AGAR 452.237-74 Key Personnel (FEB 1988)
(a) The Contractor shall assign to this contract the following key personnel: Crew Leader.
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.

Idaho Workers Compensation Law
(a) Prior to award of any contract subject to Idaho Workers' Compensation Laws, the Contractor must provide a completed State of Idaho Certificate of Verification of Workers’ Compensation Insurance form to the Government. This form will be submitted to the Idaho Industrial Commission by the Government in order to assure that the Contractor in line for award has the required worker’s compensation coverage or is exempt from the requirement for coverage.

(b) A copy of the State of Idaho Certificate of Verification of Workers' Compensation Insurance form has been provided for use in the Attachments and shall be completed and submitted as part of the offer.
(c) This certificate of verification shall be fully executed by the Contractor and signed by the Industrial Commission Compliance Officer prior to award of the contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

DESCRIPTION/SPECIFICATIONS
GENERAL SPECIFICATIONS
A. Scope of Contract
The Forest Service proposes to contract for technical forestry services to conduct the field phase of a stand exam project. The inventory exam will provide the Government with natural resource information for forested lands at an intensity required for forest inventory and Forest-wide land management decisions.
The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct inventory examinations in compliance with terms, specifications, conditions, and provisions of this solicitation.
B. Location and Description
The project consists of 4-plot cluster settings at selected timberland locations on the Boise National Forest. Settings that will be sampled have been pre-selected by the Government. The Supervisor’s Office is located in Boise Idaho. The project area is located on all ranger districts of the Forest. See attached map.
1. Item Nos. 1 contain timberland sample plots at settings. This consists of measuring 4 plots per setting using inventory procedures. All plots are fixed radius plots with a 24 foot radius. Within each plot there is also a 1/300th acre microplot. Measurements will be taken and recorded electronically or recorded on paper forms and entered electronically, using the Forest Service data format and programs which will be provided. Item Nos. 1a are inaccessible settings because of permanent physical conditions. See Technical Specifications. The price for inaccessible settings will be a separate pay item.
2. For each setting, there are three 120 foot line transects to take data following Brown’s planar intercept method for down, woody material. Only data for material ≥3.0 inches will be recorded. Each transect will be a straight line that starts at the outer edge of plot 1 and extends through the center of plot 2, plot 3 and plot 4 to the outer boundary of the respective plot.
3. The contract consists of locating, measuring and recording data for each sample plot beginning with plot number one at each setting.
4. At all setting centers, the latitude/longitude coordinates will be taken in a ddd°mm’ss.s format using a GPS unit. The coordinates will be recorded electronically on the plot form.
5. Digital photographs will be taken at each setting center in the 4 cardinal directions. The photograph will be taken as a level, straight forward shot using a 30-40 mm lens. The photographs will be submitted electronically with a minimum of 2.1 megapixels. Each photo file must be labled with the district number, setting number and direction person was facing when taking the photograph. For example, district=4, setting=2039301, taken facing east would be “42039301E”. See BGrid Field Guide Chapter 4, item D: Photographing the Setting Location.

7. A vicinity map for the Forest is included in the attached exhibits. Maps of approximate setting locations will be provided at the pre-work conference.
8. Copies of the Boise National Forest BGRID Inventory Field Guide (referred to as the Field Guide in the remainder of this document) will be provided at the pre-work conference.
Accessibility
Accessibility may be determined from aerial photos and maps which shall be furnished by the Forest Service. Contractor will be responsible for adhering to the U. S. Forest Service travel management plan, including year-long or seasonal closures to motor vehicles as illustrated in the exhibits; unless authorization is obtained. Maps and aerial photos may indicate that a road goes to the setting, however, vehicle access may be difficult or restricted. Setting locations may require the Contractor to walk to the setting or acquire some other means of travel. See Exhibit 2, Summary Information Chart for access descriptions and approximate distances to plot settings.
Boundaries
The administrative boundary of the Boise National Forest is the project boundary.
TECHNICAL SPECIFICATIONS
A. Forest Inventory Instructions
The contractor shall be responsible for physically locating the setting and plots on the ground based on a general location for the setting center provided by the Forest Service.
1. Setting Locations (See Field Guide Chapter 4: Setting Location Reference Items.)
All setting location areas and numbers have been previously selected by the Government and will be displayed on field forms, maps and aerial photos provided. A reference point (RP) and witness trees were established in the previous inventory and provide an aid for relocating the setting location center (LC) (which may also be referred to as the plot center [PC] on older field forms).
Find the previously established RP using directions recorded on the old Field Location Record sheet(s). The RP is a landmark (usually a tree) that is identifiable on the ground and the plot aerial photo, and should be indicated by a pinprick on the old photos. Trees used as RPs were generally marked with aluminum tags: one nailed below stump height (1 foot) facing in the direction of plot center, and two other tags nailed approximately 6 feet above the ground on opposite sides of the tree.
If the RP is suitable for the current inventory, and visible on the aerial photo, it may be re-used.
Otherwise, designate a new RP and record on the photograph and Sketch Map and Traverse Notes form.
