SUMMARY
THIS IS A SOURCES SOUGHT NOTICE AND REQUEST FOR INFORMATION - A SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for the purpose of identifying technology available on the market that might satisfy requirements for wireless barcode scanning devices to be used in interagency fire support caches.
This RFI is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests that may be issued by the Government. Data submitted in response to this market survey will not be returned.
52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: Market Research and planning to support solicitation preparation for the FAM Wireless Scanning Devices project. (End of provision)

RFI RESPONSE DATE – Monday, 03/30/2016 Interested parties are asked to review the attachments and provide responses and questions to the Government not later than COB, Monday, March 30th, 2016.
HIGH LEVEL REQUIREMENTS
High-level requirements and options being considered for replacement devices include the following:
· Warehouse style scanners, wrist or ring scanners and tablets/notepads with bar code scanning capability
· Android operating system and devices that are capable of being configured a number of operating systems (e.g. Android, Windows, etc.)
· Long-range laser scanner capable of scanning 1-dimensional code 128 bar code paper labels
· Imaging scanner capable of scanning 2-dimensional bar code paper labels and digital image capture
· Holds a battery charge for 8-12 hour working shifts
· Rugged pistol grip warehouse-style models, wrist/hand-mounted models and tablet/docking station configurations that could be mounted on forklifts or remote workstations
· Compatible with indoor/outdoor use in and around typical warehouse environments (i.e. dusty with temperatures from 32 to 110*F)
· High visibility screen in all indoor/outdoor lighting conditions
· Internal RAM memory of at least 64MB
· Memory card ports (e.g. MMC, SD, etc.)
· Compatible with 802.11 a/b/g/n wireless radio; and WPA2, PEAP or LEAP wireless security
· Manual or virtual keypad having the following keys: space, backspace, tab, enter, arrows, 0-9, A-Z, a-z, function keys (F1-F12); special symbols such as: !@#$%^&*()-_+=[]\<>?/
· The ability to send a TAB character after the scanned data
· Product compliance with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) sections 1194.21 a-l; 1194.25 a-j4; 1194. 31 a-f and 1194.41 a-c. Please see attached Government Product Accessibility Template (GPAT) and Section 508 contract language documents.
· The Forest Service and its interagency partners currently use 210 Motorola MC9090G mobile computers in its network of fire supply caches to scan barcode product (SKU) and location labels to track inventory. These devices are nearing the end of their life cycle.
REQUEST FOR INFORMATION DETAILS
The Forest Service is not seeking elaborate responses, but rather concise, meaningful responses from vendors with relevant expertise.
Responses received are considered procurement sensitive information. Responses will not be returned and the Government reserves the right to use the responses to this RFI to amend the requirements, acquisition strategy/approach and associated documents for this project.
In 10 single-sided 8.5” x 11” pages or less (title page and table of contents do not count against the page count), vendors are requested to provide the following information:
1. Company Information
a. Name, address and DUNS.
b. Business Socioeconomic Classification (large, small, woman-owned small, etc).
c. Current contract vehicles (such as GSA Schedules, GWACs, etc) with relevant scope to the Forest Service’s requirements, and which the Forest Service could issue a task order/BPA Call against. Include contract numbers and specific product model and configuration numbers, if available.
d. Availability for purchase via any existing government-wide schedules or contracts (e.g. GSA Schedule 70). Please list specific product model and configuration numbers
2. OVERALL COMPANY CAPABILITIES STATEMENT that clearly aligns with the requirements for this project. Include a list of experience on similar/relevant projects.
3. PRODUCT CAPABILITIES OVERVIEW for potential technical solutions:
a. Product specification document(s) that addresses any/all of the above requirements
b. Which internet browsers (e.g. Microsoft Internet Explorer, Google Chrome, Mozilla Firefox, Apple Safari, etc.) and versions are supported
c. Any additional capabilities (e.g. voice data input; additional 1 dimensional or 2 dimensional bar code scanning; digital image capture; camera, etc.)
d. Any configuration and ergonomic options (e.g. keypad options, screen size options, pistol grip vs. tablet, etc.)
e. Information about related accessory products or peripherals (e.g. batteries, chargers, USB cords, memory cards, docking stations, etc.)
f. Any audio/voice capability
4. 508 COMPLIANCE: A completed Government Product Accessibility Template (GPAT) document, stating how a product meets or fails to meet Section 508 accessibility standards for this potential acquisition. In lieu of a completed GPAT, vendors may provide a Voluntary Product Accessibility Template (VPAT) that addresses each of these requirements. 5. Any additional information or comments that may be helpful to the Forest Service in finalizing the strategy and requirements for this project.

The Government reserves the right to not answer questions that are not appropriate or would disclose source selection sensitive or non-public information. The Contracting Officer makes the final determination regarding the appropriateness of questions.
