streambeds, streams, or other waterways. No sidecasting will be permitted on roads paralleling streams where the ground slope from the outside road shoulder to the stream edge is steeper than 2:1. On roads without aggregate surfacing, surface soil with rocks less than 3 inches in greatest dimension may be spread evenly over the adjacent roadbed.
2.6.3 - Remove from bridge decks all rock and other material that would create a hazard to traffic or is otherwise detrimental to the traveled surface. Cattleguards shall be left clean between the bottom of the rails and ground beneath. No additional material may be deposited within cattleguards.
2.7 Maintenance of Traffic and Use of Warning Devices. The Contractor shall provide, erect, and maintain all necessary traffic control and devices for the protection of the work and public safety. The traffic control includes areas where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail. All traffic control methods and devices shall conform with the current edition of the Manual Uniform Traffic Control Devices for Streets and Highways (MUTCD), published by the Federal Highway Administration and applicable safety codes.
2.8 Removal of Obstructions. All fallen trees, limbs, brush, small slides or debris in the travelway or road ditchline shall be removed and scattered outside the travelway and ditchline.
2.9 Damage to Structures. The Contractor shall be held liable and is responsible for any damage caused by his/her personnel or equipment to any existing traffic loops, cattle guards, culverts, signs, and riprap protecting culvert inlets or fill slopes. Repair to these structures shall be at the Contractor's expense. Traffic loops will be marked on the ground with lath and fluorescent pink ribbon.
2.10 Soil Moisture – Retention of Fines. Contractor is responsible to ensure that performance does not reduce the level of fines in the road surface. Therefore, operations may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five (5) percent and less than 15 percent by weight unless otherwise authorized by the COR.
3 ACCEPTANCE REQUIREMENTS
3.1 Inspection and Acceptance
The Contractor shall assure performance meets contract specifications, in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items prior to requesting the Government to inspect for payment or acceptance. Upon completion of a road, or segment of road not less than 5 miles in length, the Contractor shall notify the COR in writing to set a mutually agreed upon date for inspection of completed work. The Government will inspect completed sections of road within 3 business days (i.e. Monday – Friday, excluding Holidays) following Contractor’s notification of completion of the work.
3.2 Acceptance. Acceptance of the work under the contract will be made after steps above have been taken and the COR has made the determination of satisfactory compliance with the specifications. For acceptance purposes, complete segments as defined above, or an entire road if shorter in length, shall be satisfactorily completed before acceptance will be made. Acceptance will not be made for segments broken by unacceptable portions of work.
3.3 Rework and Reinspection After Rework. When inspection indicates the performance objectives were not met, the work will be deemed unacceptable and payment will not be made until the Contractor has corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection. The Contractor may be charged for actual costs incurred by the Government for inspection of rework.
4. DELIVERIES OR PERFORMANCE
4.1 Performance Period. Each task order will identify the performance period for the work being ordered and the contractor shall maintain progress at a rate, which will assure completion of the work within the period specified on the task order. The amount of contract time allowed for each task order will be determined by estimated rate of production.
4.1.1 Work may be accomplished during daylight hours (one-half hour before sunrise to one-half after sunset). The Government may restrict operations on weekends or Holidays of expected high use.
4.1.2 The Government reserves the right to specify the sequence in which the work is performed.
4. 2 Additional Deliveries or Performance Requirements. Non-operating Damages. When the Government is providing water for the road grading operation, it is the responsibility of the Contractor to notify the COR or Inspector if the grader is inoperative or the operator is unavailable. This notification shall be provided at least 12 hours prior to commencement of the subsequent grading operation. Failure to effect the notification stated above may result in the Contractor being assessed actual damages to the Government, including, but not limited to, all costs incurred in preparation of the road surface, as well as the COR’s and/or Inspectors salaries, per diem, and vehicle use.
5. Measurement
5.2. Measurement. Accepted work will be measured in miles to the nearest tenth mile along the centerline of the roadway cross section, and shall include only those roads or road portions which are ordered under the contract and completed to satisfactorily meet the contract objectives. Measurement will be by a Forest Service vehicle. The measuring device will be checked for accuracy and calibrated as necessary on a section of road that has been carefully measured with a surveyor's chain. NOTE: Parking areas, turnouts, and approach road connections are considered as incidental to the main roads and shall not be measured separately. Mileage measurement includes all work on both sides of the road, regardless of the number of passes made to accomplish the work. A daily activity log has been provided in the attachments for contractor use in recording work activity.
5.2.1 Hourly Work Method of Measurement. An hour consists of 60 minutes of actual operation of equipment on authorized Government work. Moving of equipment under its own power, when so ordered by the Contracting Officer, will constitute authorized work. Non-productive time such as, but not restricted to, lack of operating supplies or being stuck, or moving and loading time of equipment and specified accessories, shall not constitute "actual operation". When working on the hourly portion of the contract, the government may furnish a "Service" activity/inactivity vehicle motion clock recorder and an inspector to record the contractor’s hourly operational time.
5.2.1.1 Record of Work. The government will maintain a daily written record for each piece of equipment showing:
Contract and Task Order number and work sub-item number applicable to the equipment.
Name of Contractor and Operator.
Hours of operation authorized to nearest quarter hour.
Hour of actual operation on regular work.
Authorized hours of operation lost and reason.
This daily record can be documented on a shift ticket. The Operator performing the work or Designated Representative and the COR or Inspector shall sign the daily record each day. The daily record will be used to reconcile the contractor’s proper invoice for payment. Appropriate Government surveillance of contractor performance is required for ALL hourly work to give reasonable assurance that efficient methods and effective cost controls are being used.
