SECTION II - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

II- 1 – Background

The Salmon-Challis National Forests is in the first phase of the Forest Plan Revision process outlined under the 2012 Planning Rule (36 CFR 219.6). This phase involves the development of assessments as described in the Rule and corresponding applicable sections of the Forest Service Handbook (FSH 1909.12, Chapter 10).

This assessment phase provides important foundational information for developing Forest Plan components and monitoring programs.

II- 2 – Scope of Work

The Salmon-Challis National Forest is seeking an expert in Air Quality, Soils, Watershed, and Water Resources to conduct and document an assessment and summary of the air, soil, and water resource of the Forest based on existing information. This will include creating an associated Need for Change Summary based on the outcome of the assessment. The assessment work requires past working experience or knowledge of: water, soil, and air resource management programs of the USDA Forest Service; forest planning and the 2012 Forest Service planning rule direction; State of Idaho air, soil and water resource management direction and requirements; data related to water, soil and air resources used for forest planning and project level implementation on the Salmon-Challis National Forest; completing forest level assessments of water, soil and air resources with little or no assistance; developing assessments to identify needed changes to existing direction of water, soil and air resources; and knowledge of current forest plans for the Salmon National Forest and the Challis National Forest.

The final assessment shall be completed and accepted no later than July 1, 2017. A progress schedule to include completion dates for each task shall be approved by Contracting Officer Representative (COR) Jeremy Powell prior to work beginning. The COR approved progress schedule will be distributed by the Contracting Office, Amelia Velasco.

All products and deliverables developed under this SOW are the property of the U.S. Government and the Forest Service.

II- 3 – Specific Tasks

Throughout development of this assessment report, the Salmon-Challis National Forest and the contracted professional will coordinate work and data needs to assure the overall approach to meeting the goals and objectives is effective, and to make adjustments to the approach as needed. Flexibility may be needed as some of the tasks may continue to evolve as the assessment process becomes finalized. The contracted professional may also need to coordinate responses with Salmon-Challis National Forest staff and/or Regional Office staff for responses related to soils, water and air resource assessments. The contracted professional can negotiate earlier deadlines with the Salmon-Challis National Forest, Forest Planner. At a minimum, the Contractor and the Salmon-Challis National Forest will have check-in conference calls once per week.

Contractor shall allow at least 14 calendar days of receipt of the draft for inspection and approval. If comments or revisions are required after FS inspection, the contractor will have 5 calendar days to incorporate comments/revision and provide final to COR for approval.

The following tasks are required as follows:

Task 1: Meet with Salmon-Challis staff, in particular the Forest planner, hydrologist, soil scientist, fisheries biologist, and GIS specialist to discuss existing pertinent resource concerns, trends, potential need for change, and to gather available information and templates.

Task 2: Write draft sections of the report, incorporating public input as provided by the Salmon-Challis NF staff.

Task 3: Provide draft sections to Salmon-Challis NF staff for review and comment.

Task 4: Incorporate Salmon-Challis NF staff comments into final sections and a draft final report.

Task 5: Provide draft final report to Salmon-Challis NF staff.

Task 6: Incorporate Salmon-Challis NF staff comments which may include comments from the public into a final report.

Task 7: Submit final report.

II- 4 – Goal and Objectives

The goal of the contract is to complete:

• One assessment report that contains three sections, identified as follows: Assessment of Air Quality, Assessment of Soils, Assessment of Watersheds and Water Resources, based on the current forest plans as amended and expected trends, considering the effects of a changing climate.

• One summary of the assessment content indicating information needs and findings useful to identify the need to revise the current forest plans as amended.

A contracted professional shall provide an assessment report and summary that satisfies the following objectives to accomplish the above described goal:

• The objective of the air quality assessment section is to describe the existing conditions and projected trends of air quality, assuming the current forest plans remain in place and considering the effects of a changing climate.

• The objective of the soils section is to identify and assess available information on soils, geology, landforms (geomorphology), and other ecological conditions important to support key ecosystem characteristics, assuming the current forest plans remain in place, considering the effects of a changing climate.

• The objective of the watersheds and water resources section is to identify and assess available information for watersheds and surface water resources and their role in sustaining the structure and function of terrestrial, riparian, and aquatic ecosystems within the plan area, and beyond the plan area, assuming the current land management plans remain in place, considering the effects of a changing climate.

• The objective of the summary is to summarize the assessment content in a readily usable format. The summary will allow for the public and for a decision maker to grasp the relationship between the assessment, the existing forest plans, and the need to change pertinent plan components to address issues raised within the assessment.

To meet these four objectives, a contracted professional shall utilize templates and existing information provided by the Salmon-Challis National Forest. Each template was structured to respond to information required in FSH 1909.12, Chapter 10, Sections Air Quality, Section 12.22 Assessing Soil, Section 12.23 Assessing Watersheds and Water Resources, and Section 13.34 Multiple Uses/Watershed.

The Salmon-Challis National Forest will provide the contractor with any available data, past assessments, direction, and other agency contacts related to water, soil and air resources that will assist in the completion of the assessment.

Existing information from other sources, such as State of Idaho agencies, will also be utilized in the appropriate sections and overall report. The contractor shall be responsible for determining what information from other sources is needed and shall be responsible for obtaining that information.

The contractor will work with the Salmon-Challis National Forest for any changes to the assessment outline as needed to meet the direction in the 2012 planning rule and FSH 1909.12.

The contractor shall provide to the Salmon-Challis National Forest all assessment drafts, data, summaries, notes, emails, along with a final draft assessment document.

II- 4 – Location or Delivery

Location of actual work can be done virtually.

All tasks shall be e-mailed for inspection to David Deschaine at dpdeschaine@fs.fed.us. Once tasks are inspected, final inspection shall be completed by Jeremy Powell, Contracting Officer Representative (COR).

Final acceptance of all tasks for payment shall be completed by Amelia Velasco, Contracting Officer (CO).

II- 5 - Provision, Retention, and Replacement of Contractor Personnel

The contractor shall assign proposed personnel to the contract for the duration of the performance period. No substitution of personnel shall be made except in accordance with this clause.

The Contractor agrees that no personnel substitutions will be made unless necessitated by reasons deemed by the Contracting Officer to be compelling, such as: an individual’s illness, death, termination of employment, or family leave. In such an event, the Contractor shall promptly provide the information required by paragraph (4) below to the Contracting Officer for approval prior to the substitution of personnel.

mailto:dpdeschaine@fs.fed.us

If the Contractor becomes aware that the personnel assigned to the contract are, or will be, (A) unavailable for work on the contract for a continuous period exceeding 10 working days, or (B) unavailable to provide the level of effort required by the contract, the Contractor shall propose a substitution to such personnel, in accordance with paragraph (4) below.

All proposed personnel substitutions shall be submitted, in writing, to the Contracting Officer at least 5 working days prior to the proposed substitution. Each request shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute and any other information required by the Contracting Officer to approve or disapprove the proposed substitution at his/her sole discretion. All proposed personnel substitutes (no matter when they are proposed during the performance period) shall be capable of performing all services identified in the contract.

The Contracting Officer shall promptly notify the Contractor, in writing, of whether the request for personnel substitution is approved or disapproved.

If the Contracting Officer determines that suitable and timely replacement of personnel who have been reassigned, terminated or have otherwise become unavailable to perform under the contract is not reasonably forthcoming, or that the resultant reduction of productive effort would impair the successful completion of the contract, the contract may be terminated by the Contracting Officer for cause or for the convenience of the Government, as appropriate. The contractor shall be liable for any damages incurred by the Government that result from the Contractor’s failure to provide a timely replacement.

In the event the Government determines, in good faith, that the continued assignment of a Contractor employee to perform any part of the service is not in the best interests of the Government, the Contracting Officer shall give the Contractor written notice to that effect. After receipt of such notice, the Contractor shall have 2 working days in which to investigate the matters stated in such notice, discuss its findings with the Contracting Officer, and resolve any problems with such employee. If, following such period, the Government request replacement of such employee, the Contractor shall remove such employee from the performance of the task order, and shall, within five working days, propose replacement personnel with acceptable experience, training, and qualifications for the position. Failure to promptly propose an acceptable replacement with the qualifications required for the position, or failure to promptly staff the task order with such replacement, is grounds for termination of the task order. Notwithstanding the foregoing, in the event that the Contracting Officer determines there exists a potential for imminent harm to the programs, Government, or Government employees, the Contractor shall remove the employee immediately upon request by the Contracting Officer.

II- 6 – Government Furnished Property

The government will provide the contractor the following support and information to complete the task for preparation of the prescriptions:
