Amendment 0002 AG-02NV-S-16-0005 – Cold Springs Aquatic Organism Passage (AOP) Project
1. The following questions have been submitted in writing to the Forest Service.
a. Question: Are there soil logs/boring results available on the road prism immediately adjacent to both sides of the proposed installation site?
Answer: No.
b. Question: Is ground water present at any level of the test holes and at what depth?
Answer: There is no data regarding ground water. Offerors should be aware that all of our other AOP projects have had groundwater that contractors have had to deal with during excavation. See FSSS 209 for requirements for a plan of work, and FSSS 157 for requirements for a Soil erosion control plan.
c. Question: Is there a accessible and available source of drain rock available in the area of the installation?
Answer: No. If drain rock is needed offerors would need to acquire from a commercial source.
d. Question: Is there a gradation specification available for an commercially sourced aggregate that would need to be used in the advent of ground above footing levels or for over-excavated footings sub base? (AASHTO)
Answer: Concerning the ground under the footings, Sheet 8 of 8 has a note that says to prepare foundation according to Spec 208.09. This refers to section 208.09 of the FP03 spec Book that is referenced in clause C-3 of the solicitation. Spec 208.09 uses the term “foundation fill”. Foundation fill is defined in the FP03 spec Book in section 704.01.
e. Question: Is there a contingency specification and source (already approved) if native backfill cannot be used?
Answer: See the supplemental specification (FSSS) 209 for explanation on what do with unsuitable material and bidders should note that FSSS 209 states how to deal with excessively wet material.
f. Question: Specifically, is compaction testing required to be provided by the contractor and if so, what are the compaction testing criteria?
Answer: Compaction testing requirements are described in FSSS 209.11.
g. Question: Is there a predefined amount of stream bed rehabilitation work in the AOP and are those specifications?
Answer: Stream channel work limits are shown on sheet 7 of the drawings. The class of stream simulation material for the channel upstream and downstream of the arch is shown on sheet 3. The class of stream simulation material for the channel in the arch is shown on sheet 7 and 8.
h. Question: Are there any bonding requirements?
Answer: Yes. Refer to FAR Clause 52.228-13- Alternative Payment Protections (JULY 2000) on page 22 of the RFQ.
i. Question: Are there weed-free requirements for all commercially sourced aggregates and what are the certification requirements for the supplying quarries as to dates of certifications and material produced dates?
Answer: See FSSS 105.02 paragraph b for certification requirements. Bidders should be aware that the certification is for contractor located sources. Certification is not required for the road surfacing aggregate since the aggregate for road surfacing is the government supplied crushed aggregate from the Yantis pit.
j. Question: How much snow is in McCall?
Answer: Currently there is 4” to 8 “on site.
k. Question: About how much water flows in the creek in the summer?
Answer: Previous contractors have used 18” to 24” diversion culverts in similar streams in that area. Provided below is an example website that shows the water flows for small streams in Idaho. http://water.usgs.gov/osw/streamstats/idaho.html - Use the ‘interactive map’ and zoom into the point of interest. Offerors are advised to thoroughly vet any information provided in websites.
l. Question: Can you give information about the Yantis pit?
Answer: Please review Supplemental spec 105.
m. Question: What the closest source is for crushed rock surfacing?
Answer: Supplemental spec 105 states the crushed rock is government supplied, and the site is the Yantis Pit.
n. Question: Are we required to submit a Bid bond with this bid?
Answer: See response to Question h.
